2. Description of the Action Being Approved

Award of Purchase Order on brand name specification, no substitutions allowed for Dell Virtual Desktop Infrastructure (VDI) equipment.

Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) Code requires specialized Virtual Desktop Infrastructure (VDI) equipment to increase its capability to support the Advanced Scientific and Engineering Computation Center (ASECC). This equipment will allow for modeling, machine learning and high-level computation of mathematical equations.

3. Description of Supplies/Services

4. Statutory Authority Permitting Other Than Full and Open

Competition

The proposed action may specify brand name components using the procedures in FAR Subpart 13.5 and in accordance with 41 U.S.C.

1901 and 10 U.S.C. 2304 (c)(1), Limited Number of Responsible Sources and No Other Supplies or Services Will Satisfy Agency Requirements as implemented by FAR 6.302-1(c).

5. Rationale Justifying Use of Cited Statutory Authority requires the procurement of the Dell Wyse terminals, Dell OptiPlex 7070G Micro for Interactive Touch Monitors, Dell 86

Interactive Touch Monitors, and associated hardware, to support the expansion of the current VDI environment.

It is essential that new assets seamlessly interoperate with the Dell shared storage devices and Dell servers, which make up the existing VDI high availability cluster. Any other product would introduce compatibility issues with connecting to, and interfacing with, the current Dell storage and servers, thus preventing the VDI from being fully operational.

Currently NUWCDIVNPT owns over of equipment that the new products are required to in Fully replacing the current Dell assets with another commercial solution is cost pro Given the infrastructure already in pla ued at and this requirement in total is only it can ably be expected that the replacement c e offset by any potential savings from competition.

As discussed above, replacement is not a viable option. As an additional option the Government considered the effort required in redesigning the overall system and related software needed to successfully integrate a different product into the current NUWC infrastructure without an impact on performance. The Government estimates it would take approximately 8,760 hours of engineering effort to successfully integrate a different product into the existing system. This effort includes:

1. Initial integration fault testing (2,920 Hours)

2. Implementation and testing with servers, desktops, and appliances (2,920 Hours)

3. Implementation and testing with Storage area networks and network devices(2,920 Hours)

Based on the ted hours, the total labor cost is estimated at

Considering that this requirement is only the potential savings from competition clearly eigh the risks and additional cost to the Government of either re-placing all equipment currently in use, or successfully integrating and testing a new product into the existing infrastructure.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable

A Request for Information (RFI)/Combined Synopsis and Solicitation was posted on 21 August 2019 on the Government Point of Entry (FedBizOpps) notifying industry of the intent to solicit as a brand name acquisition. No challenges were received at the time of creation of this document. Any challenges to this brand name action will be brought to the attention of the approver prior to contract award.

7. Determination of Fair and Reasonable Costs

The Contracting Officer will conduct a price analysis in accordance with FAR Part 15.404 to ensure a fair and reasonable price is obtained.

8. Actions to Remove Barriers to Competition

There are currently no known future requirements. While the compatibility requirements of this IT hardware procurement do not currently allow for substitution of another manufacturer’s products for the items listed in Paragraph 3 above.. Additional market research will be conducted should new requirements be identified and any future acquisitions for similar requirements will be competed to the maximum extent practical amongst the manufacturer’s resellers.
