BRAND NAME SPECIFICATION
ABAQUS Software Licenses and Maintenance Support
BACKGROUND:
Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT), has a requirement to purchase 30 new ABAQUS software licenses, and one year of maintenance and support for said licenses. The licenses are for use in the Advanced Scientific & Engineering Computation Center (ASECC). ABAQUS provides core capabilities required by NUWCDIVNPT engineers and scientists conducting Model Based Systems Engineering (MBSE), multiphysics modeling and simulation projects for the Navy.
NUWCDIVNPT previously purchased 30 licenses under Purchase Order (PO)
, which was awarded as a sole source to DS Government Solutions Corp., the software manufacturer.
The need for additional licenses is due to the steady increase of modeling and simulation work at NUWCDIVNPT in the last year. Engineers frequently experienced work stoppages due to increase in demand for the pool of existing licenses.
Delivery Date for licenses: one time delivery within 3 days after PO award
Period of Performance for maintenance support: 1 year after PO award
Anticipated value:
REQUIREMENT:
CLIN 0001: Dassault Systemes SIMULIA ABAQUS perpetual software licenses, P/N 5TP- QAT, Qty. 30/each
CLIN 0002: Dassault Systemes SIMULIA ABAQUS 1 year of software maintenance and support, P/N 5TP-QAT, Qty. 30/each
BRAND NAME SPECIFICATION
ABAQUS is a software product supporting Model Based Systems Engineering (MBSE). The ABAQUS Finite Element Analysis (FEA) suite, the 3-D Graphics software for linear, nonlinear, and multiphysics engineering modeling and simulation, is extremely accurate for the understanding of the behavior of new materials. It supports modeling subsections of sonar systems, simulating projectile effects on custom fabrics, and the load tolerances of structures on naval vessels. Engineering teams use this tool to retain the value of existing intellectual property and research efforts. The software enables inclusion of existing simulation results directly in a subsequent analysis.
The programmable features, scripting and graphical user interface (GUI) customization features allow the entire scientific community to analyze alternative simulations in less time. ABAQUS FEA takes advantage of the latest high-performance parallel computing environments, including code for graphics processing unit (GPU) processing, allowing ASECC users to include details in their models previously excluded due to computing limitations. Model assumptions can be minimized to reduce turnaround times for high-fidelity results that approach or match experimental measurements.
Navy labs began using ABAQUS as a Finite Element Analysis (FEA) suite over 25 years ago. Its superiority was determined after comparing capabilities to other competitive products. The unique capability to solve FEA problems, time invested in training, and collection of approved models justify the sole source procurement. Additionally, other commercial FEA software suites currently available in the open market do not meet the Government’s requirements.
Dassault Systemes is the sole manufacturer and developer of ABAQUS software, software support, and is the only provider with the source codes and patent rights for ABAQUS. Utilizing ABAQUS software is imperative as it permits NUWCDIVNPT to continue with its current license configuration. Importantly, the ABAQUS software, version 2018, is Department of the Navy Application & Database Management System (DADMS) approved under DADMS ID
This requirement supports NUWCDIVNPT scientists and engineers who run models on the ASECC clusters. ABAQUS is the only mathematical solver software that will execute NUWCDIVNPT’s and the Navy’s developed models without any changes. NUWCDIVNPT scientists and engineers currently use and are trained to develop models with ABAQUS software.
Without access to the ABAQUS software, most of the cost savings gained by modeling very expensive one-time builds of unique hardware systems will be lost. Access to this core capability allows simulation tasks, like using simulated hull structures to fit and test, and a new conformal array to run with greater accuracy. Projects validated through software simulation run a risk of not meeting deadlines for deliverables and inspections without this software.
RESELLERS:
Dassault’s Systemes is a French parent company whose presence in the United States is Dassault Systemes Americas Corp. The Government entities can purchase ABAQUS software licenses and software support directly from DS Government Solutions Corp., a wholly owned subsidiary of Dassault Systemes Americas Corp., or from immixTechnology Inc., who is the only authorized GSA reseller.
Other than these two options, there are no other channels available to US Government customers.
As such, DS Government Solutions Corp. and immixTechnology, Inc. are the only two sources capable of meeting the Government’s requirement.
Requiring Department:
Based on the above, I recommend this acquisition be conducted on a Brand Name Specification basis. I certify the technical data which form the basis of this justification are complete and accurate.
APPROVAL:
Contracting Officer:
Based on the above, I have determined that the circumstances of the contract action deem only this brand can fulfill the requirements. I certify that this justification is accurate and complete to the best of my knowledge and belief.
