v1.4_MAY 2019
SOLE SOURCE JUSTIFICATION
Low Radar Cross Section Inner Mast Units
PR# 1300786698
BACKGROUND:
The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) is tasked to test and install Electronic Warfare (EW) systems on boats and ships. The EW AEA (Acquisition Engineering Agent) program needs to acquire (3) three Low Radar Cross Section (LRCS) Inner Mast Units, which are currently used for Shipbuilding and Conversion, Navy (
. Fielded on the platform, the LRCS Inner Mast Unit supports the Multifunction Modular Mast (MMM) antenna and associated subsystem components. When procuring these mast units previously, required a Technical Data Package (TDP), which would be reviewed and approved by The TDP will ultimately enable subsequent competitive procurements for other companies. The TDP is projected to be delivered in the late 2019 timeframe. Unfortunately, the Government cannot wait until the delivery of the TDP occurs as the ship installation schedules will be missed. Until the TDP is delivered, fully validated, and incorporated into the Government technical drawings and specifications, this requirement cannot be procured competitively.
The anticipated total value is

SOLE SOURCE JUSTIFICATION:
A full and open competitive procurement cannot occur at this time because the existing TDP does not fully define the requirements of the LRCS Inner Mast Unit. G.S.E. Dynamics developed the TDP under contract and the Government is still waiting on delivery from the vendor. Since G.S.E. Dynamics developed the TDP, they are the only source with the information and technical know-how necessary to manufacture the LRCS Inner Mast Unit.
The TDP is projected to be delivered in the late 2019 timeframe. Once received, the TDP will need to be reviewed and validated by . Once validated, it will be incorporated into the existing technical drawings and specifications. The time to review and validate the TDP from the manufacturer, in addition to the time necessary to incorporate the changes into the existing TDP, will take approximately six to twelve months. If were to compete the requirement a new TDP, it would delay delivery requirements, citing unacceptable delays to fleet required installation schedules for . A complete LRCS Inner Mast Unit for the v1.4_MAY 2019 needs to be assembled by December 2020 to meet NUWCDIVNPT schedule requirements. The current timeline assumes a two to four month window for award, six to eight month window for manufacture and delivery to NUWCDIVNPT, two months for testing, and two months for integration and delivery to the Fleet. NUWCDIVNPT cannot risk any delays in lead time, quality inspection, integration, and delivery for the listed platforms. First Article testing would also be required if were to try and procure new LRCS Inner Mast Units and a new TDP, which would further cause delays and cost the Government .
Requiring Department:
Based on the above, I recommend this acquisition be conducted on a Sole Source basis. I certify the technical data which form the basis of this justification are complete and accurate.
