SOLE SOURCE JUSTIFICATION
Model-Based Systems Engineering (MBSE) training
BACKGROUND:
The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) Code 00E has been tasked by the Office of Naval Operations Digital Warfare Office to develop the Government workforce and to enhance NUWCDIVNPT’s Code 00E’s ability to perform Model-Based Systems Engineering
(MBSE) tasks.
At the completion of this course, NUWCDIVNPT will have started to develop a core competency of personnel to be ready to develop MBSE models for multiple customers including NAVAIR, OPNAV Digital Warfare Office, Program Offices, DASN(RDT&E) and the Fleet.
The period of performance is date of award-31 JUL 2020
The MSBE training courses were procured under contract N66604-18-P-2323.
REQUIREMENT:
This procurement is for MBSE training courses for NUWCDIVNPT ‘s Code 00E for the period starting date of award and ending July 31, 2020 in which forty (40) personnel will complete the below course requirements. The contractor shall provide an on-line training program, titled
“Architecture and System Engineering: Models and Methods to Manage Complex Systems
Certificate Program”. This currently established four (4) course program results in a certificate.
The material in the four courses include: concept generation, alternatives evaluation, tradespace visualization, data modeling, building patterns for reuse, completeness checking of requirements, taxonomy of modeling efforts, attributes of great models, and methodologies in building architectures.

Sole Source Justification:
The Office of the Chief of Naval Operations, Digital Warfare Office investigated MBSE certificate curriculums and determined the Massachusetts Institute of Technology (MIT) certificate program would meet the navy needs. Naval Air Systems Command, Space and Naval
Warfare Systems Command, and the Naval Sea Systems Command have been using a MIT
MBSE certificate program to advance the skills of the Navy’s technical workforce since 2017.
NUWCDIVNPT has also sent personnel through this certificate program and found it met our v1.2_JUNE2016 general workforce development needs and offers common training aspects that only MIT can provide as detailed below.
Having participants from across the Navy in the same class enables them to work together on group projects and assist each other in understanding the course material. Specifically, the efficiencies gained from common attendance of this MIT class are related to the following content areas:
a. Each of the four courses in the certificate program have group projects where the topic is selected by the group members. Working with navy personnel from other Navy activities allows the group projects to focus on topics of interest to our command.
b. The facilitated class discussions provide for interactions on naval issues with others from the navy community.
c. Helps establish relationships with other navy employees within our command and across the navy.
d. MBSE is performed in the Navy in support the Fleet’s Maritime Dominance objectives. In practice this means almost all MBSE work with be executed with teams across the navy and rarely just within NUWCDIVNPT. This training will get NUWCDIVNPT’s personnel used to working in distributed teams.
The efficiencies gained by the common coursework as well as common access by Navy personnel relative to the group discussions offer the following benefits:
a. This is an online course of study. Having other students taking the same course enables some face-to-face discussions to facilitate understanding the course material.
b. Students can draw upon the in excess of 200 navy students that have taken this course to help them meet their learning objectives as well as how the MBSE knowledge is being used in executing navy tasking.
RESELLERS:
Based upon the above, MIT is the only known institution that can meet the Navy’s requirements of a common class that is inclusive of group discussions among Navy personnel across multiple commands.
