v1.4_MAY 2019

SOLE SOURCE JUSTIFICATION

Technical Refresh STAT EDM Electronics Design

BACKGROUND:

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) Undersea Weapons, Vehicles, and Defensive Systems Department, has overall responsibility for the development and maintainability of undersea defense systems. is currently undergoing efforts to develop a new sonar array for the program using the

Stepped Tonpilz Acoustic Transducer (STAT) element design. The overall goal of the program is to develop a design that can transition from concept to future fleet capability.

The anticipated total value for this requirement

REQUIREMENT:

The contractor shall provide engineering services to develop an electronics design for the

Technical Refresh STAT Electronic Development Model (EDM) sonar array. The electronics design includes subsystems, which are comprised of power amplifiers, receiver electronics, control electronics, fiber-optic interface, and power supply electronics. The contractor shall design the specifications of the subsystems and develop a packaging design that optimizes a layout for thermal performance.

SOLE SOURCE JUSTIFICATION:

SyQwest Inc. has a long history in development and fabrication of naval transducers, including contracts for DT-100 staves that are used in high frequency arrays in the submarine fleet.

SyQwest developed a STAT EDM sonar array concept under contract for the

Technology Refresh program, which primarily focused on a conceptual design for the electronics package. The electronics package is required to interface with the acoustic array. The conceptual design has been reviewed and approved by and as such, a final electronics design inclusive of engineering drawings is now required.

SyQwest is the only vendor with experience with STAT arrays and is the owner of proprietary information for the conceptual design of STAT EDM sonar array. Transitioning to a different vendor for the engineering services would be detrimental in meeting the Fleet’s test and development schedule as a new concept would need to be developed, tested, and approved.

Delays in production will greatly impact delivery to the Fleet in both time and cost. Additional costs of approximately and to research another concept would be required if another company with no prior experience was to be sought.

Furthermore, failure to meet the test schedule will increase the costs, requiring additional funding to support hold/wait periods, and test rescheduling efforts for multiple performers and

Government oversite. Due to the aggressive schedule required to develop and test the EDM v1.4_MAY 2019

STAT array, other companies are not capable of producing a viable solution within the current cost and time constraints. SyQwest with its prior experience on developing the conceptual design will greatly reduce the schedule in achieving the EDM array electronics design.

RESELLERS:

Based on the Government’s minimum requirements and market research, SyQwest Inc. is the only source capable of providing the required engineering services.

Requiring Department:

Based on the above, I recommend this acquisition be conducted on a Sole Source basis. I certify the technical data which form the basis of this justification are complete and accurate.

APPROVAL:

Contracting Officer:

Based on the above, I have determined that the circumstances of the contract action deem only one source reasonably available. I certify that this justification is accurate and complete to the best of my knowledge and belief.
