BACKGROUND:
SOLE SOURCE JUSTIFICATION
LRCSM RAS Unit
The Naval Undersea Warfare Center, Division Newport, is being tasked to test and install Electronic Warfare (EW) systems on boats. The program needs to acquire six (6) Low Radar Cross Section (LRCS) Mast Radar Absorbing Structure (RAS) units. One (1) will be consumed immediately to fulfill an immediate need and the other five (5) will be consumed amongst other vessels. Prior procurement of this material was to also acquire the Technical Data Package (TDP), which would enable subsequent competitive procurements for other companies. R&F Products (Laird) developed the TDP and has been the only manufacturer to date. Although the Government has initiated the process of validating the TDP, the process is still in a preliminary stage.
Unfortunately, the Government cannot wait until this occurs as the ship installation schedule will be delayed. Until the TDP can be fully validated, approved, and incorporated into the Government technical drawings and specifications, this material can’t be procured competitively. The anticipated value of this contract is . Future purchases are planned to be conducted on a competitive method.
REQUIREMENT:
MFGR Part No Description/Title Qty 50225/05054006, REV C R&F LRCSM Unit 6
SOLE SOURCE JUSTIFICATION:
A full and open competitive procurement cannot occur at this time because the current NUWC TDP does not fully define the requirements of the LRCS Mast RAS Unit. R&F Products (Laird) developed the TDP and has been the only manufacturer to date. Since R&F Products (Laird) developed the TDP, they are the only source with the information and technical know-how necessary to manufacture the LRCS Mast RAS Unit.
NUWC procured the LRCSM Units from R&F Products (Laird) in two previous contracts
The TDP required to support a full and open competitive procurement is currently in the possession of the Government. Although NUWC is in possession of the TDP, it has not been reviewed or validated. It will also need to be incorporated into the current NUWC TDP. The time to review and validate the TDP from the manufacturer in addition to the time necessary to incorporate the changes into the NUWC TDP will take approximately 3- 6 months.
The time necessary to complete the NUWC TDP, which would facilitate a competitive buy, would delay delivery requirements, citing unacceptable delays to fleet required installation schedules. This procurement requires sole source to R&F Products (Laird) due to the time it would take to finalize the NUWC TDP in addition to lead time, quality inspection, integration, and delivery will cause schedule slippage.
FAR Section 6.302-1 applies to this procurement. There will be unacceptable delays in fulfilling Naval Undersea Warfare Center, Division Newport, requirements if this contract goes competitive.
