BRAND NAME SPECIFICATION

Virtual Submarine Network Infrastructure

PR #1300752877

BACKGROUND:

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT), has a requirement to provide virtual submarine integration and interoperability across multiple systems and facilities to support several submarine operational scenarios and mission environments.

This requirement includes purchasing Cisco systems equipment to replace and upgrade existing Cisco hardware that has reached End of Life (EoL) and End-of-Support (EoS).

Without procuring these devices, the maintenance, IOS upgrades, and troubleshooting with vendor support will not be possible. This will eventually lead to a non-IA compliant network with a potential consequence of a shutdown, as NUWCDIVNPT must adhere to Network Infrastructure Security Technical Implementation Guide (STIG) and Network Policy STIG to maintain or replace equipment for Information Assurance (IA) compliance.

Inadequate engineering from concept development through deployment integration for systems-of-systems results in poor interoperability and capability gaps. This continued investment enables the application of sound engineering practices to core submarine systems and enables collaboration across NUWCDIVNPT labs and Enterprise partners either through remote integration or temporary co-location of resources.

Description of Requirement/Specifications

Purchasing new Cisco devices to support these requirements ensures there is no compatibility or interoperability issues with the existing infrastructure, will significantly reduce the cost and time of integrating the new devices into the network, and will reduce the cost of management and maintenance. The system administrators of the existing devices are already trained and certified in the Cisco operating system; therefore, no additional cost for training or certification is required.

Using another vendor’s hardware will make replacement of existing network hardware very difficult and in many instances impossible due to non-compatibility issues. Procuring Cisco devices will allow the current configuration and setup to be transitioned seamlessly without modifications and allows future upgrades to occur without replacing all of the equipment at the same time.

RESELLERS:

Cisco products and maintenance support can be purchased from various authorized/certified value-added resellers. In order to procure Cisco equipment, the vendor must be certified to the level of Premier, Select, or Gold Cisco authorized partner.

Requiring Department:

Based on the above, I recommend this acquisition be conducted on a Brand Name

Specification basis. I certify the technical data which form the basis of this justification are complete and accurate.

APPROVAL:

Procuring Contracting Officer:

Based on the above, I have determined that the circumstances of the contract action deem only one source reasonably available. I certify that this justification is accurate and complete to the best of my knowledge and belief.
