SOLE SOURCE JUSTIFICATION

ABAQUS Software Renewal

BACKGROUND:

The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) Code 1041 has a requirement for the renewal of maintenance support of ABAQUS software licenses for

NUWCDIVNPT. The current maintenance support is due to expire on July 15, 2019, and the software support must be renewed to enable uninterrupted access and service to the NUWCDIVNPT scientists and engineers.

NUWCDIVNPT’s requirement is to support its scientists and engineers that run models on the

Advance Scientific and Engineering Computation Center (ASECC) clusters. It is a Defense

Information System Agency (DISA) requirement that all Commercial-of-the-Self (COTS) software running on NAVY computers must carry vendor support. If maintenance support is not renewed, the termination of the current support on July 14, 2019 means that ASECC ABAQUS users will no longer have access to the ABAQUS software, which will render all their simulation models unusable, and therefore any of the cost savings gained by modeling very expensive one-time builds of unique hardware systems will be lost. Use of this software allows simulation tasks (like using simulated hull structures to fit and test, in software, a new conformal array) to run with greater accuracy (better), more jobs to run per year (faster), and jobs/models of a much larger scale to run to completion (cheaper). In order to continue to produce models and simulations that save

NUWCDIVNPT and the Navy significant physical testing dollars, this software purchase is needed to complete the execution of 80% of the ASECC users’ programs. Without this software, most projects that are being validated through software simulation will not meet schedule for FY19 and

FY20 and could set back future schedules as well. This software is Department of the Navy

Application & Database Management System (DADMS) approved with DADMS ID 103781 for

ABAQUS version 2017.

The period of performance is 15 JUL 2019-14 JUL 2020

The ABAQUS software was procured under contract N66604-18-P-2509.

REQUIREMENT:

This procurement is for the renewal of the ABAQUS software licenses for NUWCDIVNPT for the period starting July 15, 2019 and ending July 14, 2020.

Sole Source Justification:

The ABAQUS Finite Element Analysis (FEA) suite is the 3-D Graphics software for linear, nonlinear and Multiphysics engineering modeling and simulation. The FEA ABAQUS suite allows scientists and engineers to design, generate, view and analyze general mechanics, both linear and nonlinear structural acoustic models and underwater fluid structures. The software is extremely accurate for the understanding of the behavior of new materials. It is utilized to support simulations of subsections of sonar systems, the effect of projectiles on custom fabrics, and the loading of structures on naval vessels, to name a few examples. The FEA software suite delivers accurate, robust, high-performance solutions for challenging nonlinear problems, large-scale linear dynamics applications, and routine design simulations. Its integration of implicit and explicit FEA capabilities enables NUWC to use the results of one simulation directly in a subsequent analysis to capture the effects of prior history. The programmable features, scripting and GUI customization features allow proven methods to be captured and deployed to the entire scientific community, enabling more alternative simulations to be analyzed in less time.

ABAQUS FEA takes advantage of the latest high-performance parallel computing environments, including code for GPU processing, allowing NUWC Advanced Scientific and Engineering

Computation Center (ASECC) users to include details in their models previously excluded due to computing limitations. Model assumptions can be minimized to reduce turnaround times for high-fidelity results that approach or match experimental measurements.

ABAQUS is the only mathematical solver software that will execute NUWCDIVNPT’s and the

Navy’s developed models without any changes. The personnel at NUWC are also trained to use and develop models using the ABAQUS software. Existing efforts for new and/or improved models for work in FY19 are approaching completion, and not having the ABAQUS software available will severely curtail these efforts. Other commercial FEA software suites currently available do not meet the Government requirements since other potential software developers will have to develop software products capable of duplicating the functions that ABAQUS currently provides. An estimated program delay of 18 months will be required to implement any other solver, which will duplicate costs and require the rewrite of qualified existing models for a cost that would exceed

$1.5M for this Navy lab site. Further, some models cannot be rewritten in any other solver due to the unique and extensive capabilities available in the ABAQUS software suite, resulting in a loss of various capabilities to the Navy, none of which will be recovered through competition. For example:

ABAQUS provides both an implicit and explicit functionality while other similar products may avail only one (explicit) but not both; ABAQUS includes linear and nonlinear mechanics, fluid structure interaction including structural acoustics in both the frequency and the time domain; fluid structure interaction also includes underwater shock; adaptive acoustic meshes for large deformation enclosures; capability to support large model sizes required by the NAVY.

As detailed above, there are many existing efforts for new and/or improved models, which require continued use of the ABAQUS software suite. Not having the ABAQUS software available will curtail or, eliminate these efforts. Other commercial FEA software suites currently available do not meet the Government’s requirements.

RESELLERS:
