SOLE SOURCE JUSTIFICATION

LS-DYNA Software License

BACKGROUND:

The Advanced Scientific and Engineering Computation Center (ASECC) at Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT), has a requirement to renew the annual software maintenance agreement for LS-DYNA, the software created and distributed by the Livermore Software Technology Corp. The ASECC lab provides high-end Computer- Aided Design (CAD) / Computer-Aided Manufacturing (CAM) & Computer-Aided Engineering (CAE) tools in support of NUWCDIVNPT Engineers and Scientist in the design, structural and acoustical analysis of existing and prototype weapon systems and undersea vehicles. These tools are provided in a distributed server/client environment making them accessible throughout NUWCDIVNPT to various Scientific and Technical (S&T) groups. ASECC provides High-end CAD/CAM/CAE tools to support the design, structural and acoustical analysis of existing and prototype weapon systems and undersea vehicles. These tools are provided in a distributed server/client environment making them accessible throughout NUWC to various S&T groups.

The subscription of the software is for a twelve-month period from March 1, 2019 to February 28, 2020. The Workforce Development office is seeking to provide the following License.

a. 35 Core Annual LS-DYNA License to include, LS-PrePost, LS-OPT, LSTC Dummy and

Barrier Models.

b. 1 Core Annual USA Professional License.

Anticipated total value is:

Historical purchases can be seen below:

REQUIREMENT:

CLIN 0001: 35 Core Annual LS-DYNA License to include, LS-PrePost, LS-OPT, LSTC Dummy and Barrier Models.

CLIN 0002: 1 Core Annual USA Professional License.

CLINs 0001 and 0002 include the following Minimum Specifications/ Salient Features:

• Nonlinear dynamics

• Rigid body dynamics

• Quasi-static simulations

• Linear statics

• Thermal analysis

• FEM-rigid multi-body dynamics coupling (MADYMO, CAL3D)

• Underwater shock

• Failure analysis

• Crack propagation

• Design optimization

• Implicit spring-back

Sole Source Justification:

Livermore Software Technology Corporation is the manufacturer and the only vendor which supplies the required LS-DYNA proprietary software for analysis of advanced non-linear finite element models. LS-DYNA is a general-purpose, flexible, finite element analysis software for multi-physics simulation. LS-DYNA's features can be combined to model a wide range of physical events. LS-DYNA accurately predicts the stresses and deformations experienced by metal, and determine failures. LS-DYNA supports adaptive and will refine the mesh during the analysis, as necessary, to increase accuracy and save time. LS-DYNA is also capable of simulating projectile penetration, blast response, and explosives. LS-DYNA's military applications include: Penetration (projectile and armor), Explosives, Weapon design, underwater simulations (using USA coupling). This software is compatible with NUWCDIVNPT equipment and contains unique features and optimizations for specific platforms.

Market research conducted among vendors who provide acoustical software concludes that Livermore Software Technology Corporation is the only vendor that can offer the exact tools that NUWCDIVNPT specialists require. Livermore Software Technology Corporation is the only vendor that offer the LS-DYNA License which is used to design, structural and acoustical analysis. Please see the below chart for a comparison of Salient Features.

Conclusion:

NUWCDIVNPT has been utilizing the Livermore software for years and based on the aforementioned, this requirement must be procured on a sole source basis to Livermore Software Technology Corporation as they are the only company who can provide the required LS-DYNA License.

Requiring Department:

Based on the above, I recommend this acquisition to be conducted on a Sole Source specification basis. I certify the technical data which form the basis of this justification are complete and accurate.

APPROVAL:

Branch Head:

Based on the above, I have determined that the circumstances of the contract action deem only one source reasonable available. I certify that this justification is accurate and complete to the best of my knowledge and belief.
