Project Description: The Contractor shall provide all materials, equipment, labor, and supervision to additional ventilation in compressor room 101 in Building 1303 at the Naval Undersea Warfare Center Division New port (NUWCDIVNPT).

The magnitude of the requirement per FAR 36.204, is betw een $25,000 and $100,000.

The proposal is due by 03 May 2019, 2:00 PM Local Time. This project is a total small business set aside. NAICS Code 236220 w ith a corresponding size standard of $36.5 M and FSC of Z2AZ.

Site visit is scheduled for Monday 22 April 2019 @ 10:00, local time. See base requirements located in the supplemental instructions of this solicitation.

STATEMENT OF WORK

1. BACKGROUND

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) is a Naval research activity operating under the direction of the Commander, Naval Sea Systems Command (NAVSEA). We provide research, development, test and evaluation, engineering, analysis and assessment, as well as Fleet support capabilities for submarines, autonomous underwater systems, and offensive and defensive undersea weapon systems, and stewards existing and emerging technologies in support of undersea warfare.

2. SCOPE

The Contractor shall provide all materials, equipment, labor, and supervision to provide additional ventilation in compressor room 101 in Building 1303.

• All work to be performed at building 1303.

• Work to be performed in accordance with Scope of Work.

• Customer to provide area for equipment and material storage.

• Customer to provide access to area for workers and equipment.

• All Work to be in accordance with OSHA and Army Corp of Engineers Safety Manual, EM-385-1-1 Current Edition Safety requirements.

• Safety and Health Standards for Construction Industry (29 CFR PART 1929 2007).

• NUWCDIVNPT Drawings 18-010A (5 sheets) and this Statement of Work, depict the work required on this particular project.

• Contractor shall inspect all work in accordance with FAR 52.246-12 "Inspection of Construction."

• Contractor shall coordinate with the POC prior to commencement of work to ensure all scheduling and access issues have been worked out properly. Any questions will be directed to the POC and not through the customer.

Submittals: The Contractor shall submit the following within 15 days after award:

The contractor shall provide 2 copies of submittals for approval purposes for all materials to be used on the project.

Submittals shall be complete with manufactures name, catalog number, specifications, and any other information necessary to approve the materials. MSDS sheets shall be submitted along with the product data for any potentially hazardous materials such as adhesives and flux materials. Use low VOC materials wherever possible. In addition, a Work Schedule and an Accident Protection Plan (APP) shall be submitted.

Submittals shall be approved by the Government Representative prior to the start of work.

2.2. Time of Completion: Work shall be prosecuted diligently and shall be completed for use within the time indicated in the award document (60 calendar days from the date to receive notice to proceed.) Contractor is required to furnish proof of any cause for delay and must request an extension of the completion date in writing through the Contracting Officer.

2.3. Clean-Up of Site. Shall be performed on a daily basis. Contractors are not permitted to use Government dumpsters or other Contractor dumpsters for disposal of debris.

2.4. Hot Work. A hot work permit is required as needed. A permit may be obtained through the Government inspector with 48 hours’ prior notice. Hot work in electrical or mechanical room space will require a gas-free test prior to the Government fire inspector granting approval. In accordance with the Government fire inspector's requirements, the Contractor must perform this test daily. The Government fire inspector shall approve the instrument used.

2.5. Dust Control. The amount of dust resulting from demolition shall be controlled to prevent the spread of dust to occupied portions of th1e construction site and to avoid creation of a nuisance in the surrounding area. Use of water will not be permitted when it will result in, or create, hazardous or objectionable conditions such as ice, flooding and pollution.

2.6. Warranties. The contractor shall provide warranty services for all new items installed for one (1) year following acceptance by the Government. Warranty period begins at final system acceptance. If there is a failure of the system, the contractor shall respond within 48 hours of notification.

2.7. Radio Transmitter Restrictions. The contractor shall conform to the restrictions and procedures for the use of radio transmitting equipment as directed. The contractor shall not use transmitters without prior approval from the Explosive Safety Officer.

2.8 Pre Construction Conference. The contractor shall attend a pre-construction conference at the Naval Undersea Warfare Center to discuss all aspects of the project, including phasing, scheduling, safety concerns, fire department concerns, submission of submittals and the approval process, security concerns, environmental issues, customer concerns, and any concerns that the contractor may have.

2.9 Safety. The contractor is responsible for the safety of his personnel and the safety of NUWC personnel during the course of this project. The contractor shall comply with the most recent Army Corps of Engineers COE-EM- 385-1-1 Safety and Health Requirements Manual for all aspects of this project. The contractor will be responsible for any exterior work or to any work which involves the closing of a building’s entrance, the contractor shall be responsible for the provision of temporary chain link construction fencing set into moveable concrete blocks, meeting the requirements of COE-EM-385-1-1, around the complete work area to prevent NUWC personnel from entering the work zone and/or any unsafe areas. The fence shall be equipped with signage as required by COE-EM- 385-1-1. Provide gates where necessary for access by emergency personnel or to allow personnel to escape during an emergency. Sawhorses and/or construction tape is not sufficient for exterior closings or barriers.

2.10. Weather Protection. The contractor shall take necessary precautions to ensure any critical openings are monitored carefully. Take immediate actions required to seal off such openings when rain or other detrimental weather is imminent, and at the end of each workday. Ensure that the openings are completely sealed off to protect materials and equipment in the building from damage. When a warning of gale force winds is issued, take precautions to minimize danger to persons, and protect the work and nearby Government property. Precautions shall include, but are not limited to, closing openings; removing loose materials, tools and equipment from exposed locations; and removing or securing scaffolding and other temporary work. Close openings in the work when storms of lesser intensity pose a threat to the work or any nearby “Government property.

2.11. Closeout Procedures. Prior to receiving final payment, the contractor shall be responsible for the following at the completion of the project:

The provision of one full size set of marked up drawings to be used as “As Built” construction conditions.

The provision of an “As Built” Record of Materials, which will include a list of items, along with the Manufacturer’s name, Manufacturer’s model numbers, …etc.

The provision of Warranty Information including the warranty duration, the actual date of warranty expiration, warranty contact information, and any items that have an extended warranty beyond the standard one year.

2.12. Existing Work. Contractor shall be responsible for the protection of all existing structures, equipment, finishes, etc. not to be removed as part of this project from damage during construction. Any items not included in the Scope of Work that are damaged or altered during construction shall be restored to their pre-construction condition at the contractor’s expense and verified as such by the Government.

2.13. Contractor Access and Use of Premises. Ensure that Contractor personnel employed on the Activity become familiar with and obey Activity regulations including safety, fire, traffic and security regulations. Keep within the limits of the work and avenues of ingress and egress. Wear hard hats in designated areas. Do not enter any restricted areas unless required to do so and until cleared for such entry. Mark Contractor equipment for identification.

2.14. Subcontractors and Personnel Contacts. Provide a list of contact personnel of the Contractor and subcontractors including addresses and telephone numbers for use in the event of an emergency. As changes occur and additional information becomes available, correct and change the information contained in previous lists.

2.15. Identification Badges and Installation Access.

Two-step process:

A visit request is required to visit NUWC. The preferred method is JPAS. If the company does not have JPAS, then they must fax or email a visit request with the information required in the visit request form. You may also use AMRDEC SAFE to send your visitor request(https://safe.amrdec.army.mil/SAFE/). Incomplete visits will be rejected. There is a minimum of 3 business days to process.

Naval Station requires one of the following in order to enter the base, along with your NUWC visitor badge:

(a) CAC card

(b) DBIDS card

(c) Retired Military ID

To obtain a DBIDS card a vetting spreadsheet is required and can be acquired from Naval Station to conduct the vetting. You will need a DBIDS card if you do not have the other required IDs. The spreadsheet should be submitted to Visitor Control (group email is nuwc_npt_access_control@navy.mil).

The other option is to use AMRDEC SAFE (https://safe.amrdec.army.mil/SAFE/).

It is certified to protect Privacy Act information. You must use our individual emails:

DBIDS requests are consolidated and submitted each day. Naval Station will not accept DBIDS vetting spreadsheets directly from the companies requiring vetting.

Naval Station requires 5 days to process a vetting spreadsheet. This 5-day period does not include the day of submission nor does it include weekends and holidays. The results except for denials are not returned, if it has been more than five days excluding day of submission and weekends/holidays, and there has been no response, then vetting has been approved.

Also, visitors must stop at B-80 and get their NUWC visitor pass before going to Naval Station Gate 1 to get a DBIDS card. Visitors must not try to enter NUWC with only their visitor pass and no DBIDS (or CAC) as the gate guard will confiscate their NUWC visitor pass and you will be turned around at the gate.

Please keep in mind, DBIDs is only good for 179 days. The company must resubmit their DBIDS vetting spreadsheet every 170 days in order to stay active with their DBIDS card. 170 days is requested so that the vetting can be sent and cleared before the 179 day expiration. If DBIDS isn't sent every 170 days, when the 179 day period expires, they will be denied access to the base and will have to wait 5 business days in order for their vetting to clear again. DBIDS is separate from the visitor request.

Facility Access Determinations (FAD): The NCACS program above allows contractors to work on the NUWC grounds outside of buildings. In order to perform work within existing buildings, a FAD must be submitted. The FAD is a process whereby commanding officers, in their responsibilities under the Internal Security Act of 1950 to protect persons and property under their command against the actions of untrustworthy persons, may request personnel scrutiny investigations and review the results to determine whether to allow the identified person(s) access to facilities under their control. The FAD program also complies with the requirements of Homeland Security Presidential Directive 12 (HSPD-12) to have a background investigation on all individuals who access federal facilities. FADs are required when:

Unescorted access to the installation is required for a non-classified contract. A request for a photo ID is submitted.

Photo ID’s are only given when the contractor will be on site for a minimum of 3 days per week for a period not less than 90 days. When there is no other background investigation that meets the requirement of HSPD-12 such as a prior NAC, NACI, or TWIC.

The FAD Process consists of the following:

Company submits a complete visit request for the individual. Visit request forms are available from the Security Department or NUWC Website.

The NUWC POC submits a badge card for the individual after verifying that the individual needs access for a minimum of three days per week for a period of at least 90 days.

During the badge card review process, the individual does not have a background investigation that meets the requirements of HSPD-12.

The individual, and the individual’s company, are provided the SF-85 form through the electronic Questionnaire for Investigation Processing (eQip) The eQip is reviewed and the individual is fingerprinted to verify citizenship through a valid birth certificate or US Passport.

OPM conducts the NAC or NACI. Only a determination of Favorable will result in the individual’s unescorted access to NUWCDIVNPT.

If derogatory information occurs after the badge is issued, the contractor will be advised that the issuance of a NUWC badge is the sole prerogative of the commanding officer. If the commanding officer determines, upon review of the facts, that allowing a person to perform certain duties or to access certain areas, would pose an unacceptable risk, that decision is final. No due process procedures are required.

2.16. No Smoking Policy. Smoking is prohibited within and immediately outside of all buildings on installations under the cognizance of NAVFAC, except in designated exterior smoking areas. This applies to existing buildings, buildings under construction and buildings under renovation. Discarding tobacco materials other than into designated tobacco receptacles is considered littering and is subject to fines.

2.17. Working Hours. Regular working hours must consist of an 8 1/2-hour period between 7:00 a.m. and 4:30 p.m., Monday through Friday, excluding Government holidays.

2.18. Work Outside Regular Hours. If required, work outside regular working hours requires government approval. Make application 15 calendar days prior to such work, giving the specific dates, hours, location, type of work to be performed, contract number and project title, to allow arrangements to be made by the Government.

Based on the justification provided, the Government may approve work outside regular hours. During periods of darkness, the work must be lighted in a manner approved by the Government.

2.19. Occupied Existing Building. The Contractor will be working at an existing building and will require a government provided escort during construction. Inside the building the Contractor shall remain with the assigned escort at all times. Make accommodations to limit the disturbance to the building occupants.

PRODUCT AND MATERIAL SPECIFICATIONS

3. WET PIPE SPRINKLER, FIRE PROTECTION

3.1 System Description

Modify existing automatic wet pipe fire extinguishing sprinkler systems for complete fire protection coverage.

Install fire extinguishing sprinkler systems in accordance with the required and advisory provisions of NFPA 13 including all recommendations and advisory portions, which shall be considered mandatory; this includes advisory provisions listed in the appendices of such standard(s).

3.2 Location of Sprinklers

Sprinklers in relation to the ceiling and the spacing of sprinklers shall not exceed that permitted by NFPA 13.

3.3 Steel Pipe

Pipe shall be black steel. Steel piping shall be Schedule 40 for sizes less than 2 and schedule 10 for sizes 2 inches and greater. Fittings into which sprinklers, sprinkler riser nipples, or drop nipples are threaded shall be welded, threaded, or grooved-end type. Plain-end fittings with mechanical couplings, fittings that use steel gripping devices to bite into the pipe and segmented welded fittings shall not be permitted. Rubber gasketed grooved-end pipe and fittings with mechanical couplings shall be permitted in pipe sizes 1.5 inches and larger. Fittings, mechanical couplings, and rubber gaskets shall be supplied by the same manufacturer. Steel piping with wall thickness less than Schedule 30 shall not be threaded. Side outlet tees using rubber gasketed fittings shall be permitted and be full bodied and wrap completely around the pipe. Sprinkler pipe and fittings shall be metal. Roll grooving of galvanized pipe is prohibited

3.4 Sprinklers

Provide nominal 0.50 inch or 0.53 inch orifice sprinklers. Sprinklers with internal O-rings shall not be used.

Sprinklers shall be used in accordance with their listed coverage limitations. Provide quick response sprinklers.

Sprinklers shall have a stainless steel finish. Temperature classification shall be as indicated. Sprinklers in high heat areas including attic spaces or in close proximity to unit heaters shall have temperature classification in accordance with NFPA 13. Extended coverage sprinklers shall not be used. Provide corrosion-resistant sprinklers and sprinkler guards as required by NFPA 13. Deflector shall not be more than 3 inches below suspended ceilings.

Ceiling plates shall not be more than 0.5 inch deep. Ceiling cups shall not be permitted.

3.5 Pipe Supports

Provide Pipe hangers and supports and Seismic Bracing in accordance with NFPA 13.

INSTALLATION

3.6 Piping in Finished Areas

The methods of fabrication and installation of the aboveground piping shall fully comply with the requirements and recommended practices of NFPA 13 and this specification section.

In areas with suspended or dropped ceilings and in areas with concealed spaces above the ceiling, piping shall be concealed above ceilings. Piping shall be inspected, tested and approved before being concealed. Risers and similar vertical runs of piping in finished areas shall be concealed.

3.7 Pipe Painting and Color Code Marking

Paint and color code mark sprinkler piping with red alkyd gloss enamel.

3.8 Sprinklers

Provide nominal 0.50 inch or 0.53 inch orifice sprinklers. Sprinklers with internal O-rings shall not be used.

Sprinklers shall be used in accordance with their listed coverage limitations. Provide quick response sprinklers.

Sprinklers shall have a stainless steel finish. Temperature classification shall be as indicated. Sprinklers in high heat areas including attic spaces or in close proximity to unit heaters shall have temperature classification in accordance with NFPA 13. Extended coverage sprinklers shall not be used. Provide corrosion-resistant sprinklers and sprinkler guards as required by NFPA 13.

3.9 Pipe Joints

Pipe joints shall conform to NFPA 13, except as modified herein. Welded joints will be permitted, only if welding operations are performed as required by NFPA 13 at the Contractor's fabrication shop, not at the project construction site. Flanged joints shall be provided where indicated or required by NFPA 13. Grooved pipe and fittings shall be prepared in accordance with the manufacturer's latest published specification according to pipe material, wall thickness and size. Grooved couplings, fittings and grooving tools shall be products of the same manufacturer. The diameter of grooves made in the field shall be measured using the method specifically approved by the coupling manufacturer for the intended application. Groove width and dimension of groove from end of pipe shall be measured and recorded for each change in grooving tool setup to verify compliance with coupling manufacturer's tolerances. A representative of the grooved couplings and fittings manufacturer shall conduct at least one onsite inspection of the piping installation to ensure the method of installation is in accordance with the manufacturer's requirements and recommended practices.

3.10 Reducers

Reductions in pipe sizes shall be made with one-piece tapered reducing fittings. Bushings are prohibited.

4. VENTILATION AND EXHAUST SYSTEMS

4.1 Identification Plates

In addition to standard manufacturer's identification plates, provide engraved laminated phenolic identification plates for each piece of mechanical equipment. Identification plates are to designate the function of the equipment.

Submit designation with the shop drawings. Identification plates shall be three layers, black-white-black, engraved to show white letters on black background. Letters shall be upper case. Identification plates 1-1/2-inches high and smaller shall be 1/16-inch thick, with engraved lettering 1/8-inch high; identification plates larger than 1-1/2-inches high shall be 1/8-inch thick, with engraved lettering of suitable height. Identification plates 1-1/2-inches high and larger shall have beveled edges. Install identification plates using a compatible adhesive.

4.2 Metal Ductwork

Provide metal ductwork construction, including all fittings and components, that complies with SMACNA 1966, as supplemented and modified by this specification.

a. Ductwork shall be constructed meeting the requirements for the duct system static pressure.

b. Provide radius type elbows with a centerline radius of 1.5 times the width or diameter of the duct where space permits. Otherwise, elbows having a minimum radius equal to the width or diameter of the duct or square elbows with factory fabricated turning vanes are allowed.

c. Provide ductwork that meets the requirements of Seal Class A.

d. Provide sealants that conform to fire hazard classification specified and are suitable for the range of air distribution and ambient temperatures to which it is exposed. Do not use pressure sensitive tape as a sealant.

e. Make spiral lock seam duct, and flat oval with duct sealant and lock with not less than 3 equally spaced drive screws or other approved methods indicated in SMACNA 1966. Apply the sealant to the exposed male part of the fitting collar so that the sealer is on the inside of the joint and fully protected by the metal of the duct fitting. Apply one brush coat of the sealant over the outside of the joint to at least 2 inch band width covering all screw heads and joint gap. Dents in the male portion of the slip fitting collar are not acceptable. Fabricate outdoor air intake ducts and plenums with watertight soldered or brazed joints and seams.

4.3 Centrifugal Type Power Roof Ventilators

Provide V-belt driven centrifugal type fans with backward inclined, non-overloading wheel. Provide hinged or removable and weatherproof motor compartment housing, constructed of heavy gauge aluminum. Provide fans with bird screen, disconnect switch, motorized dampers, and curb cap for adaptation onto existing curb. Provide drip proof type motor enclosure. Use only lubricated bearings. Provide fully enclosed, single-width single-inlet, or double-width double-inlet centrifugal fans, with AMCA Pressure Class I, II, or III as required or indicated for the design system pressure. Provide impeller wheels that are rigidly constructed and accurately balanced both statically and dynamically. Provide backward-inclined airfoil design fan blades in wheel sizes up to 30 inches. Provide backward-inclined airfoil design fan blades for wheels over 30 inches in diameter. Provide fan wheels over 36 inches in diameter with overhung pulleys and a bearing on each side of the wheel. Provide fan wheels 36 inches or less in diameter that have one or more extra long bearings between the fan wheel and the drive. Provide sleeve type, self-aligning and self-oiling bearings with oil reservoirs, or precision self-aligning roller or ball-type with accessible grease fittings or permanently lubricated type. Connect grease fittings to tubing for serviceability from a single accessible point. Provide L50 rated bearing life at not less than 200,000 hours as defined by ABMA 9 and ABMA

11. Provide steel, accurately finished fan shafts, with key seats and keys for impeller hubs and fan pulleys. Provide fan outlets of ample proportions, designed for the attachment of angles and bolts for attaching flexible connections.

Unless otherwise indicated, provide motors that do not exceed 1800 rpm and have totally enclosed enclosures.

Provide magnetic type motor starters with NEMA 4x enclosure.

5. INTERIOR ELECTRICAL DISTRIBUTION SYSTEMS

5.1. Conduit and Fittings Conform to the following: Rigid Metallic Conduit. Rigid, Threaded Zinc-Coated Steel Conduit ANSI C80.1, UL 6. Flexible Metal Conduit UL 1. Liquid-Tight Flexible Metal Conduit, Steel UL 360.

Fittings for Metal Conduit, and Flexible Metal Conduit UL 514B. Ferrous fittings: cadmium or zinc coated in accordance with UL 514B. Fittings for Rigid Metal Conduit and IMC Threaded-type. Split couplings unacceptable.

Fittings for EMT: Steel compression type.

5.2. Cabinets, Junction Boxes, and Pull Boxes. Volume greater than 100 cubic inches, UL 50, hot-dip, zinc-coated, if sheet steel.

5.3. Wires and Cables. Provide wires and cables in accordance applicable requirements of NFPA 70 and UL for type of insulation, jacket, and conductor specified or indicated. Do not use wires and cables manufactured more than 12 months prior to date of delivery to site.

5.5. Conductors. Provide the following:

Conductor sizes and capacities shown are based on copper, unless indicated otherwise.

Conductors No. 8 AWG and larger diameter: stranded.

Conductors No. 10 AWG and smaller diameter: solid.

Conductors for remote control, alarm, and signal circuits, classes 1, 2, and 3: stranded unless specifically indicated otherwise.

All conductors: copper.

5.6. Minimum Conductor Sizes. Provide minimum conductor size in accordance with the following:

Branch circuits: No. 12 AWG.

Class 1 remote-control and signal circuits: No. 14 AWG.

Class 2 low-energy, remote-control and signal circuits: No. 16 AWG.

Class 3 low-energy, remote-control, alarm and signal circuits: No. 22 AWG.

5.7. Color Coding Provide color coding for service, feeder, branch, control, and signaling circuit conductors.

5.8. Ground and Neutral Conductors. Provide color coding of ground and neutral conductors as follows:

Grounding conductors: Green.

Neutral conductors: White.

Exception, where neutrals of more than one system are installed in same raceway or box, other neutrals color coding: white with a different colored (not green) stripe for each.

5.9. Ungrounded Conductors Provide color coding of ungrounded conductors in different voltage systems as follows:

208/120 volt, three-phase

Phase A – black.

Phase B – red.

Phase C - blue

5.10 Insulation. Unless specified or indicated otherwise or required by NFPA 70, provide power and lighting wires rated for 600-volts, Type THWN/THHN conforming to UL 83, except that grounding wire may be type TW conforming to UL 83; remote-control and signal circuits: Type TW or TF, conforming to UL 83.

5.11. Bonding Conductors. ASTM B1, solid bare copper wire for sizes No. 8 AWG and smaller diameter; ASTM B8, Class B, stranded bare copper wire for sizes No. 6 AWG and larger diameter.

5.12. Metal-Clad Cable. UL 1569; NFPA 70, Type MC cable.

5.13. Disconnect Switches NEMA KS 1. Provide heavy duty-type switches where indicated, and where switches are rated higher than 240 volts. Utilize Class R fuse holders and fuses for fused switches, unless indicated otherwise.

Provide horsepower rated for switches serving as the motor-disconnect means. Provide switches in NEMA 1 for interior switches and NEMA 4X (stainless steel) for exterior locations per NEMA ICS 6.

5.14. Fuses. NEMA FU 1. Provide complete set of fuses for each fusible switch. Coordinate time-current characteristics curves of fuses serving motors or connected in series with circuit breakers for proper operation.

Submit coordination data for approval. Provide fuses with a voltage rating not less than circuit voltage.

5.15. Fuse holders Provide in accordance with UL 4248-1.

Cartridge Fuses, Current Limiting Type (Class R)

UL 198M, Class RK-5 time-delay type. Provide only Class R associated fuse holders in accordance with UL 4248- 12.

5.16. Motors. Provide motors in accordance with the following:

NEMA MG 1. Hermetic-type sealed motor compressors: Also comply with UL 984.

Provide the size in terms of kW HP, or kVA, or full-load current, or a combination of these characteristics, and other characteristics, of each motor as indicated or specified.

Determine specific motor characteristics to ensure provision of correctly sized starters and overload heaters.

Rate motors for operation on 208-volt, 3-phase circuits with a terminal voltage rating of 200 volts, and those for operation on 480-volt, 3-phase circuits with a terminal voltage rating of 460 volts.

Use motors designed to operate at full capacity with voltage variation of plus or minus 10 percent of motor voltage rating.

Unless otherwise indicated, use continuous duty type motors if rated 745 Watts 1 HP and above.

Where fuse protection is specifically recommended by the equipment manufacturer, provide fused switches in lieu of non-fused switches indicated.

5.17. Premium Efficiency Polyphaser Motors. Select polyphaser motors based on high efficiency characteristics relative to typical characteristics and applications as listed in NEMA MG 10. In addition, continuous rated, polyphaser squirrel-cage medium induction motors must meet the requirements for premium efficiency electric motors in accordance with NEMA MG 1, including the NEMA full load efficiency ratings. In exception, for motor-driven equipment with a minimum seasonal or overall efficiency rating, such as a SEER rating, provide equipment with motor to meet the overall system rating indicated.

5.18. Motor Sizes. Provide size for duty to be performed, not exceeding the full-load nameplate current rating when driven equipment is operated at specified capacity under most severe conditions likely to be encountered. When motor size provided differs from size indicated or specified, make adjustments to wiring, disconnect devices, and branch circuit protection to accommodate equipment actually provided. Provide controllers for motors rated 1-hp and above with electronic phase-voltage monitors designed to protect motors from phase-loss, under voltage, and overvoltage. Provide protection for motors from immediate restart by a time adjustable restart relay.

5.19. Wiring and Conduit. Provide internal wiring for components of packaged equipment as an integral part of the equipment. Provide power wiring and conduit for field-installed equipment as specified herein. Power wiring and conduit: conform to the requirements specified herein. Control wiring: provided under, and conform to, the requirements of the section specifying the associated equipment.

5.20 Lockout Requirements. Provide disconnecting means capable of being locked out for machines and other equipment to prevent unexpected startup or release of stored energy in accordance with 29 CFR 1910.147. Comply with requirements of Division 23, "Mechanical" for mechanical isolation of machines and other equipment.

5.21. Manufacturer's Nameplate. Provide on each item of equipment a nameplate bearing the manufacturer's name, address, model number, and serial number securely affixed in a conspicuous place; the nameplate of the distributing agent will not be acceptable.

5.22. Wiring Methods. Provide insulated conductors installed in rigid steel conduit, except where specifically indicated or specified otherwise or required by NFPA 70 to be installed otherwise.

Grounding conductor: separate from electrical system neutral conductor. Provide insulated green equipment grounding conductor for circuit(s) installed in conduit and raceways. Shared neutral, or multi-wire branch circuits, are not permitted. Minimum conduit size is 3/4 inch in diameter Firestop conduit which penetrates fire-rated walls, fire-rated partitions, or fire-rated floors with 2 hour rated components.

5.23. Pull Wire. Install pull wires in empty conduits. Pull wire: plastic having minimum 200-pound force tensile strength. Leave minimum 36 inches of slack at each end of pull wire.

5.24. Metal Clad Cable. Install in accordance with NFPA 70, Type MC cable. Metal clad cable shall only be used for flexible connections at equipment 6’-0” maximum length. Use only as specified in paragraph entitled Flexible Connections (3.49).

5.25. Conduit Installation. Unless indicated otherwise, conceal conduit within finished walls, ceilings, and floors.

Keep conduit minimum 6 inches away from parallel runs of steam or hot water pipes. Install conduit parallel with or at right angles to ceilings, walls, and structural members where located above accessible ceilings and where conduit will be visible after completion of project Restrictions Applicable to EMT

Do not install underground.

Do not encase in concrete, mortar, grout, or other cementitious materials.

Do not use in areas subject to severe physical damage including but not limited to equipment rooms where moving or replacing equipment could physically damage the EMT.

Do not use in hazardous areas.

Do not use outdoors.

Restrictions Applicable to Flexible Conduit

Use only as specified in paragraph FLEXIBLE CONNECTIONS.

5.26. Conduit Support. Support conduit by pipe straps, wall brackets, threaded rod conduit hangers, or ceiling trapeze. Fasten by wood screws to wood; by toggle bolts on hollow masonry units; by concrete inserts or expansion bolts on concrete or brick; and by machine screws, welded threaded studs, or spring-tension clamps on steel work.

Threaded C-clamps may be used on rigid steel conduit only. Do not weld conduits or pipe straps to steel structures.

Do not exceed one-fourth proof test load for load applied to fasteners. Provide vibration resistant and shock-resistant fasteners attached to concrete ceiling. Do not cut main reinforcing bars for any holes cut to depth of more than 1 1/2 inches in reinforced concrete beams or to depth of more than 3/4 inch in concrete joints. Fill unused holes. In partitions of light steel construction, use sheet metal screws. In suspended-ceiling construction, run conduit above ceiling. Do not support conduit by ceiling support system. Conduit and box systems: supported independently of both (a) tie wires supporting ceiling grid system, and (b) ceiling grid system into which ceiling panels are placed. Do not share supporting means between electrical raceways and mechanical piping or ducts. Coordinate installation with above-ceiling mechanical systems to assure maximum accessibility to all systems. Where conduit crosses building expansion joints, provide suitable expansion fitting that maintains conduit electrical continuity by bonding jumpers or other means. For conduits greater than 2 1/2 inches inside diameter, provide supports to resist forces of

0.5 times the equipment weight in any direction and 1.5 times the equipment weight in the downward direction.

5.27. Directional Changes in Conduit Runs

Make changes in direction of runs with symmetrical bends or cast-metal fittings. Make field-made bends and offsets with hickey or conduit-bending machine. Do not install crushed or deformed conduits. Avoid trapped conduits.

Prevent plaster, dirt, or trash from lodging in conduits, boxes, fittings, and equipment during construction. Free clogged conduits of obstructions.

5.28. Locknuts and Bushings. Fasten conduits to sheet metal boxes and cabinets with two locknuts where required by NFPA 70, where insulated bushings are used, and where bushings cannot be brought into firm contact with the box; otherwise, use at least minimum single locknut and bushing. Provide locknuts with sharp edges for digging into wall of metal enclosures. Install bushings on ends of conduits, and provide insulating type where required by NFPA 70.

5.29. Flexible Connections. Provide flexible steel conduit between 3 and 6 feet in length for equipment subject to vibration, noise transmission, or movement; and for motors. Install flexible conduit to allow 20 percent slack.

Minimum flexible steel conduit size: 1/2-inch diameter. Provide liquid tight flexible metal conduit in wet and damp locations for equipment subject to vibration, noise transmission, movement or motors. Provide separate ground conductor across flexible connections.

5.30. Grounding and Bonding. Provide in accordance with NFPA 70. Ground exposed, non-current-carrying metallic parts of electrical equipment, metallic raceway systems, grounding conductor in metallic and nonmetallic raceways, and neutral conductor of wiring systems. Make ground connection at main service equipment. Where ground fault protection is employed, ensure that connection of ground and neutral does not interfere with correct operation of fault protection.

5.31. Equipment Connections. Provide power wiring for the connection of motors and control equipment under this section of the specification. Except as otherwise specifically noted or specified, automatic control wiring, control devices, and protective devices within the control circuitry are not included in this section of the specifications and are provided under the section specifying the associated equipment.

5.32. Existing Concealed Wiring to be Removed. Disconnect existing concealed wiring to be removed from its source. Remove conductors; cut conduit flush with floor, underside of floor, and through walls; and seal openings.

5.33. Removal of Existing Electrical Distribution System. Removal of existing electrical distribution system equipment includes equipment's associated wiring, including conductors, cables, exposed conduit, boxes, and fittings, back to equipment's power source as indicated.

5.34. Continuation of Service. Maintain continuity of existing circuits of equipment to remain. Maintain existing circuits of equipment energized. Restore circuits wiring and power which are to remain but were disturbed during demolition back to original condition.

6. ADMINISTRATIVE AND SAFETY REQUIREMENTS

6.1. Directives. The Contractor and his employees shall comply with all referenced regulations, directives, and Instructions. Applicable Department of Defense (DOD), Secretary of the Navy (SECNAV), Chief of Naval Operations (OPNAV), and other directives, instructions, and regulations are available from the Contracting Officer.

6.2. Station Regulations

6.2.1. The Contractor and his employees shall become acquainted with and obey all Government regulations as posted or as requested by the Contracting Officer.

6.2.2. The Contractor shall participate actively in the activity energy conservation program. The Contractor shall comply with the base energy conservation program and shall become familiar with its requirements. Use of high-energy consuming tools or equipment must be approved by the Contracting Officer prior to use.

6.3. Fire Protection. The Contractor and his employees shall know where fire alarms are located and how to turn them on. The Contractor shall handle and store all combustible supplies, materials, waste and trash in a manner that prevents fire or hazards to persons, facilities, and materials. Contractor employees operating critical equipment shall be trained to properly respond during a fire alarm or fire in accordance with activity instructions.

6.4. Environmental Protection. The Contractor shall comply with all federal, state and local environmental Protection laws and the regulations and standards. The Contractor shall coordinate all environmental protection matters with the Contracting Officer. If a regulatory agency assesses a monetary fine against the Government for violations resulting from Contractor actions, the Contractor shall reimburse the Government for the amount of the fine and related costs. The Contractor shall clean up any oil or chemical spills resulting from his operations at his own expense. The Contractor shall not create a nuisance or hazard to the health of military or civilian personnel.

6.5. Disposal. Debris, rubbish, non-hazardous waste and non-u sable material resulting from the work under this contract shall be disposed of by the Contractor at his expense off Government property, unless otherwise directed. In either case, the Contractor must dispose of all hazardous waste in accordance with all applicable environmental law, including but not limited to, the Resource Conservation and Recovery Act and its associated state and local regulations. Prior to disposal of any hazardous waste, the Contractor shall obtain approval from the Contracting Officer.

6.5.1. Segregate and recycle all debris generated by the work and remove off station to a licensed facility. Debris shall be removed and transported in such a manner that prevents spillage on streets or adjacent areas. Local regulations regarding hauling and disposal shall apply.

6.5.2. Submit a report with invoice that includes the following:

(1) Amount (by weight) and type of waste material s disposed of in a landfill or incinerator. Provide destination and the tip fee per ton.

(2) Amount (by weight) and type of materials salvaged for sale, salvaged for reuse, and recycled. Provide destination and revenue generated for each material.

6.6. Safety Requirements and Reports

6.6.1. All work shall be conducted in a safe manner and shall comply with all requirements of the latest version of the U. S. Army Corps of Engineers Safety and Health Requirements Manual, EM-385-1-1. The Contractor shall be responsible for instructing his employees in appropriate safety measures and shall not permit them to place machines and other equipment in traffic lanes or other locations in such a manner as to create safety hazards. Contractor shall consult EM-385-1-1 for additional information or any safety issues not discussed in this specification.

6.6.2. Emergency Medical Treatment. Contractor shall arrange for their own emergency medical treatment. The Government has no responsibility to provide emergency medical treatment.

6.6.3. Activity Hazard Analysis. The principle purpose of an Activity Hazard Analysis (AHA) is to reduce the overall risk of the hazards associated with construct ion work. An AHA will be developed by the Contractor for every operation involving a type of work presenting hazards not experienced in previous project operations or where a new work crew or subcontractor is to perform work.

The analysis must identify and evaluate hazards and outline the proposed methods and techniques for the safe completion of each phase of work. At a minimum, define activity being performed (can u se the Definable Features of Work). A Definable Feature of Work (DFOW) is a task, which is separate and distinct from other tasks, has the same control requirements and work crews, sequence of work , specific safety and health hazards anticipated (slip or trips, cuts, dust or chips in eyes), control measures (to include personal protective equipment) to eliminate or reduce each hazard to acceptable levels, equipment to be used (hand tools, backhoe), inspection requirements (list the inspect ion requirements for the activity to ensure the controls are working, an d equipment is inspected to ensure proper operation), training requirements for all involved (any unique training required to make the established controls work) and the competent person in charge of that phase of work.

The AHA shall be continuously reviewed and, when appropriate, modified to address changing site conditions or operations. The analysis should be used during daily inspections to ensure the implementation and effectiveness of the activity's safety and health controls. Activity Hazard Analysis shall be updated as necessary to provide an effective response to changing work conditions and activities.

6.7. Accident Reports and Notifications

6.7.1. Accident Reports. For recordable injuries and illnesses, and property dam age accidents resulting in a least $2,000 in damages, the prime Contractor shall conduct an accident investigation to establish the root cause of the accident,…
