This Request for Quotation (RFQ) is to acquired MATLAB Training on a Sole Source basis in accordance with the attached RFQ, related Statement of Work (SOW) and Sole Source Justification (SSJ).
Code 101 MATLAB Training RFP #: N66604-19-Q-0565 This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request for Proposal (RFP) number is N66604-19-Q-0565. This requirement will post for less than 30 days.
The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) is seeking a Firm Fixed Price (FFP) proposal on a Sole Source basis for MATLAB Training in accordance with Attachment 1, Statement of Work (SOW). See table below:

Required delivery of the classes for the Based Period shall be from date of award through15 March 2019, and Option Period #1 classes shall be deliver from 16 March 2019 by 28 June 2019. Offerors shall include shipping charges, if applicable, F.O.B. Destination to Newport, RI 02841.
This requirement is being solicited unrestricted with North American Industry Classification System (NAICS) Code 611430, as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). The applicable size standard is $11M.
Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-101. FAR 52.212-1 “Instructions to Offerors-Commercial Items” and FAR 52.212-3 “Offeror Representations and Certifications Commercial Items” apply. FAR 52.212-4 “Contract Terms and Conditions-Commercial Items,” 52.212-5 “Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items,” 52.209-11 “Representation by Corporations Regarding Delinquent Tax” also apply to this solicitation. DFARS 252.204.7009 “Limitations on the Use or Disclosure of Third-Party Contractor Reported Cyber Incident Information” and 252.215-7013, “Supplies and Services Provided by Nontraditional Defense Contractors”.
This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov.

This notice of intent is not a request for competitive proposals. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
Payment will be made via credit card if no additional fees apply. Otherwise, Wide Area Workflow will be the payment method. Defense Priorities and Allocations System ("DPAS") rating of DO-C9 applies.
Offerors shall include price, delivery terms, and the following additional information with submissions: point of contact (including phone number and e-mail address), contractor CAGE Code, and contractor DUNS.
