Renewal Annual Hardware and Software Maintenance

BACKGROUND

The Weapons Analysis Facility (WAF) is the US Navy’s only high fidelity real-time torpedo Hardware-in-the-loop (HWIL) simulator supporting all Heavyweight and Lightweight torpedo variants across the full torpedo life cycle beginning with the Research & Development (R&D) through the performance assessment Test and Evaluation (T&E) and well into the operational in-water phase.

The WAF is dedicated to developing, maintaining, managing, and operating specialized hardware and software facilities to support torpedo research, development, test and evaluation. Annual maintenance support is required to minimize system down time on critical hardware and maintain Information

Assurance Vulnerability Alert (IAVA) compliance.

MINIMUM REQUIREMENTS

Renew annual hardware and software maintenance contract for four (4) Network Appliance FAS3250 data storage systems used to store critical torpedo program data in the WAF Lab. The systems are currently covered under purchase order N66604-18-P-0268 that will expire on 31 October 2018. The hardware and software maintenance period of performance will be effective from 01 November 2018 to

31 October 2019.

SOLE MAKE AND MODEL JUSTIFICATION

Network Appliance (495 E Java, Sunnyvale, CA; (408) 822-6863) is the original equipment manufacturer

(OEM) of the Network Attached Storage hardware and software that was integrated into the WAF Lab over twenty (20) years ago with the most recent upgrade purchased last year on contract N66604-13-C-

0859. As the OEM, they are the only source with the technical knowledge and necessary licenses needed to maintain and provide software support/updates. Network Appliance provides 24 hour/7 days a week telephone support on hardware, software, software updates, documentation updates, and trained personnel to perform the required technical services in a timely basis. No other manufacturer has the expert knowledge of the hardware or the required licenses to maintain and update the software.

Network Appliance recommended the following three authorized maintenance resellers (see matrix below):
