The purpose of amendment 0001 is to:

1. Answer industry questions

2. Revise the Statement of Work (SOW)

3. Revise Clause UW L-2-0001.

Question 1:

In section 1.0 INSTRUCTIONS FOR SUBMISSION OF PROPOSALS; 1.3. Proposal Format Section C. States that Volume II is Past Performance.

Section D. States that Volume II is asking form Resumes

3.2 Past Performance, (2) each past performance reference shall not exceed two (2) pages per reference, for a total of six (6) pages. These pages will not be counted against the proposal page count identified in section 2.0(C).

Could you please clarify what is required in each Volume?

Question 2:

In the table under UW L-2-0001 1.3(c) on page 33 of the SAP, Volume II (Past Performance) is limited to one page;

however, in UW L-2-0001 3.2(a) on pages 36-37, it states that the Offeror shall provide up to three (3) past performance references, each not exceeding two (2) pages per reference, for a total of six (6) pages. Is the total page limit for Past Performances one page or six pages?

Question 3:

UW L-2-0001 2.0 (a) on page 34 of the SAP states that the information provided in this section is subject to the page count limit identified in paragraph 2.0(c). I cannot find paragraph 2.0(c) in UW L-2-0001. What is this page count limit, and is it included or excluded from the page count listed for the technical volumes in UW L-2-0001 1.3(c)?

Answer 1, 2, & 3:

Clause UW L-2-0001, Section 1.3(b) has been updated;;

Clause UW L-2-0001, Section 1.3(c) has been updated to match the volume titles to the requirements listed in Clause UW L-2-0001, Sections 2.0 and 3.0;

Clause UW L-2-0001, Section 1.3(c) has been updated to show 6 pages for Volume III;

Clause UW L-2-0001, Section 1.3(d) has been revised;

Clause UW L-2-0001, Section 2.0(a) has been updated to reference to Section 1.3(c);

Question 4:

In UW L-2-0001 3.1(a)(2)(a), Key Personnel are required for the following SOW Task Areas: 4.1 (Machining), 4.2 (Sheet Metal), 4.4 (Welding and Brazing), 4.5 (Welding Surveillance) and 4.6 (Painting and Powder Coating).

SOW Tasks 4.5 and 4.6 are not featured in the Statement of Work for this SAP. Are resumes still required?

Would providing key personnel resumes be omitted since this does provide an unfair advantage to the Incumbent contractor? Given this determination, should the Key Personnel identified in UW L-2-0001 2.0(a) of N6660418Q1407 be changed?

Question 5:

(2) Key Personnel - Identify Key Personnel and their responsibilities under the required tasking. Key Personnel are required with sufficient expertise and proposed hours to support performance of the following SOW Task areas:

Sections 4.1 (Machining), 4.2 (Sheet Metal), 4.4 (Welding and Brazing), 4.5 (Welding Surveillance) and 4.6 (Painting and Powder Coating).

This does not line up with Section e. in the anticipated breakdown of tasking is described in the table.

Would you please clarify the hours required for key personnel?

Answer 4 & 5:

UW L-2-0001, Section 3.1(a)(2)(a) has been updated.

Question 6:

The Applicable Documents (AD) listed in SOW Section 3.0 are 3.1, 3.2, 3.3, 3.4, 3.5, 3.6, 3.7, and 3.9. Yet, in SOW Section 4.0, AD 3.1-3.10 are referenced. Please advise if there are missing ADs, or the numbering is off.

Answer 6:

The numbering in SOW Section 4.3 has been updated to read 3.1 through 3.9.

Question 7:

It is unclear what the Government is buying with this RFP. The 3,536 hours cited in the suggested labor mix on page 35 imply 34 work days of effort. The Delivery Information Period of Performance on page 13 states 2 April to 31 May 2018, which implies 43 work days of effort. The Schedule on pp 4-5 allows for 4 ITEMs, characterized as 'Weeks 1-4' with no quantities listed. The pricing instructions at 3.3 on page 37 apply to CLIN 0001 but the other 3 CLINs are not mentioned. It is requested that the Government's intentions be clarified as to what is to be provided.

Answer 7:

The CLIN structure in Section B and the Delivery Schedule in Section F have been updated; and

UW L-2-0001, Section 3.1 (a)(2)(e) has been updated to show an example breakdown for 25 working days.

The purpose of amendment 0002 is to:

1. Answer industry questions

2. Revise Clause UW L-2-0001 and Clause UW M-2-0001.

Question 8:

KEY PERSONNEL: Section 3.0 (2) - Key Personnel, states that Key Personnel with sufficient expertise are required to support performance of Sections 4.1 (Machining), 4.2 (Sheet Metal), 4.4 (Welding and Brazing), 4.5 (Welding Surveillance) and 4.6 (Painting and Powder Coating). Section 4.0 - Technical Requirements, titles the sections differently, Specifying Section 4.1 (Machining), 4.2 (Sheet Metal), 4.3 (Welding and Brazing), and 4.4 (Painting and Powder Coating).

Requiring the ability to provide five (5) Key Personnel for a 2-month period of performance places an undue burden on any small company. That company would have either to (1) dedicate or realign its subject matter experts potentially putting other company operations at risk; (2) attempt to recruit temporary personnel in the time frame allotted for the response, which would be unrealistic; and, (3) it also is unlikely that expert-level personnel with the requisite credentials required by the SOW would be willing to accept a position for such a brief time.

Current staffing falls under Service Contract Act (SCA). On award, the successful offeror will be required to offer positions to incumbent personnel, who are expected to supply the expertise expected from Key Personnel.

(Reference Executive Order (EO) 13495.)

Would the Government consider changing the Key Personnel requirement to specify only a Senior Technical Representative (STR) who will be designated to manage the overall contract effort provide and serve as the primary point of contact with the NUWCDIVNPT PI?

Answer 8:

Question 9:

1.0 - INSTRUCTIONS FOR SUBMISSION OF PROPOSALS. Will the Government confirm that the proposal should be submitted per the instructions provided in Section L, 1.0 Instructions for Submission of Proposals and the page lengths specified in the table provided in Paragraph 1.3(c)?

Paragraph 1.3 (b) states “The technical portion of the proposal shall not exceed ten (10) pages in length.” Paragraph 1.3(d) indicates that Volume II shall not exceed a total page count of one (1) page excluding resumes; however, Paragraph 1.3(c) identifies Volume II as the Past Performance Volume. Would the Government confirm that Volume I (Technical Proposal) should not exceed 2 pages, and that the resumes do not count against the total Volume I page count?

Question 10:

2.0 - PASS/FAIL REQUIREMENTS. Would the Government please consider excluding the plan for obtaining clearances from the page count page count limit identified in the table in Section 1.3(c)? If the existing SCA personnel do not accept these short term positions, the process for obtaining clearances and badging may be longer than the terms and Period of Performance (PoP) of the awarded contract.

Question 11:

3.0 - Non-Price Evaluation Factors, 3.2 Past Performance. Would the Government confirm that the requirement for the three (3) Past Performance references is outside of the page count page count limit identified in the table in Section 1.3(c)?

Question 12:

3.0 - Non-Price Evaluation Factors, 3.2 Past Performance. Paragraph 3.2(a) requires the offeror to submit three (3) Past Performance references, and if a subcontractor is performing more than 25% of the Level of Effort (LOE) (Paragraph 3.2(b), they are to also provide three (3). We believe this to be a bit excessive for a 2-month LOE and more in line with a larger, 5-year Request for Proposal (RFP).

STATEMENT OF WORK

1.0 BACKGROUND

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT), Industrial Services Enterprise (ISE), provides a full ‘Design for Manufacture’ facility including:

Mechanical and Manufacturing Engineering Services Rapid Prototype Development Fabrication and Assembly of Mechanical Components Direct Fleet Support

The ISE is a full-service manufacturing and engineering facility for prototyping and production work with dedicated space for engineering, machining, additive manufacturing, painting, powder coating, welding, sheet metal fabrication, assembly and inspection. The ISE is comprised of over 25,000 square feet of facilities located at NUWCDIVNPT in Newport, RI. ISE tasking includes support of research & development (R&D) projects, test & evaluation projects, in-service production projects, and Fleet Install/De-Install projects. The place of performance will be NUWCDIVNPT and Contractor Site.

2.0 SCOPE

The contractor shall operate the ISE manufacturing machinery located at NUWCDIVNPT. The services include gauging/dimensional inspection, and a wide spectrum of machining, welding, fabricating, assembly, and painting of mechanical components. Throughout this Statement of Work (SOW), standard industry terminology is used for these commercial services. In instances where the definition under this requirement would differ from the industry standard, the SOW will clarify within the text. The contractor shall accomplish these services using Government owned ISE specialized machinery and equipment as detailed in the Incidental Government Property (IGP) list attached to the purchase order. The contractor may also be tasked to install or repair parts in other NUWCDIVNPT facilities. The place of performance will be NUWCDIVNPT and Contractor Site.

2.1 PROGRAMS/SYSTEMS SUPPORTED

All programs of record across the NUWCDIVNPT product lines that require manufacturing and engineering of prototype and production mechanical widgets may choose to avail themselves of ISE services. This is in contrast to a production manufacturing environment like an automobile plant which can forecast and align its infrastructure to steady state tasking. A job shop is a type of manufacturing process in which small batches of a variety of custom products are made. In the job shop process flow, most of the products produced require a unique set-up and sequencing of process steps. Generally speaking the types of widgets produced relates to Navy shipboard and shore based systems, both legacy and experimental.

The types of end products supported include antennas, sensors, SONAR systems, special projects, unmanned systems (aerial, surface, undersea), torpedoes (light and heavyweight), missiles, launchers, and periscopes for all classes of U.S. Naval vessels, both surface and submarine. In addition to the actual products described above, test fixtures and unique experimental or quality assurance items are also manufactured to further the science of, and validate the production of, these products.

2.2 REQUIRING DEPARTMENTS/CUSTOMERS/USERS

This Purchase Order supports all NUWCDIVNPT product line Departments (15, 25, 34, 40, 60, 70, and 85).

4.0 TECHNICAL REQUIREMENTS

The contractor shall perform the tasking of this SOW in accordance with the Applicable Documents listed in section 3.0, using GFI listed in section 6.0. The contractor shall accomplish the tasking using the attached IGP list except where stated otherwise.

4.1 MACHINING

Upon receipt of GFI 6.1 through 6.3, and in accordance with Applicable Documents 3.1 through 3.6, the contractor shall perform:

4.1.1 Lay-out and manufacture of parts/assemblies of metals, composites, ceramics, plastics, and their materials from drawings or samples.

4.1.2 Vertical turning.

4.1.3 Horizontal turning

4.1.4 Horizontal bar chucking.

4.1.5 Horizontal, vertical, and universal knee type milling.

4.1.6 Slotting and planing

4.1.7 Drilling, reaming, and honing.

4.1.8 Taper turning.

4.1.9 Vertical boring

4.1.10 Surface, cylindrical and universal grinding.

4.1.11 Cut-off sawing.

4.1.12 Metal disintegrating, removal of broken taps and studs.

4.2 SHEET METAL

Upon receipt of GFI 6.1 through 6.3 and in accordance with Applicable Documents 3.1 through 3.6, the contractor shall perform:

4.2.1 Flat pattern lay-out and templating.

4.2.2 Fabrication operations such as drilling, nibbling, notching, forming, punching, and shearing on aluminum, corrosion resistant steel, galvanized steel, mild steel and other sheet materials.

4.2.3 Manual bending, power bending, and rolling.

4.3 WELDING AND BRAZING

Upon receipt of GFI 6.1 through 6.3 and in accordance with Applicable Documents 3.1 through 3.9, the contractor shall perform:

4.3.1 Weld ferrous and non-ferrous material using shielded metal arc, gas tungsten arc welding, Metal

Inert Gas Tungsten Inert Gas, and other welding equipment and processes as appropriate.

4.3.2 Pre-heat and Post-heat weld joints.

4.3.3 Build-up worn or damaged surfaces with weld.

4.3.4 Prepare joints for welding by hand grinding and burning.

4.3.5 Solder, spot welding, and gas tungsten arc welding.

4.3.6 Prepare and mechanically fit-up pipe joints and make ready for brazing or welding.

4.3.7 Visual inspections including optical magnification.

4.3.8 Magnetic particle.

4.3.9 Ultrasonic.

52.246-4 INSPECTION OF SERVICES--FIXED-PRICE (AUG 1996)

(a) Definitions. "Services," as used in this clause, includes services performed, workmanship, and material furnished or utilized in the performance of services.

(b) The Contractor shall provide and maintain an inspection system acceptable to the Government covering the services under this contract. Complete records of all inspection work performed by the Contractor shall be maintained and made available to the Government during contract performance and for as long afterwards as the contract requires.

(c) The Government has the right to inspect and test all services called for by the contract, to the extent practicable at all times and places during the term of the contract. The Government shall perform inspections and tests in a manner that will not unduly delay the work.

(d) If the Government performs inspections or tests on the premises of the Contractor or a subcontractor, the Contractor shall furnish, and shall require subcontractors to furnish, at no increase in contract price, all reasonable facilities and assistance for the safe and convenient performance of these duties.

(e) If any of the services do not conform with contract requirements, the Government may require the Contractor to perform the services again in conformity with contract requirements, at no increase in contract amount. When the defects in services cannot be corrected by reperformance, the Government may (1) require the Contractor to take necessary action to ensure that future performance conforms to contract requirements and (2) reduce the contract price to reflect the reduced value of the services performed.

(f) If the Contractor fails to promptly perform the services again or to take the necessary action to ensure future performance in conformity with contract requirements, the Government may (1) by contract or otherwise, perform the services and charge to the Contractor any cost incurred by the Government that is directly related to the performance of such service or (2) terminate the contract for default.

(a) Definitions. As used in this clause--

Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization.

Document type means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.

(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall--

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.

(e) WAWF methods of document submission. Document submissions may be via Web entry, Electronic Data Interchange, or File Transfer Protocol.

(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:

(1) Document type. The Contractor shall use the following document type(s).

Invoice and Receving Report (COMBO) Note: If a “Combo” document type is identified but not supportable by the Contractor's business systems, an “Invoice” (stand-alone) and “Receiving Report” (stand-alone) document type may be used instead.

(2) Inspection/acceptance location. The Contractor shall select the following inspection/acceptance location(s) in WAWF, as specified by the contracting officer.

(4) Payment request and supporting documentation. (5) WAWF email notifications. The Contractor shall enter the email address identified below in the “Send Additional Email Notifications” field of WAWF once a document is submitted in the system.

NOTE: In order to prevent delays in processing of invoices for payment the following process is hereby instated.

Vendors cannot create and submit WAWF invoices until the item contracted for has been shipped and a reasonable time frame for delivery, inspection, and acceptance has passed.

If a vendor submits prior to shipment, the WAWF document will be rejected with instructions to resubmit upon a valid delivery time frame.

Failure to adhere to this process will cause unnecessary delays and additional effort on all parties concerned.

HQ G-2-0009 SUPPLEMENTAL INSTRUCTIONS REGARDING INVOICING (NAVSEA)(APR 2015)

(a) For other than firm fixed priced contract line item numbers (CLINs), the Contractor agrees to segregate costs incurred under this contract/task order (TO), as applicable, at the lowest level of performance, either at the technical instruction (TI), sub line item number (SLIN), or contract line item number (CLIN) level, rather than on a total contract/TO basis, and to submit invoices reflecting costs incurred at that level. Supporting documentation in Wide Area Workflow (WAWF) for invoices shall include summaries of work charged during the period covered as well as overall cumulative summaries by individual labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of other direct costs (ODCs), materials, and travel, by TI, SLIN, or CLIN level. For other than firm fixed price subcontractors, subcontractors are also required to provide labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of ODCs, materials, and travel invoiced. Supporting documentation may be encrypted before submission to the prime contractor for WAWF invoice submittal. Subcontractors may email encryption code information directly to the Contracting Officer (CO) and Contracting Officer Representative (COR). Should the subcontractor lack encryption capability, the subcontractor may also email detailed supporting cost information directly to the CO and COR; or other method as agreed to by the CO.

(b) Contractors submitting payment requests and receiving reports to WAWF using either Electronic Data Interchange (EDI) or Secure File Transfer Protocol (SFTP) shall separately send an email notification to the COR and CO on the same date they submit the invoice in WAWF. No payments shall be due if the contractor does not provide the COR and CO email notification as required herein.

Section H - Special Contract Requirements

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph

(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1)in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause—
