STATEMENT OF WORK

Navy Enterprise Resource Program Management Services

UWACS Classification and Depth Determination

PR 1300687890

1.0 BACKGROUND

1.1 Naval Undersea Warfare Center Division Newport, (NUWCDIVNPT) Code 7022 has been working the counter Unmanned Underwater Vehicle (UUV) threat problem for the past three years. Multiple sensors are used in the process. One of those sensors is the Biosonics Inc.

Underwater Acoustic Sentinel (UWACS) sonar system.

1.2 The Department of Homeland Security (DHS) initially purchased the UWACS and provided it to NUWCDIVNPT for use in another project in 2010. The application of the sonar was for a different purpose than the current prosecution of UUV threats. After that project was completed, DHS transferred ownership of the UWACS to NUWCDIVNPT. Recently, NUWCDIVNPT engineers realized that the UWACS could provide value to the current system’s capability in reduction of nuisance alarms. Preliminary work has been done and the UWACS has been integrated into the NUWCDIVNPT Argus waterside security system. From the limited testing that has been completed, and from telephone discussions with Biosonics personnel, Code

70 realized there is much more capability to gain from the UWACS, specifically determination of UUV classification and determination of UUV depth. These two improvements have the potential to significantly improve the capability of the Argus. An additional requirement is for

NUWCDIVNPT to receive a one week training session on the UWACS. No training was received when DHS provided NUWCDIVNPT the sonar system since the Biosonics personnel operated the system during the DHS project.

2.0 SCOPE

The contractor shall provide engineering support for the deployment, processing, and integration, and testing of an improved UWACS system capability. This capability shall include the system’s ability to determine UUV classification and water depth. Additionally, the contractor shall provide a one week training session on the UWACS sonar system and its operation to Code

70 personnel on-site at NUWCDIVNPT.

4.0 REQUIREMENTS

4.0.1 The contractor shall perform the following tasks.

4.1. UUV Classification

The contractor shall develop and install a software module in the UWACS that shall use the sonar’s raw data to determine the classification of the target as either ‘UUV’ or ‘non-

UUV’. The classification information shall be 90% accurate. The classification determination shall be provided in a data file that shall be transferred automatically to the

NUWCDIVNPT ARGUS Command and Control. The contractor shall utilize GFI 5.1

Sensor Data to develop and test the software modules.

4.1.1 Deliverable

The contractor shall deliver a software module in accordance with CDRL A001. The contractor shall deliver a Command and Control Interface Specification for the UWACS in accordance with CDRL A002.

4.2 UUV Depth Determination

The contractor shall develop and install a software module that shall use the raw data collected from the sonar to determine the depth of UUV targets. Depth accuracy shall be within one meter of actual vehicle depth. The depth parameter shall be provided in a data file that shall be transferred automatically to the NUWCDIVNPT ARGUS Command and

Control. The contractor shall utilize GFI 5.1 Sensor Data to develop and test the software modules.

4.2.1 Deliverable

The contractor shall deliver a software module in accordance with CDRL A001. The contractor shall deliver a Command and Control Interface Specification for the UWACS in accordance with CDRL A002.

4.3 Integrated System Validation Test

The contractor shall participate in a test exercise in Newport, RI to witness as

Government Personnel test and evaluate the algorithms developed under SOW Tasks 4.1 and 4.2. Test is estimated to last no longer than one week.

4.3.1 Deliverable

None.

4.4 One Week Training Session on UWACS

The contractor shall provide a one week training session on-site at NUWCDIVNPT, on the use of the UWACS. Training shall include classroom and in water modules to cover system deployment, alignment, operation, breakdown and periodic maintenance.

4.4.1 Deliverable

The contractor shall deliver training materials in accordance with CDRL A003.
