SOLE SOURCE JUSTIFICATION
Piezo Valve# 285110-0002 MFV and MV130H
PR 1300684997
BACKGROUND
The ONR test vehicle program under Code 8514 at Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) currently utilizes the 285110-002 Multi-Function Valve (MFV) and MV130H valves with the Office of Naval Research (ONR) underwater test vehicles. The MV130H is also utilized to support bench testing.
Each test vehicle can be configured for four MFV valves. The program has purchased and utilized these units successfully in field tests in both 2016 and 2017. The program seeks to develop additional test vehicles and more assets are needed. Software applications and tools have been generated to communicate with this product. In order to ensure compatibility, both electrically and mechanically, as well as facilitate vehicle integration, these piezo valves are required.
Previous units were purchased under Contract N66604-15-P-2454 and N66604-16-P-1638. The current order seeks to buy four more 285110-002 MFV units to aid with the development additional underwater test units. In addition two MV130H valves are requested to support future vehicle subsystem development and laboratory testing.
Delivery of units for FY18 Q3 is anticipated to support FY18 Q4 testing.

SOLE SOURCE JUSTIFICATION
The minimum requirements are dictated by the need to acquire vehicle dynamic data during in water evaluation.
The valves shall be required to interface with the existing vehicle control computer both mechanically and electrically without modifications. In addition the accuracy and reliability of the valves response to command pressures is required to be the same as currently used item. No other sources were found to meet size, operational, and integration required specifications. This model was originally selected for its compact size and its ability to control flow. No other valves are available in the market to meet these needs. If different valve is chosen extensive efforts to redesign mechanical, electrical, and software would be required which would increase risk during subsequent evaluations. The available volume with the vehicle limits valve options. To date over 30 in water events have been completed with the MFV valves in the ONR test vehicles (high acceleration and high shock environment). At this time no other substitute valve has been identified.
At this time, there are no other feedback controlled, high pressure valves on the market. The only workaround would be to use solenoid valves (on/off operations) with a regulator. This configuration is not feasible for the current vehicle requirements. The solenoid valves cannot provide regulated and control flow to the system.
Solenoid values are either on or off and the required ventilation profile will not be achieved. Poor vent profile will lead to unstable vehicle conditions which have the potential to damage the vehicle. The vehicle is valued at and damaged to it is unacceptable. A re-design of the current vehicles to use solenoids and regulators would cost about over and make the vehicle heavier. The heavier vehicle will be unstable and increase the risk of damaged or lost hardware. In addition to being cost prohibitive, the incorporation of this workaround would take over 12 months (redesign and fabrication is required), which would considerably delay test schedules and impact response time to the fleet.
