PR1300634827 Dolly Frame Weldment Q&A

1. We are requesting if you could E-mail us Drawing 8475736 Rev- ( Inspection and Tests ) which is called out on in the solicitation and not in the drawing package.

ANSWER: 8475736 is the Specification, not a drawing. The relevant requirement of the specification is in the RFQ under clause UW C-2-0005 (alt 1) SPECIFICATION (APR 2017), so it is included there.

Additionally, drawing 8475735, which is provided, contains manufacturers proof test requirements as well. Vendors will not be testing the entire assembly but only the frame so it's a modified version of the test.

2. Are we to quote fabrication of weldment 8475737 only; or are we to include assembly as per drawing 8475735. If assembly is included and we are to provide the various items per the parts list; we will need additional drawings or information for those various items?

ANSWER: Fabricate only the weldment 8475737. The assembly drawing provides information for filling in the weight test plate, and contains the required Manufacturers Proof Test Load that will need to test the frame to.

3. The following items are missing from the package as referenced on the Dolly Assembly drawing:

Item No. 2 Dwg. 8475678-1 Item No. 3 Dwg. 8475678-2 Item No. 4 Dwg. 8475680 Item No. 6 Dwg. 8475738 Item No. 7 Dwg. 8475748 Item No. 8 Dwg. 8475683 Item No. 9 Dwg. 8475685 Item N0. 10 Dwg. 8475747 Item No. 11 Dwg. 8475745 Item No. 12 Dwg. 8475749 Please advise if these are outside of the scope.

ANSWER: Vendors will not need any of the drawings requested. We are asking them only to manufacture the frames per drawing 8475737 and test the frame by itself by applying a load equally distributed. 8475735 was provided because it has the information on weight required for the manufacturers proof test and information for filling in the weight test tag. We expect them to come up with a way to test the frame only.

4. We would like to request a clarification regarding the proof load test for each 8475737 Frame Weldment assembly. (Reference - RFP N6660417Q1954, page 8 (of 42), UW C-2-0005 (alt 1), Requirements:, Spec 8475736; 3.6.2 Static overload test (C))

Does the government intend to provide a test fixture that emulates the Figure 1 PROOF TEST

(flagnote 8) configuration, on 8475735 Dolly assembly drawing, or, should we fabricate a test adapter plate for the 8475737 Frame Weldments that applies an equal load to the four (4) interface points?

ANSWER: Vendors to fabricate a test adapter plate that applies an equal load to the 4 points.

5. Are the other drawings listed on 8475735 parts list (item # 2 through 12) available?

ANSWER: Vendors will not need any of the drawings requested. We are asking them only to manufacture the frames per drawing 8475737 and test the frame by itself by applying a load equally distributed. 8475735 was provided because it has the information on weight required for the manufacturers proof test and information for filling in the weight test tag. We expect them to come up with a way to test the frame only.

6. Make sure that you are only asking for a price on 110 Frame Weldments per 8475737. The package also included the Dolly Assembly drawing 8475735. We are not being asked to provide pricing for the assembly, correct?

ANSWER: Section B identifies 3 CLINs for pricing: FRAME WELDMENT; PLATE WEIGHT TEST; SHIPPING

8475735 was provided because it has the information on weight required for the manufacturers proof test and information for filling in the weight test tag.

7. The packaging requirement as called out in the RFQ is by pallet or wooden box. The spec. is contained on drawing 8475736 which we don't have. MIL-STD-2073-1 REV. E covers all packaging requirements, and it calls for Method 10 in this case. That would lead me to believe a box is required, except for the first sentence, which states "pallet or wooden box."

Please advise, and please forward drawing 8475736 so we can review it.

ANSWER: See question 1 for 847536;

Packaging

Box meets the requirements of this solicitation. Also, further detail for wood material is included here:

Heat treat wood quality marking: All non-manufactured wood used in packaging shall be heat treated to a core temperature of 56° Celsius for a minimum of 30 minutes. The box manufacturer and the manufacturer of wood used in packaging shall be affiliated with an inspection agency listed on the American Lumber Standards Committee (ALSC) Accredited

Agencies List. The box manufacturer and the manufacturer of wood used in packaging shall ensure traceability to the original source of heat treatment. Each box shall be marked to show the conformance to the international plant protection convention standard. Boxes and any wood used in packaging made of non-manufactured wood shall be heat treated. The quality mark shall be placed on both ends of the outer packaging, between the end cleats or end battens. Foreign manufacturers shall have the heat treatment of non- manufactured wood products verified in accordance with their national plant protection organization's compliance program.

8. I would like to clarify as to if the solicitation is wanting us to test only the Frame Weldment itself or as the solicitation is currently worded saying "The load shall be applied equally with the

Frame Weldment as described on drawing 8475735 REV F." Drawing 8475735 flag note 8 calls out for dolly to be tested as shown in Figure 1. The picture shows this to be a complete dolly with casters, straps, handwheels and other attached parts.

ANSWER: See question 1, 2, 3, 6 regarding 8475735.

Each dolly frame requires testing.

9. For this current solicitation are you wanting all 110 Each of the Dolly Frame Weldments tested?

ANSWER: Each dolly frame shall be tested by the manufacturer.

10. If we choose the option of using a pallet for shipping per specification 8475736 section 5 (also noted on pg 8 of solicitation) , is there any required specification as to the overall protection

(example: dunnage/bubble wrapped around frame) of the weldments while on the pallet?)

ANSWER: See question 7.

11. We wanted clarification on the items that are to be delivered under this solicitation. Based off of the RFQ document, it looks as if all we are delivering are the frame weldments per drawing

8475737, the weight test plates per drawing 8475682, shipping to RI, and packaging. To me the solicitation does not read that we are supposed to assemble per print 8475735.

ANSWER: Correct. See question 1, 2, 3, 6 regarding 8475735.
