BRAND NAME SPECIFICATION
National Instruments Single Board RIO 9627, Development Kit and Software
1300622721
BACKGROUND:
Naval Undersea Warfare Center, Division Newport, Code 7021, Range Development and Hardware Branch, Underwater Tracking Range Equipment (UTRE) Program Code 7021, acting as the Pinger Technical Design Agent (TDA), is upgrading the existing Advanced Shipboard Tracking Electronics Portable (ASTEP) units due to obsolescence, weight (2-person lift) and support for newer flight submarines. This upgrade will reduce configuration items and expand capability by incorporating current ASTEP capabilities as well as that of Portable Timing Synchronizer (PTS), Limited Capability-Shipboard Tracking Electronics Portable (LC-STEP), Pulser, Wireless Underwater Tracking System (WUTS) functionality. It must also provide adequate design space resources to allow for future capabilities and signal implementation. It is required that the improved ASTEP product integrates with current UTRE Program development efforts and systems.
Current UTRE products use National Instruments (NI) devices for data acquisition and measurements. It is a requirement that the ASTEP provide maintain efficiency and maximize leverage previous design efforts by fully integrating with existing UTRE products. The single-board-reconfigurable-input-output 9627 (sb-RIO-9627) and development kit is the only commercial product identified that provides that level of integration. This results in reduction of design costs and reduced program risk. The sb-RIO-9627 is required to run from propriety NI LabVIEW software. This software simplifies system design and reduces development time and cost by providing pre-written and tested drivers with all of the required communication channels to be able to operate with existing UTRE equipment and major internal design components to the ASTEP including the MK84 Mod3 Tracking Electronics, Chip-Scale Atomic GPS Clock, auto-tuning microprocessor, and the graphical user interface hardware. Based on equipment characteristics defined by Code 7021 required to support integrated system design, a market analysis was conducted on comparable products (refer to Market Research document provided separately). The analysis determined that the National Instruments products provide the only integrated system that meets the defined requirements.
The evaluation version of these National Instruments items have been previously procured for prototype development and training under purchase card PR# 1102214768
Delivery of the National Instruments Embedded Control and Monitoring Software Suite, NI sbRIO-9627, and NI sbRIO-9627 development kit is anticipated by August 31, 2017 with an anticipated value of .

Brand Name Specification:
Code 70 UTRE technical design agent (TDA) requires the brand name National Instruments for a cohesive solution for embedded system control, monitoring and hardware integration for ASTEP. Other system control platforms were found, but no other product meets the minimum specifications, interoperability and performance needs required.
Platform flexibility, complete system integration and the ability to meet future anticipated needs are requirements in the selection of the system driver for the ASTEP. The system driver is responsible for interacting and coordinating all timing, communication and control between all major internal electronics systems and with external UTRE devices. Interoperability between existing systems is a requirement allowing the Navy to maintain good efficiency and leverage seamless integration with UTRE products already developed including but not limiting to equipment and software previously purchased under contract N66604-14-B-2943.
The National Instruments sbRIO-9627 is the only identified device that meets performance, communication, programming and interoperability requirements by integrating a real-time processor, a user-reconfigurable Artix-7 Field-Programmable-Gate-Array (FPGA), a 667 megahertz dual-core advanced reduced instruction set computing machine Cortex-A9 processor, a reconfigurable input/output (RIO) Mezzanine Card (RMC) connector and all required signal port interfaces (I/O) on a single printed circuit board. The sbRIO-9627 meets the environmental requirements through a -40 ºC to 85 ºC local ambient operating temperature range. The device can be powered using the desktop power supply for convenient development and meets the ASTEP power management specification, operating on a 9 volt direct current (VDC) to 30 VDC power supply input range. It meets system memory performance specifications by providing 512 megabytes (MB) of dynamic random access memory for embedded operation and 512 MB of nonvolatile memory for storing programs and data logging. Integration for future capabilities can be achieved through custom I/O which can be quickly implemented using the National Instruments 9694 digital I/O RMC breakout. The sb-RIO fulfills the requirement for a high number of digital I/O channels. The device provides also the necessary number of digital to analog and analog to digital conversion channels at the required data rates and resolution. The sb-RIO-9627 board meets requirements for size, ruggedness, capability, capacity and accompaniment of all necessary interfaces required in the design of the new ASTEP.
The sb-RIO-9627 embedded control system is designed to operate with NI proprietary LabVIEW software which required is for this board. The National Instruments LabVIEW Embedded Control and Monitoring Software Suite is specifically designed for building embedded control and monitoring systems and provides the necessary real-time rapid response to evolving system requirements with software tools that span between operating systems, hardware technologies and input/output (I/O) types, providing the necessary interoperability between ASTEP system components and external devices. The pre-written drivers for I/O interface for the system come standard with the system, reducing cost and development time. Using these pre-written drivers saves a half-man year of development time and approximately
Efforts for the design for the new ASTEP are well underway for both software and hardware tasks. The Government has invested much time and funding in investigating products of this type during prototype development of ASTEP over the last two years. Current designs efforts have been made with the intention of using the sbRIO-9627. Transitioning to a different manufacturer would incur additional costs including the design and test of a new printed circuit board, training on additional software and writing the drivers for all applicable interfaces. The primary concerns would be multiple year time delays producing the ASTEP in designing and testing a new board and all applicable interfaces, and a decreased product reliability. As part of the validation process sbRIO-9627 controllers also undergo simulation and component test for electrical, shock and vibration test for mechanical, and stress test for software. Selecting a new device would require duplicative design and testing efforts for the Navy and would result in a 2 man-year delay to the ASTEP program and incur additional costs of Training on a new software platform would incur the Navy a duplicative cost of approximately $
The sbRIO-9627 with National Instruments LabVIEW Embedded Control and Monitoring Software Suite provides the required system capability, performance, interoperability, flexibility, capacity to meet future needs, reduces project risk and development time. Therefore, it is in the best interest of the Government to procure National Instruments equipment.
