BRAND NAME SPECIFICATION

DELL POWEREDGE R730 COMPUTERS

BACKGROUND

The Weapons Analysis Facility (WAF) at the Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT), Code 85, is the US Navy’s only high fidelity real-time torpedo Hardware-in-the-loop (HWIL) simulator supporting all Heavyweight and Lightweight torpedo variants across the full torpedo life cycle. This support begins with Research & Development (R&D), continues through performance assessment Test and Evaluation (T&E), and extends well into the operational, in-water phase.

New server-grade workstations are required by Code 85 to replace aging/obsolete Dell and Sun systems within the WAF Lab infrastructure. Several systems are at end-of-life and must be upgraded to meet NAVSEA Information Awareness (IA) requirements. A major failure of the aging assets would seriously impact our ability to provide critical support to impact ongoing heavyweight torpedo RDT&E efforts in the area of torpedo operational software development, integration, test and evaluation of heavyweight torpedo upgrades required to deliver heavyweight torpedo performance improvements.

Without this upgrade, the Navy's ability to develop world class Heavyweight Torpedoes while providing our foreign partners with their contractual obligations would be impacted along with the ability to quickly test torpedoes in emerging scenarios and in-service fleet support efforts.

SOLE MAKE & MODEL JUSTIFICATION

Conducted a market research for leading manufacturers offering server-grade computers that meet all our minimum specifications listed above. The Hewlett-Packard DL380, Lenovo X3650 M5, and Dell PowerEdge R730 computers were evaluated based on manufacturer’s specifications and quotes. It was determined that Dell is the only manufacturer that can meet all our requirements at the lowest cost to the government. HP and Lenovo were unable to meet some of the minimum specifications (see market research document submitted with the procurement package):

• Quad Port 1GB Network Daughter Card - Card provides (4) 1GB ports in order to connect to the multiple networks in the lab

• Space in chassis for twenty-four 16GB RDIMMS – Must have the capability of expanding the memory up to twenty-four 16GB RDIMMs to support applications that require extensive memory in order to operate properly.

• (2) 16x PCIE slots and (4) 8x PCIE Slots (at a minimum) – Necessary to accommodate the amount of custom circuit cards required to operate HWIL simulations

• Dual GPU Support – The (2) 16x slots are required to provide the speed necessary to run HWIL sims

• Metered Rack PDU – This feature monitors power distribution to the hardware located in the equipment rack and eliminates potential power issues that could be catastrophic to the hardware.

• RedHat Driver Support Included in Cost – This support is critical to the lab’s operation. When the computer manufacturer’s device stops working with RedHat OS, it is necessary that the manufacturer provide a driver that would make the device operational under RedHat. Without this support, the computer would not be operational and a replacement would need to be purchased. In addition, if the manufacturer provides this type of support, they provide a Technical Knowledge Database that can be research for known issues/solutions saving valuable time with troubleshooting.

In addition, the Dell PowerEdge R730 systems would be completely compatible and interchangeable with the existing computers in the lab which would allow computers to be swapped around within minutes minimizing weapon simulations down time that could affect program deadlines.

Therefore, it has been determined that this requirement can only be met by Dell’s PowerEdge R730 workstations and associated hardware/software; no other make or model will satisfy the current requirement.

RESELLERS

Dell Computer has many resellers and will provide quotes to their “authorized” resellers. It is critical to ensure quotes are obtained from authorized resellers to guarantee OEM hardware, software, support and warranties.

REQUIRING DEPARTMENT

Based on the above, I recommend this acquisition be conducted on a Brand Name Specification basis. I certify the technical data which form the basis of this justification are complete and accurate.
