v1.2_JUNE2016
SOLE MAKE AND MODEL JUSTIFICATION
Cisco Hardware
BACKGROUND:
The RDT&E Infrastructure is designed to meet the research and development needs at Naval
Undersea Warfare Center Division Newport (NUWCDIVNPT) to support both the Division's mission and its associated functions. The RDT&E Infrastructure provides the command with internal network services and supports external network connectivity via the Defense Research and Engineering Network (DREN). NUWCDIVNPT infrastructure is comprised of Core
Infrastructure (routers and switches), ASECC (a shared high performance computing cluster), Information Assurance (IA) Suite and Scanners (Hercules, HBSS, IDS, Firewall and Retina
Security Scanner), and RDT&E Server Farm.
902: AUTHORIZATION TO OPERATE (ATO) THE NAVAL UNDERSEA WARFARE
CENTER DIVISION NEWPORT RESEARCH, DEVELOPMENT, TEST AND
EVALUATION (RDT&E) UNCLASSIFIED INFRASTRUCTURE CORE (NUWCDIVNPT
RDT&E UNCLASS CORE) VERSION 1.0, 5239, ODAA/0729, 07 APR 2014
REQUIREMENT:
NUWCDIVNPT must adhere to Network Infrastructure Security Technical Implementation
Guide (STIG) and Network Policy STIG to maintain or replace equipment for Information
Assurance (IA) compliance. The request to purchase Cisco Systems equipment will be utilized by Code 1041 to replace and/or upgrade existing hardware which has reached the End-of-
Support (EoS). Without procuring these devices, the maintenance, IOS upgrades, and troubleshooting with vendor support will not be possible. This will eventually lead to a non-IA compliant network with a potential consequence of a shutdown. Scientists and engineers that depend on the network infrastructure for research and development will be unable to perform their work.
This requirement is for continued support for Cisco equipment utilized in the NUWCDIVNPT
RDT&E Unclassified Network Infrastructure (Lab 902). Estimated total cost is $150k.

Sole Make and Model Justification:
Due to shrinking software and hardware budgets at NUWCDIVNPT and in the Navy, in order to continue to upgrade and maintain the network infrastructure to save NUWCDIVNPT and the
Navy significant dollars this maintenance procurement is needed for the RDT&E Infrastructure.
As a cost savings to the Navy, several maintenance contracts associated to Code 1041 and several technical codes have been consolidated into one contract for NUWCDIVNPT.
These components will extend the lifespan of the current equipment and provide redundancy with the current network infrastructure deployed in the unclassified network infrastructure and
Data Center. Procuring these devices will allow the current configuration and setup to be transitioned without modifications and allow a future upgrade to take place without replacing all of the equipment at the same time. The equipment will be used to replace and upgrade the infrastructure for scientists and engineers that depend on the network for research and development to perform their work.
Although Cisco is the sole manufacturer, Cisco products and maintenance support can be purchased from authorized/certified value-added resellers. Due to concerns stemming from federal investigations into "grey market" Cisco hardware maintenance and issues with previous
Cisco acquisitions procured through this office, only Cisco certified Premier, Silver or Gold partners should be considered for award (list of available partners:
www.cisco.com/go/partnerlocator). When products are not sold through Cisco's authorized sales channels, Cisco can offer no assurance as to the provenance and quality of those products.
Additionally, when resellers resell Cisco products that have been sourced from outside of Cisco's authorized sales channels, those products may not come with a valid software license or hardware warranty and are not automatically eligible for a Cisco service support contract (such as SMARTnet maintenance).

Description of Requirement/Specifications
RESELLERS:
An overview of Cisco's policy on this subject is as follows:
Licensing: When Cisco sells its products, software licenses (such as for Cisco IOS) are granted to the initial purchasers of those products. Cisco's policy is that software may not be transferred to any other purchaser of the product unless specifically authorized by
Cisco. To the extent that Cisco believes a customer is not an initial purchaser-or if a customer expresses concern that it is not an initial purchaser-such issues will be promptly addressed and Cisco is committed to resolving all licensing issues that arise.

Support Plans: Cisco products that are not purchased through Cisco's authorized sales channels are not automatically eligible for a Cisco service support contract. For Cisco products purchased outside Cisco's authorized sales channels that are genuine Cisco product, Cisco must still evaluate the product's eligibility to receive support services (i.e., to ensure that no changes have been made to the genuine Cisco hardware or software, and to confirm that the product still functions according to Cisco's specifications and customer expectations) and Cisco's policy is to charge an inspection fee for this evaluation. In full, this policy is set forth on Cisco's website:
http://www.cisco.com/en/US/prod/cisco_software_transfer_relicensing_policy.html.
Warranty: Cisco products are sold with warranties that inhere to the benefit of the initial purchaser. Cisco's policy is that warranties may not be transferred to any other purchaser of the product unless specifically authorized by Cisco. To the extent that Cisco believes a customer is not an initial purchaser-or if a customer expresses concern that it is not an initial purchaser- such issues will be promptly addressed and Cisco is committed to resolving all warranty issues that arise.
