SOLE SOURCE JUSTIFICATION
BACKGROUND
The Weapons Analysis Facility (WAF) is the US Navy’s only high fidelity real-time torpedo Hardware-in-the-loop (HWIL) simulator supporting all Heavyweight and Lightweight torpedo variants across the full torpedo life cycle beginning with the Research & Development (R&D) through the performance assessment Test and Evaluation (T&E) and well into the operational in-water phase.
Since 2014 the WAF Lab has been undergoing a major expansion to convert the lab to an Environment- Centric WAF (EC-WAF) simulation able to support simultaneous engagements requiring the integration of hardware from multiple torpedoes and enhancing the simulation capability to provide range dependent propagation. The original design of the EC-WAF simulation was to have the simulation run on Concurrent Computer iHawk computers with RedHawk Linux operating system (OS) software and the range dependent reverberation run on Dell PowerEdge R720/R730 Linux clusters. In order to maximize efficiency and synchronize timing (along with debugging efforts) between the Concurrent Computer iHawk real-time simulation computers and the Dell PowerEdge range dependent computer clusters, Concurrent Computer provided an evaluation copy of the RedHawk Linux OS and simulation tools to be installed on a Dell cluster. The OS and tools empowers WAF software developers to quickly and easily debug, monitor, schedule, analyze and tune applications in real-time. The EC-WAF is a time-critical application that requires debugging tools that can handle the complexities of multiple processors and cores, multitask interaction and multi-threading (i.e., the Dell Reverberation Racks). The real-time simulation performance tool allows the WAF’s System Integration team to monitor the priority, scheduling policy, CPU assignment and CPU and GPU usage of user applications which enables them to optimize our High Fidelity Reverberation models to the High Performance computer hardware.
Now that rack has been tested and successfully integrated with the EC-WAF simulation racks, we need to replicate this capability across all three Dell clusters bought to support range dependent reverberation by purchasing right-to-use licenses for Concurrent Computer’s RedHawk Linux OS and real-time simulation tools. No other OS or tools can satisfy this requirement.
New OS and real-time simulation tools would require a complete re-development which would take years and cost millions of dollar to complete. This option does not meet our budget or schedule requirements. In addition, making any changes to the HWIL simulator suite would require approval from all sponsors currently using the WAF to test torpedo hardware (PMS404, PMS415, ONR, ONI, RAN, FMS) as well as obtaining system accreditation from Commander Operational Test and Evaluation Force (COTF). This accreditation process would take a substantial amount of time and come at great expense to the government.
Based on the compatibility and cost issues stated above, it is therefore determined that this requirement can only be met by Concurrent Computer Corporation’s RedHawk Linux OS and real-time simulation tools listed on the attached quote; no other OS or tools will satisfy the current requirement.

MINIMUM REQUIREMENTS
Purchase (42) Right-To-Use RedHawk Linux Licenses which includes (3) OpenFabrics add-on tool licenses, (3) Architect add-on tool licenses, (3) Nightstar add-on tool licenses, and software maintenance from Concurrent Computer Corporation to be installed on 3 Dell PowerEdge Reverberation computer clusters supporting APB5 HWIL real-time simulators.
SOLE SOURCE JUSTIFICATION
Concurrent Computer Corporation is the original equipment manufacturer (OEM) of the RedHawk Linux OS and real-time simulation tools that have been integrated into the Weapons Analysis Facility to support hardware-in-the-loop simulations for APB5 Heavyweight torpedo programs. As the OEM, they are the only source with the technical knowledge and necessary licenses needed to authorize installation of OS and maintain software support. They provide 24 hour, 5 days a week telephone support on software, new software upgrades, documentation updates, and trained personnel to perform the required technical services in a timely basis. No other manufacturer has the expert knowledge of the RedHawk OS licenses in order to maintain and update the software and drivers.
Although Concurrent will provide quotes to any IT 3rd party reseller for new hardware, they do not extend this policy to RedHawk OS licensing; only available through Concurrent. Therefore, it is requested that a sole source procurement be placed with Concurrent Computer Corporation for this requirement.
FUTURE NEEDS
Based on the above sole source justification, Concurrent Computer’s RedHawk Linus OS and tools will be installed on all future Dell Reverberation Racks to maintain consistency between all HWIL real-time simulation weapon racks.
