BRAND NAME JUSTIFICATION

Desktop Workstations

The procedures in FAR subpart 13.5 were used in accordance with 41 U.S.C. 1901.

BACKGROUND:

Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) Code 7024, Range Software Branch, has a requirement for desktop workstations and dual monitors to support installation of the production Undersea Warfare Center Training Range (USWTR) training support system in Jacksonville, FL. Total value of this contract is estimated at , of which an estimated dollar value of will be solicited on a brand name basis.

Code 7024 has been tasked by the USWTR to design and build a suite of software to analyze, report, and display the data received from the USWTR sensors. In designing the software and in order to reduce costs, Code 7024 is building on previous work using the same equipment and software whenever possible adhering to the goal of cross-compatibility with other NUWC designed and/or operated systems. These systems are located at all of the Fleet ranges including Southern California Anti-Submarine Warfare (SOAR) Range, Barking Sands Undersea Range Expansion (BSURE) Range, and Kwajalein Missile Impact Scoring System (KMISS), as well as the USWTR Development Lab in Newport, RI.

Based on equipment characteristics defined by Code 7024 required to support software design, a market analysis was conducted on comparable products (refer to Market Research document provided separately).

Brand Name Specification:

Processor: These desktop workstations require a robust platform comprised at a minimum equal to that of the Intel Xeon family of processors with a minimum of 10 cores per Central Processing Unit (CPU). The government delivered software being developed and installed requires this robust platform to ensure the processing of underwater tracking data, as well as the reporting and display of that data at current levels. The software is a graphically intensive program requiring advanced processing, graphics, and memory attributes. The choice of the Intel chipset is to minimize risk of added engineering cost and schedule delays for the program as a result of potential configuration issues. The Intel chipset is currently in use, compatible with our current configurations, and will minimize investigation into issues resulting from different processors.

If a different processor is used, the requalification and testing process for the Government software with the new processor will delay delivery of the USWTR system by a year and result in the USWTR Program missing its Initial Operating Capability (IOC) milestone.

Operating System: DON computers require a Microsoft operating system for required Microsoft software to operate effectively, which includes OS, Office Professional Plus, and Core CALs.

The Core CAL suite encompasses four fundamental Microsoft server products that provide identity management, directory services, enterprise communication, collaborative workspaces, and asset management. This acquisition must be conducted on a brand name basis in order to eliminate a disruption in DON operations. The impact of trying to go with another operating system is so significant that it cannot be quantified because it would require the DoD to change its operating system and information technology requirements across the board. As a result the purchase of any other operating system is not practicable.

Video (Graphics) Card: A minimum 24GB video graphics card, currently being met by the NVIDIA Quadro, is required for analyzing, reporting, tracking, and displaying track data to the operator and preventing the system from hanging up due to the scrolling/zooming capability being performed during operation. The software being developed is a graphically intensive program requiring advanced processing, graphics, and memory attributes. The choice of the NVIDIA chipset is to minimize the risk of added engineering cost and schedule delays for the program as a result of potential configuration issues. The NVIDIA chipset is currently in use, compatible with our current configurations, and will minimize investigation into issues resulting from poor OPENGL performance. If such issues arise, it is estimated the cost to the government would be estimated at and two months of scheduling delays.
