BRAND NAME JUSTIFICATION

Virtual Desktop Infrastructure

1300611008

BACKGROUND:

Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT), Code 1041, has a requirement to expand its Virtual Device Infrastructure (VDI). Currently Code 1041 has 100

VDI infrastructures which were procured under contract N66604-14-P-3165. Code 1041 needs to expand the infrastructure to accommodate another 110 users.

Microsoft Windows XP is end of life, it will not be supported by Microsoft and the Navy has directed us per U.S. Cyber Command Task Order 16-0043 and Deputy Secretary of Defense

Memorandum, "Implementation of Windows 10 Secure Host Baseline," February 26, 2016 to upgrade to windows 10 by January 31, 2017.

The current device hardware platform that the legacy Windows XP devices are running on will not support Windows 10 operating systems and would require a procurement of all new hardware, if NUWCDIVNPT does not expand its VDI capability.

In order to reduce maintenance, compliance, and operational costs, Code 1041 desires to replace these physical hardware devices with virtualized devices. Code 1041 is seeking to purchase the software, hardware, licensing, storage, and virtualization software to support 110 additional devices.

By virtualizing hardware, Code 1041 will reduce the maintenance, compliance and operational costs for the end-user devices, approximately 110-fold – from managing 100 physical devices, to managing 1 virtual image. These devices MUST be upgraded or they will be disconnected from the unclassified network, and Code 1041 will no longer be able to manage the core RDT&E unclassified infrastructure.

BRAND NAME JUSTIFICATION:

Code 1041 seeks to procure 3 servers, the shared storage, and software to support this VDI environment. Code 1041 must maintain consistency through maintaining a standard based on one manufacturer within Code 114’s BLDG104/RM101 data center. It is essential that these new assets seamlessly interoperate with the existing shared storage devices currently in operation.

To maintain consistency through maintaining a standard based on one manufacturer within Code

114’s Building 104, Room 101 data center, it is essential that these new assets seamlessly interoperate with the Dell shared storage devices currently in operation. This strategy is in-line with Code 1041’s previous server procurement under Contract N66604-08-C-3617 in which eighteen (18) Dell PowerEdge R805 servers were acquired and N66604-16-P1423 in which five

(5) Dell PowerEdge R720 servers were acquired.

- HP/SuperMicro servers require an additional support contract adding

$60,000 in maintenance costs once the

HP servers’ warranties expire. Y N N

Does not require additional training.

- Hardware other than Dell would require additional training. Code 1041 personnel are all ready training on Dell systems.

Y N N

Code 1041 also seeks to procure hardware and software form CISCO, F5 NETWORKS, CLEARCUBE TECHNOLOGY, SAMSUNG, HP, and LIQUIDWARE in order for these devices to be operable:

1. CISCO

The VDI Expansion requires that we procure three Cisco Catalyst 3850 32 Port 10G

Fiber Switches and associated modules which will interface and expand with existing

CISCO equipment currently being used for VDI.

CISCO is the world leader in network devices. NUWCDIVNPT, Code 1041 has standardized on using CISCI for its core network switches. Cisco is the main provider of network equipment making up the RDTE infrastructure in Labs 902 and 903 located at

NUWCDIVNPT.

The Cisco Catalyst 3850 32 Port 10G Fiber Switch IP Base switch being procured will integrate into our existing Cisco NEXUS which that will allow for central device management and IA Network Security Technical Implementation Guide (STIG) compliance rollout.

The use of any other manufacturer would not be compatible with existing hardware within the RDTE labs. Procuring through any other manufacturers other than CISCO would cause code 104 to replace multiple pieces of equipment in the RDTE network infrastructure resulting in loss of past investments. Replacing any network equipment will cause downtime within the RDTE. Without procuring this CISCO model the DVI expansion would not be feasible and come to a halt.

2. F5 NETWORKS

The F5 NETWORKS BIG-IP Local Traffic Manager (LTM) Virtual Edition (VE) with support allows us to apply the functionality of our physical Application Delivery

Network in a virtualized environment. This is to expand our current implementation to support another 100 users. F5 NETWORKS is the only manufacturer that can supply this

VE with support that is compatible with the VDI Expansion. NUWCDIVNPT, Code

1041 has procured this software in previous contract N66604-14-P-3165.

3. CLEARCUBE TECHNOLOGY

NUWCDIVNPT VDI users need to have the ability to write to DVD from a VDI workstation. CLEARCUBE TECHNOLOGY was the only manufacture who has a DVD built into the VDI workstation.

Clear cube model CD9924 also has 5 USB ports, a built in Common Access Card (CAC) reader, and integrated DVD / CD Read / Writer. This model is intended to use with a

Keyboard, Video, Mouse (KVM) switch which frees up space on the user’s desk top No other manufacture has the specification that NUWCDIVNPT requires to meet the user’s needs. We have procured Clear cube model CD9924 clients in the past under purchase order: 4521122125

4. SAMSUNG

The SAMSUNG NC241-TS VDI client interfaces with our VDI infrastructure seamlessly and we have the experience in deploying these clients. Utilizing another product that will properly interface with the current VDI infrastructure will require additional funding, training, and support. We have procured 100 of the SAMSUNG NC241-TS VDI client on previous contract N66604-14-P-3165.

5. HP

Code 1041 needs a keyboard that has an integrated Common Access Card (CAC) reader because of the limitations of USB ports on some of the VDI clients. We have deployed the HP SMARTCARD USB keyboard in the past and it integrates seamlessly with our current VDI clients and VDI infrastructure. Any keyboard will due as long as they are durable, and have an integrated CAC reader. HP SMARTCARD USB keyboard is preferred and has been deployed in the past.

6. LIQUIDWARE (LWL)

The LIQUIDWARE VDI Desktop Management software allows application to be virtualized and operate on VDI systems. This will support the addition of 110 VDI clients in to our VDI infrastructure.

Liquidware Product Comparison Matrix:

All virtualized desktops MUST be running Windows 10 – this is the approved desktop operating system, as allowed by DADMS, NIAP/Common Core. Procurements are not allowed unless

DADMS and NIAP approved per SPAWAR regulations.

It is important that the VDI infrastructure be delivered as a single package, as all components must be fully integrated with each other – zero clients, virtualized OS, virtualization software, host servers, and shared storage.

The comparison shown below demonstrates the importance of maintaining a standard based on

Dell and shows projected costs of using an alternate manufacturer:

Using industry best practices for the procurement of the additional 110 VDI users, NUWCDIVNPT Code 1041 must procure the complete infrastructure identified above as this is the only equipment that meets each of the minimum requirements. By implementing the additional users, Code 1041 will reduce the cost of managing desktops system, and maintaining their compliance level, and continue to meet the needs of the Navy and the Command without threat of incompatibility and interoperability issues with these devices and other software and hardware devices current employed within the Branch.
