(per Navy lab site). Further, some models are not capable of rewritten in any other solver due to the unique and extensive capabilities available in the ABAQUS software suite, resulting in a loss of various capabilities to the Navy, none of which will be recovered through competition. For example: ABAQUS provides both an implicit and explicit functionality while other similar products may avail only one (explicit) but not both; ABAQUS includes linear and nonlinear mechanics, fluid structure interaction including structural acoustics in both the frequency and the time domain; fluid structure interaction also includes underwater shock; adaptive acoustic meshes for large deformation enclosures; capability to support large model sizes required by the NAVY.

As detailed above, there are many existing efforts for new and/or improved models which require continued use of the ABAQUS software suite. Not having the ABAQUS software available will curtail or eliminate these efforts. Other commercial FEA software suites currently available do not meet the Government’s requirements.

6. Description of Efforts Made to Solicit Offers from as Many

Offerors as Practicable

A combined synopsis was posted on 26 June 2017 on the Government Point of Entry (FedBizOpps) notifying industry of the intent to solicit as a sole source acquisition. Any challenges to this sole source action will be brought to the attention of the Competition Advocate prior to contract award.

7. Determination of Fair and Reasonable Costs

The Contracting Officer determines the anticipated cost to the Government for the supplies covered by this Justification for Other than Full and Open Completion under FAR 13.5 will be fair and reasonable and representative of the best value to the Government. A comparison to the current GSA pricing and to historical pricing paid for ABAQUS software licenses was conducted and the pricing for this action is less than the GSA list prices and comparable to the historical prices paid.

8. Actions to Remove Barriers to Competition

NUWCDIVNPT’s, NSWC Dahlgren’s and NSWC Indian Head’s modeling requirements do not allow for substitution of the ABAQUS FEA Suite with another manufacturer’s products, due to the reasons listed in Paragraph 3, above. There are no actions taken to increase competition at this time because the manufacturer, 3DS, is the sole manufacturer, developer, and provider of ABAQUS software (through Immix). NUWCDIVNPT technical personnel will continue to examine the need for ABAQUS software and explore viable alternatives that become available in the future. The Government will be pursuing purchase of

ABAQUS.
