JUSTIFICATION
For Sole Source
To Innovative Defense Technology, Inc.

Vendor and Requirement:
Code 709, the Code 70 Program Management Office, has been funded by NAVAIR PMA205 to design, build, and test a suite of equipment and associated software to analyze, report and display data received from Undersea Training Range (UTR) sensors. To improve cost and performance efficiency during testing of UTR systems software, Code 709 has identified the capability developed under a Phase III NAVSEA SBIR as being uniquely applicable.
This tasking is directly related to technologies developed by Innovative Defense Technologies Inc.
(IDT) under Naval Sea System Command (NAVSEA) SBIR Topic N05-163 (The Innovative Application of Commercial Automated Testing Tools for Rapid Insertion or Adaptation of Combat System Capabilities). These technologies were further developed under NAVSEA Phase III SBIR Basic Ordering Agreement contract N00024-11-G-4226 issued 22 September 2011.
Within NUWCDIVNPT Code 70, the Independent Test Team (ITT) is tasked with verifying proper functionality of software products across several Code 70 programs.
Government Minimum Requirement/Salient Characteristics:
The minimum requirement for this contract is to automate a portion of the current manual range software testing procedures in order to realize gains in efficiency with regards to test conduct, data analysis, test planning, and test reporting.
To this end, the Government requires services to develop an Automation Model Strategy (AMS) and thereafter to provide automation models to verify the integrity of the Underwater Tracking Range (UTR) software interfaces. This will require participation in at least one technical interchange meeting to acquire familiarity with the relevant software.
Why No other vendors meet the Government Minimum requirements:
The Navy has already invested a considerable amount of time and money into developing Automated Test and Re-Test (ATRT) testing technology based on its unique characteristics. ATRT does not reqire the installation of a dedicated software testing component on the System Under Test (SUT).
ATRT, therefore, is a non-invasive, model-based and scriptless approach to software testing, whereas other known commercially available test tools must be installed on the SUT.
Based on our research, ATRT was unique in this regard. ATRT provides a unique methodology and comprehensive suite of products designed for component testing, integration testing and certification of the Navy’s combat systems and large mission critical applications. For these reasons, the Navy has invested more than over an 8 year period to develop the ATRT testing technology. It is estimated that it would take an additional 5- 8 work years and approximately to develop a new source for this requirement. This, in combination with the 8 years and that have already been realized would cause UTR programs to be unexecutable. The amount of money and impact to the schedule cannot be offset from potential savings from competition.
Why only one source:
As specified in the paragraph above, ATRT provides a non-invasive software testing methodology, a characteristic that is of critical importance to our testing regimen. In addition, no other source is viable due to the significant costs and time that would be required. Therefore, IDT is the only known source to Code 70 for acquiring this technology.
