Sole Source Justification – HyperWorks and PBS Software Maintenance

Background:

This requirement is for the purchase of maintenance renewals for the Naval Undersea

Warfare Center Division, Newport’s (NUWCDIVNPT’s) existing HyperWorks and PBS software licenses. The previous contract for this software maintenance is Purchase Order

N66604-16-P-0220.

Purpose & Reason:

In support of NUWCDIVNPT’s S&T programs, the Advanced Scientific and

Engineering Computation Center (ASECC) provides High-end CAD/CAM/CAE tools to support the design, structural, and acoustical analysis of existing and prototype weapon systems and undersea vehicles. These tools are provided in a distributed server/client environment making them accessible throughout NUWCDIVNPT to various S&T groups.

HyperWorks is one of the major Computer-Aided Engineering (CAE) simulation software platforms used for modeling, analysis, and visualization of existing and prototype undersea weapons systems. PBS Works is used as the cluster front end batch job distribution system. HyperWorks and PBS software has been in use at

NUWCDIVNPT for over eleven years and are exclusive products of Altair Engineering, Inc.

NUWCDIVNPT’s ASECC is in need of renewing the HyperWorks and PBS software maintenance to ensure uninterrupted use of the latest software updates, patches, and user hotline support.

Altair Engineering, Inc., as the sole owner and developer of this proprietary software, is the only source capable of providing the required maintenance and support.

Non-Renewal Impact:

Not renewing this maintenance agreement will result in the loss of updates, security patches, technical support, and training. Operation of the ASECC clusters will also be impacted since the PBS software is used as the scheduler for all jobs running on the system. Without the proper security patching made available through the maintenance agreement, the software may be removed from NUWCDIVNPT operations for

Information Assurance (IA) reasons. If maintenance is dropped, reactivation costs consist of all outstanding back maintenance costs and a penalty fee for all renewals more than three months past the original renewal date. The penalty fee ranges from 25% to

50% of the maintenance costs of uncovered months.

Conclusion:

Based on the above information, a sole source contract to Altair Engineering, Inc. for the

HyperWorks and PBS software maintenance is required.
