Sole Source Justification

Background and Requirement:

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) has used MATLAB software since 1993 to perform a broad range of engineering and operational tasks across

NUWCDIVNPT. MATLAB is the language of technical computing, is a programming environment for algorithm development, data analysis, visualization, and numeric computation.

Simulink is a graphical environment for simulation and Model-Based Design of multi-domain dynamic and embedded systems. Training in MATLAB software products is required to keep the technical department personnel up-to-date on the industry standards of MATLAB. Specifically, training addresses the programming environment for algorithm development, data analysis, visualization, and numeric computation and training in Simulink, which is a graphical environment for simulation and Model-based Design of multi-domain dynamic and embedded systems, is required. MATLAB training is essential as it provides NUWCDIVNPT technical personnel the capability to obtain and apply the knowledge, tools, techniques, and best practices in the performance of their jobs and to successfully accomplish NUWCDIVNPT‘s mission.

These instructor-led trainings include lecture, interactive discussions, and exercises that relate to

NUWCDIVNPT‘s mission.

Governments Minimum Requirement/Salient Characteristics:

MATLAB enables the design and development of a wide range of advanced products, including automotive systems, aerospace flight control and avionics, telecommunications and other electronics equipment, industrial machinery, and medical devices. The Government requires

MATLAB training, including all required text book materials, laptop rentals, and facilities for twenty (20) attendees. The current requirement is outlined in the table below:

Item Course Description Quantity/Units

Base year

1 MATLAB Fundamentals 3 Days

2 MATLAB Programming Techniques 2 Days

3 Signal Processing with MATLAB 2 Days

Option 1

1 MATLAB Fundamentals 3 Days

2 MATLAB Programming Techniques 2 Days

3 Signal Processing with MATLAB 2 Days

Why only one source:

MATLAB analysis software was selected by NUWCDIVNPT to develop analysis and digital modeling capabilities for various programs throughout the campus that allows engineers to explore and visualize ideas and collaborate across disciplines including signal and image processing, communications, control systems, and computational finance. The tools used by the team of analysts are developed for and are only offered through MATLAB software. MATLAB is proprietary to MathWorks, Inc., the sole manufacturer of MATLAB and Simulink. In addition, MathWorks is the sole provider of software updates, technical support in North

America, and is the only vendor capable of providing the required MATLAB training.

MathWorks’ training department is an integral part of the updates as MathWorks employees are trained on the latest versions and are the sole providers of this training.

Conclusion:

Based on the aforementioned, this requirement must be procured on a sole source basis to Math

Works, Inc. as it is the only company who can provide the required MATLAB training.
