C11 STATEMENT OF WORK (JAN 2012)

Navy Enterprise Resource Program Management Services

Atlantic Undersea Test and Evaluation Center Migration

1.0 BACKGROUND:

1.1 The Naval Sea Systems Command converted numerous legacy financial and administrative systems into the Navy Enterprise Resource Planning (N-ERP) system over the course of Fiscal Year 2012. The Atlantic Undersea Test and Evaluation Center (AUTEC) is a detachment of the Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) which was included in the ERP conversion process. AUTEC is part of the DoD Major Range and Test Facility Base (MRTFB) and as such operates under the specific financial guidance for MRTFB activities as specified in DoD Instruction 7000.14R, the Financial Management Regulation (FMR). FMR guidance for MRTFB activities mandates cost and accounting methods that are different from Navy Working Capital Fund accounting which is used at the rest of NUWCDIVNPT. AUTEC is also located outside the continental United States and has significant logistics and operational constraints as a remote detachment. These considerations require specialized ERP knowledge and experience to continue business process migration to ensure continued FMR compliance and proactive resource stewardship for the largest single program at Division Newport. A phased approach of migration of AUTEC business processes was undertaken focusing on near- and long-term tasks. Near-term transition task to facilitate maintenance of day-to-day operations were scoped and completed during FY12.

During FY13and FY14 near-term workflow and process inefficiencies resulting from the transition were resolved to achieve status-quo operation. During FY15 AUTEC commenced the task of financial and contractual re-alignment, and associated executive reporting.

The AUTEC program management team requires additional specialized contractor advisory and assistance services (CAAS). Advisory and Assistance services are required for Navy ERP (N-ERP) knowledge and experience to complete: business process, financial and contractual re-alignment; executive and business operations reporting;

workflow optimization; and continued migration of applications to N-ERP systems for consolidation of business functions.

1.2 This contractor advisory and assistance service is in direct support of the AUTEC mission, and will be funded by the AUTEC program office in Code 70. Funding for this CAAS contract will be allocated from the AUTEC MRTFB project, be RDT&E appropriations with Contractor Advisory and Assistance Services (CAAS) authority from the NAVAIR 5.0 resource sponsor.

2.0 SCOPE:

The CAAS contractor shall provide advisory and assistance services for the purpose of proposing implementation plans, process documentation and analysis reports for utilization by the Government in the execution of continuous process improvement initiatives to enable AUTEC operations maintain full compliancy with FMR for an MRTFB (specifically addressed in VOLUME 11A, CHAPTER 12 “MAJOR RANGE AND TEST FACILITY BASE (MRTFB)") and also achieve compliance with N-ERP policies, procedures and primary objectives of financial and logistics transparency resulting in fully compliant audit by 2017. From this established compliant baseline the contractor shall provide advisory and assistance services and program management support to enable AUTEC leadership to deliver significant business process improvements and develop situational awareness capabilities, specifically with regard to the following areas:

1. Financial, budget and program management alignment. Analysis of the impact of the changing needs and requirements, and to develop recommendations for inclusion into the N-ERP Budget Structure governing actions to be taken during FY17 in order to move toward alignment with FMR guidance, MRTFB rules and N-ERP business rules, procedures and objectives.

2. Asset management, including capital assets, Property, Plant and Equipment (PP&E) and operational inventory.

3. Optimization of AUTEC business logistics processes and as appropriate transition to or integration with Navy ERP. Analysis of process and procedures to develop recommendations to ensure alignment with FMR guidance, MRTFB rules and N-ERP business rules, procedures and objectives.

4. Recommended design and implementation approach for continuous process improvement opportunities that leverage available Navy ERP capabilities and other best practices.

5. Development and implementation of role base near real-time accurate situational awareness, performance management and reporting.

3.0 APPLICABLE DOCUMENTS:

The CAAS Contractor shall adhere to all of the guides, instructions, and written standards stated under Section 3 and any subsequent revisions to applicable documents.

3.1 DoD Instruction 7000.14R, Financial Management Regulation (FMR) VOLUME 11A, CHAPTER 12

“MAJOR RANGE AND TEST FACILITY BASE (MRTFB)"

3.2 Financial Improvement and Audit Readiness (FIAR) Guidance Section 3, “Internal Control"

3.3 NAVSEA Business Rules Master List.xlsx, version dated 11/05/2015.

3.4 DoD 5000.64 Accountability and Management of DoD Equipment and Other Accountable Property

3.5 Federal Acquisition Regulations (FAR) Part 45 Government Property

4. REQUIREMENTS:

The CAAS Contractor shall provide advisory and assistance services as detailed in the tasking below. The contractor shall perform these tasks in accordance with Applicable Documents (AD) listed in section 3.0 and using Government Furnished Information (GFI) listed in section 6.0. Specifically, GFI 6.1 and 6.2 detail the current state of AUTEC’s business systems and processes, while ADs 3.1-3.5 describe the requirements of the desired end state after the performance of this tasking. GFI 6.4 is the means the Government will use to identify specific issues for the CAAS Contractor to address in its business practices continuous improvement recommendations and other deliverables within the period of this contract.

4.1 Financial Alignment, Business Planning, Budgeting, Program Management and Funding.

The current AUTEC project work breakdown structure and budget structure is aligned to commodities (i.e. food, fuel types, federal supplies etc.) rather than aligned to a specific mission, whether it is base operations, test operations or customer test project. This makes it challenging for AUTEC to ensure full alignment with mandated MRTFB and FMR reporting requirements and in doing so evaluate the full cost of a customer test. The primary focus will be on the cost, schedule and quality key performance indicators (KPI’s) of projects, and both customer test and base operations.

The government’s intention is to modify the Navy ERP project structure and existing CLIN/SLIN structure to better align with Direct Customer and MRTFB Billing within the current Maintenance and Operations (M&O) contract N66604-05-C-1277. The government requires process improvements to transfer the M&O Contractor customer cost allocation through Task Instruction (TI) specifications in order to provide better CDRL clarification for government billing to the AUTEC customers. This will result in better FMR alignment and FIAR compliance

The CAAS Contractor shall:

4.1.1 Make recommendations to the government in designing and implementing an AUTEC project structure in

Navy ERP that supports the financial alignment objectives as defined in Applicable Document 3.3, NAVSEA Business Rules, such that the M&O contractor and other direct expenses can be directly tied to a CLIN/SLIN and associated Navy ERP Network Activity (NWA). The proposed solution needs to be compliant with DoD Instruction 7000.14R..

4.1.2 Three and nine months after contract award deliver a technical report that details the progress of the transition to revised Navy ERP project structures and associated committed planned financials against the relevant NWA’s and make continuous improvement recommendations, and notify the Government of significant issues, risks or deviations from the solution developed in section 4.1.1 of this SOW.

4.1.3 Deliver a Technical Report IAW / CDRL A002.

4.2 Business Operations, Logistics and Asset Management.

The AUTEC Andros Island base closely resembles a Government Owned Contractor Operated (GOCO) facility.

The majority of the logistics processes (i.e. procurement; inventory and asset management; warehousing, transportation etc.) takes place outside of Navy ERP either within the base contractor’s owned and operated systems or in other US government agency systems (i.e. DLA StoresWeb, GSA, SDDC etc.) As such AUTEC government employees have limited visibility and control over AUTEC logistics and associated AUTEC assets. This situation is not aligned to Navy’s ERP vison, business objectives and rules. The following tasking will assist the government to define a strategy for implementation and optimization of an AUTEC food management and Plant Property and Equipment (PP&E) inventory management solution.

The CASS Contractor shall:

4.2.1 Develop a detailed strategy, approach and POA&M for implementation of an AUTEC food management solution to include the identification of items required to be tracked and measureable completion milestones. The contractor shall monitor the progress of the transition within Navy ERP that will enable compliance with DoD Instruction 7000.14R.

4.2.2 Support the planning, implementation and stabilization of the PP&E solution as defined in GFI 6.3. The CAAS Contractor shall be provided GFI 6.4 “Process Issue Reports” to assess the progress of the implementation of PP&E at AUTEC, to make continuous process improvement recommendations, and shall notify the Government of significant issues, risks or deviation from the solution developed under 4.2.1.

4.2.3 Investigate, analyze, and recommend a strategy and approach for an alert reporting solution that will enable AUTEC leadership to achieve early identification of procurement issues

4.2.4 Advise and assist the Government plan to implement the early identification and alert solution for potential procurement errors as designed in 4.2.3. The contractor shall monitor the progress of the implementation, make continuous improvement recommendations, and shall notify the Government of significant issues, risks or deviation from the solution developed under 4.2.3.

4.2.5 Deliver a Technical Report IAW / CDRL A003.

4.3 Actuals Data Recording, Reporting and Billing.

The current actuals data collection, billing and reporting solution is complex, error prone, time consuming and manually intensive. The solution has evolved over time and as such consists of a large number of loosely integrated set of process modules supported by a variety of systems both IT based and manual activities. The supporting systems range from: commercially off the shelf product; government funded tailored software; MS Access; MS Excel; and manual activities. Because of the segmented way in which the solution has been developed and implemented, there can be inconsistency in terms and the lack of standardization of field names. There are three sets of semi-independent data in the system, including two data cubes, which results in a lack of consistency between the data. One of the biggest issues is the timeliness of information visibility in order to make meaningful, accurate and timely management decisions. Over 80% of the data collected during the project execution stage, which corresponds to majority of the costs, is held in the maintenance and operations (M&O) Contractor’s financial systems with limited visibility to the government.

The CAAS Contractor shall:

4.3.1 Advise and assist the Government’s investigation and analysis of source billing data accuracy, make continuous improvement recommendations, and shall notify the Government of significant risks and issues.

The M&O Contractors’ billing data will be made available for issue resolution through the GFI 6.4 Process Issue reports and public vouchers.

4.3.2 Deliver a Technical Report IAW / CDRL A004.

4.4 Situational Awareness, Performance Management and Executive Reporting.

AUTEC key subject matter experts (SME’s) compile, analyze and interpret logistics and financial information in the support of timely and accurate decision making. While much of the financial and project management data is contained within Navy ERP and other source systems it is being extracted, reformatted and analyzed using MS Excel before being presented to AUTEC leadership. In addition, the business rules and processes for these activities are not fully documented and the knowledge is limited to a small number of key SME’s. Errors are often identified in the resultant financials either during billing, or actuals versus budget analysis which makes identifying the root cause of the error and achieving a satisfactory outcome extremely difficult and time consuming for even the most experienced team of subject matter experts.

The following tasking will assist the government to define a strategy for implementation of an AUTEC performance management and executive reporting solution that will give AUTEC Business Operations and AUTEC leadership near real-time accurate situational awareness supporting more informed and timely decision making.

The CAAS Contractor shall:

4.4.1 Develop a detailed strategy, approach and a three year phased POA&M for implementing accurate near real-time role based situational awareness, alerts and performance management dashboards that will deliver a single authoritative view of key AUTEC performance information leveraging authoritative source data systems such as Navy ERP, STORESWEB etc. The situational awareness and performance management dashboards will present pre-determined Key Performance Indicators (KPI’s) that include consistent views of both project and commodity information.

4.4.2 Advise and assist the Government with the implementation of a pilot situational awareness and performance management dashboard for the AUTEC Business and Customer Operations (BCO) office.

The contractor shall monitor the progress of the implementation, make continuous improvement recommendations, and shall notify the Government of significant issues, risks or deviation from the strategy, approach and phased POA&M developed under 4.4.1.

4.4.3 Deliver a Technical Report IAW / CDRL A004.

5.0 PROGRESS REPORTS

The contractor shall deliver a monthly progress report to include narrative overview of significant events, achievements, issues and correspondence generated for the previous month, including status/progress against any project milestones and updates to open areas of concern.

5.1 The contractor shall deliver the status report in accordance with (IAW) CDRL A001.

7.0 QUALITY SURVEILLANCE AND PERFORMANCE STANDARDS

The Government will conduct quality surveillance via various methods including formal and informal meetings, review of technical reports, review of monthly progress reports, and review of deliverables. Contractor performance will be evaluated in the areas of staffing, task performance, problem resolution, timeliness and customer expectations. Responsiveness will be evaluated based upon the Government's experience interacting with the contractor during performance. Timeliness will be evaluated based on the contractor's ability to meet CDRL schedules with minimal variance. The attached Performance Requirements Summary Table (PRST) provides the criterion and evaluation factors to be considered.
