C11 STATEMENT OF WORK (JAN 2012)
Services are to be performed in accordance with the Statement of Work below.
Statement of Work
1.0 BACKGROUND:
1.1 Naval Underwater Warfare Center (NUWC) Division Newport has been working the counter Unmanned Underwater Vehicle (UUV) threat problem for the past two years. Multiple sensors are used in the process. There is a need to integrate the sonars to support the classification and verification of threats as well as reduce the instance of nuisance alerts. The integration effort includes aligning sonars to facilitate the integration, steering the verification sonar based on a ranked prioritization of primary alert sonar, and managing the assessment of that track data in the process of vetting out nuisance alerts.
1.2 NUWCDIVNPT owns several Sonardyne Sentinel Intruder Detection System and two Biosonics Underwater Acoustic Sentinel System (UWACS) sonars that are being used for a waterside security project. The Sentinel was designed to detect and track divers. The UWACS is used to focus on the Sentinel contacts to determine if the contact is truly a contact of interest. The goal of this effort is to integrate the two sonars such that there is a seamless capability to process and evaluate contacts from detection through classification.
2.0 SCOPE:
The contractor shall provide engineering and software algorithm support to the deployment, processing, and management of threat UUV contacts. The specific tasks are identified in the following.
2.2 APPLICABLE PROGRAMS/SYSTEMS

4.1.1.1 Deliverable: The Contractor shall deliver a process that provides for the alignment of Sentinel and UWACS sonar sensors in accordance with CDRL A001.
4.1.2 Threat Verification Module
The Contractor shall design algorithms and computer software that facilitate the transfer of fused track data to a split‐beam sonar for use in nuisance alert reduction.
These algorithms will assess the most threatening target and use a prioritization scheme when passing data to the split beam sonar. This capability shall support both diver and UUV threats. Product shall be in accordance with SEIWG ICD 0100.
4.1.2.1 Deliverable: The Contractor shall deliver a software module that provides the capability to assess threat contacts and filter out nuisance alerts in accordance with CDRL A002.

Supporting documentation in Wide Area Workflow (WAWF) for invoices shall include summaries of work charged during the period covered as well as overall cumulative summaries by individual labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of other direct costs (ODCs), materials, and travel, by TI, SLIN, or CLIN level. For other than firm fixed price subcontractors, subcontractors are also required to provide labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of ODCs, materials, and travel invoiced. Supporting documentation may be encrypted before submission to the prime contractor for WAWF invoice submittal. L40X COST PROPOSAL (JAN 2010)
(a) Content of Cost Proposal (Volume I). Offerors shall submit, along with Section B, cost information tracing cost data from the supporting data and calculations to Section B. The offeror shall supply the most currently available rates for direct labor, overhead, general and administrative expense, and any other factors used in developing the proposal. The offeror shall submit any information reasonably required to explain the estimating process, including:
(1) The judgmental factors applied and the mathematical or other methods used in the estimate;
(2) Any contingencies used by the offeror in the cost proposal; and Note: In determining a cost realism position for each offeror the Government will use any and all available information.
(b) Labor Costs. Provide full justification for all proposed direct labor rates (unburdened). Provide the current actual hourly wage rate for each key person proposed. Identify the date as of which the actual wage rate is current. If proposed direct labor rates vary from actual wages of key personnel, explain the basis for those rates. Trace proposed direct labor rates to proposed individual personnel.
(1) Traceability is required for the Government to determine the cost realism of the offeror's direct labor costs.
Normally the Government determines realistic direct labor costs using actual individual wages for key personnel (unless the offeror invoices category averages) and category average rates for non-key personnel.
(2) Offerors must support any proposed escalation factor with convincing rationale: factual data (including actual direct labor rates for at least three years) and complete supporting data and rationale for out-year escalation projections. In the absence of convincing rationale, the Government will use the current Data Resources Inc. (DRI) recommendation for Professional and Technical Workers in evaluating the offer.
(c) Indirect Costs.
(1) Offerors shall provide data on all indirect rates proposed including beginning and end date of the period covered by the rate and composite rate calculations, if any. Identify clearly the bases to which the rates are applied.
