Why no other processor, graphics card, or operating system will meet the Government minimum requirements:
Processor: The software being developed and installed on these systems requires a robust platform comprised at a minimum equal to that of the Intel Xeon family of processors with a minimum of 10 processor cores per cpu. The choice of the Intel chipset is to minimize risk of added engineering cost and schedule delays for the program as a result of potential configuration issues. The Intel chipset is currently used and therefore compatible with our current configuration and will minimize investigation into issues resulting from different processors. If such issues arise, it is estimated the cost to the government would be estimated at $20,000.00 and two months of scheduling delays.
Graphics Card: A minimum 4GB graphics card, currently being met by the NVIDIA Quadro is required for displaying data to the operator and preventing the system from hanging up due to the scrolling/zooming capability being performed during operation. The choice of the NVIDIA Quadro chipset is made due it’s unique ability to support native OPENGL instructions across Windows Remote Desktop sessions. The NVIDIA Quadro chipset is currently used and therefore compatible with our current configuration and will minimize investigation into issues resulting from poor OPENGL performance or the inability to display OPENGL across Windows Remote Desktop sessions. If such issues arise, it is estimated the cost to the government would be estimated at $100,000.00 and six months of scheduling delays.
Operating System: DON computers require a Microsoft operating system for required
Microsoft software to operate effectively which includes OS, Office Professional Plus, and Core CALs. These components are commonly bundled and known as "Microsoft Enhanced Desktop Bundle" or "Desktop Pro (DTP) ." The Core CALs provide access to the following standard server applications: Exchange, Windows, SharePoint, and system Center. This acquisition must be conducted on a brand name basis in order to eliminate a disruption in DON operations and to avoid a substantial duplication of costs that could not reasonably be recovered through brand competition at this time.
