Sole Source Justification for Mantec Services, Inc.

Capsule Loading Cover

Background

The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT), Platform and

Payload Integration Department, Missiles/Precision Strike Division, (Code 411) is the In-

Service Engineering Agent (ISEA) and Acquisition Engineering Agent (AEA) for

Tomahawk Capsules and peculiar support equipment. As part of this responsibility, the

Logistics Branch (Code 4014) is charged with supplying the Intermediate Maintenance

Activities (IMAs) with spare parts to replenish inventories. There is a present need for the purchase of Capsule Loading Covers (CLCs). The Capsule Loading Cover (CLC) is used to protect the TOMAHAWK Capsule Launching System (CLS) Capsule Closure

Assembly during handling, shipping and storage of the CLS All-Up-Round. Mantec

Services previously provided this requirement under contracts N66604-15-P-2629, N66604-14-P-0728 and N66604-09-C-2949.

Minimum Requirement

The contractor shall provide the facilities, fabrication services and material required to manufacture, test and inspect thirty (30) CLCs, in accordance with the drawing package

JCM-17759, Rev K.

Why Only One Source

This is a challenging project which requires advanced vacuum forming capabilities in order to form the Lexan polycarbonate dome to specifications and requires the use of a number of hard to find items. Due to a limited amount of Government Furnished

Material that can be supplied to the contractor, it is critical that the contractor does not make mistakes and require the purchase of these hard to acquire items such as the Lexan polycarbonate. If mistakes are made in the manufacture of this material, the added cost of procuring new material can range between $40,000 and $60,000 and the lead time to acquire these materials may be lengthy.

The process of certifying a capable company is extensive and the oversight the

Government will need to exhibit with a new vendor will be cost and time.

NUWCDIVNPT’s historical records indicate that sourcing this requirement with a new vendor may require more than 1,200 man hours by NUWCDIVNPT engineers for technical support, evaluation, deviations, and correcting discrepancies. Additionally, it may take an extra year or more for a new vendor to construct the parts correctly for use by the fleet.

Mantec’s tooling is set to the required precision; therefore the risk factor of discrepant material is minimal. In addition, the requirement to deliver a First Article Test Report will be eliminated as Mantec recently provided quality products.

Conclusion

Based on the aforementioned, this requirement must be procured on a sole source basis to

Mantec Services, Inc. as it is the only company capable of meeting this requirement.
