C11 STATEMENT OF WORK (JAN 2012)
Services are to be performed in accordance with the Statement of Work below:
Navy Enterprise Resource Program Management Services
Atlantic Undersea Test and Evaluation Center Migration
1.0 BACKGROUND:
1.1 The Naval Sea Systems Command converted numerous legacy financial and administrative systems into the Navy Enterprise Resource Planning (N-ERP) system over the course of Fiscal Year 2012. The Atlantic Undersea Test and Evaluation Center (AUTEC) is a detachment of the Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) which was included in the ERP conversion process. AUTEC is part of the Department of Defense (DoD) Major Range and Test Facility Base (MRTFB) and as such operates under the specific financial guidance for MRTFB activities as specified in DoD Instruction 7000.14R, the Financial Management Regulation (FMR). FMR guidance for MRTFB activities mandates cost and accounting methods that are different from Navy Working Capital Fund accounting which is used at NUWCDIVNPT. AUTEC is located outside the continental United States and has significant logistics and operational constraints as a remote detachment. These considerations required AUTEC to acquire specialized ERP support (Contract N66604-14-P-0588) to continue the business process migration in order to ensure continued FMR compliance and proactive resource stewardship. A phased approach of migration of AUTEC business processes was undertaken focusing on near- and long-term tasks. Near-term transition task to facilitate maintenance of day-to-day operations were scoped and completed during FY12. During FY13and FY14 near-term workflow and process inefficiencies resulting from the transition were resolved to achieve status-quo operation. The AUTEC program management team requires additional specialized contracted advisory and assistance services. Contractor services are required for Navy ERP (N-ERP) support in order to complete the business process realignment and workflow optimization, and the continued migration of applications to N-ERP systems for consolidation of business functions.
1.2 This contracted advisory and assistance service is in direct support of the AUTEC mission and will be funded by the AUTEC program office. Funding for this contracting will be allocated from the AUTEC MRTFB project and will be RDT&E appropriations with Contractor Advisory and Assistance Services (CAAS) authority from the NAVAIR 5.0 resource sponsor.
2.0 SCOPE:
The Contractor shall provide advisory and assistance services for the purpose of proposing implementation plans, process documentation, and analysis reports for utilization by the Government in the execution of continuous process improvement initiatives to ensure that AUTEC operation's maintains full compliance with FMR guidance for an MRTFB. Additionally the proposed process improvement initiatives shall ensure integration and compliance with N- ERP policies, procedures and primary objectives of financial and logistics transparency with the goal of achieving a fully compliant audit by 2017. To support these objectives the Contractor shall provide advisory and assistance technical and program management support with regard to the following areas:
1. Stabilization and optimization of implemented Navy ERP processes at AUTEC.
2. Recommended Design and implementation for continuous process improvement opportunities that leverage available Navy ERP capabilities.
3. Analysis of the impact of the changing needs and requirements, and to develop recommendations for inclusion into the N-ERP Budget Structure governing actions to be taken during FY15 & FY16 in order to move toward alignment with FMR guidance, MRTFB rules and N-ERP business rules, procedures and objectives.
4. Analysis of process and procedures to develop recommendations for the new ERP Budget Structure governing actions to be taken during FY16 and beyond in order to ensure alignment with FMR guidance, MRTFB rules and N-ERP business rules, procedures and objectives.
3.0 APPLICABLE DOCUMENTS:
The Contractor shall adhere to the all of the guides, instructions, and written standards stated under Section 3.1 and 3.2.

L31X TECHNICAL PROPOSAL
(a) Organization. In the Technical Proposal provide information and documentation in sufficient detail to clearly identify your overall qualifications. (MRTFB) financial guidance under DoD Instruction 7000.14R, the Financial Management Regulation (FMR).
2. Personnel- Offerors shall provide information demonstrating requisite experience:
a. Identify required experience and education available to execute the above technical approach with emphasis on the following characteristics:
b. Experience with the Navy Enterprise Resource Planning (N-ERP) implementation of the SAP system, N-ERP capabilities and limitations and Navy ERP organizational processes and procedures for modifications;

Demonstrated capability to analyze, assess and achieve implementation of ERP-based business processes in a working context either equivalent or analogous to Navy and/or DoD Major Range and Test Facility Base (MRTFB) activities and DoD Instruction 7000.14R, the Financial Management Regulation (FMR).

Past performance will be evaluated as an indicator of the Offeror’s expected future performance.
The currency and relevance of the information, source of the information, context of the data, and general trends in contractor's performance are representative of the types of data that may be considered. The Government may contact points of contact listed in the Offeror’s proposal for the purpose of obtaining additional past performance information. The Government may consider information concerning the Offeror’s past performance that is not contained in the proposal. This may include information furnished by points of contact not named in the proposal or information from other sources such as commercial rating services. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror will not be evaluated favorably or unfavorably on past performance.
A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
4. Cost
Cost will be evaluated based on the contractors proposed Firm Fixed Price for this effort.
Note: If only one offer is received the contractor will be contacted and required to supply cost and price data to support its proposed cost.
SECTION M - EVALUATION FACTORS FOR AWARD
M32X EVALUATION FOR AWARD - BEST VALUE
(a) Award will be made to the responsible offeror whose proposal contains the combination of those criteria offering the best overall value to the Government. This will be determined by comparing the difference in value of technical (non-cost) features of proposals with the difference in the cost to the Government. Offers will be evaluated on four evaluation factors, TECHNICAL CAPABILITY, PERSONNEL, PAST PERFORMANCE and COST.
(1) Technical Capability
(2) Personnel – to include experience
(3) Past Performance
(4) Cost
(b) Technical Capability, Personnel and Past Performance are listed in descending order of importance. When combined all non-price factors are significantly more important than Price.
However, Price is important and will be considered. The importance of price will increase with the degree of equality of the offers in relation to the other factors, or when it is so significantly high as to diminish the value of the other factors to the Government.
(c) Past Performance: The Government will evaluate past performance as an indicator of the offeror’s expected future performance. The currency and relevance of the information, source of the information, context of the data, and general trends in contractor's performance are representative of the types of data that may be considered. The Government will only consider past performance in the last three years relevant. The Government may contact points of contact listed in the offeror's proposal for the purpose of obtaining additional past performance information. The number of contacts, if any, will be determined by the Government at its discretion. Selection of contacts may be random.
(i) Past performance information may be provided by the offeror, as solicited.
(ii) The Government may consider information concerning the offeror’s past performance that is not contained in the proposal. This may include information furnished by points of contact not named in the proposal or information from other sources such the Past Performance Information Retrieval System (PPIRS).
(iii) In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror will not be evaluated favorably or unfavorably on past performance.
(d) Cost. The Government will evaluate proposed prices as described in FAR 15.404-1(c).
