Sole Source Justification Digital Signage Media Players

Background:

Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) Code 1041 received an Authority to Operate (ATO) for a networked Digital Signage (NERDS) solution at NUWCDIVNPT on September 20, 2011. Upon receipt of the ATO, NUWCDIVNPT awarded N66604-11-C-3805 to AERVA Inc. for 34 media players with software installed as well as installation and setup of their AerWave server software. The procurement also included two one year options for software licensing for the media players and server. The ATO was granted utilizing the AERVA hardware/software products as they were the only company to meet the requirements (below).

This procurement is for 55 AERVA media players with AERVA Enterprise Software package licenses, including Weather Widgets and RS-232 Commands. These media players will be used at 7 Naval Surface Warfare Center (NSWC) detachments in support of the Newport Real-time Digital Signage (NERDS) system.

Requirements:

· 55 Digital Signage media players meeting the following minimum requirements:

The Digital Signage solution must have an Authority to Operate (ATO) issued by Naval Network Warfare Command (NETWARCOM) and supported by an approved Certification and Acceptance (C&A) Plan by the Department of Defense Information Technology Security Certification and Accreditation Process (DIACAP).

· Software

· Must be DON Application and Database Management Systems (DADMS) approved

· Access to the Digital Signage (DS) Server and media players will be strictly controlled by a Common Access Card (CAC)/Public Key Infrastructure (PKI) based authentication.DS server is strictly web based with no software footprint on the client machine.

· Communication with the media players is controlled via the DS server only with no direct logon capability to the media players.

· Supports standard graphic (gif, tiff, jpeg, bmp) and media (mov, wmv, mpg) formats.

· Supports automated access of Really Simple Syndication (RSS) feeds.

· Supports Secure Socket Layer (SSL) protocol for network security and data integrity.

· Shall be able to use RS-232 serial control to do remote player management (i.e. remotely adjust functions of the screens to include brightness, volume, key lockout, rebooting selected monitors.

· Emergency override capability to inform the workforce of emergency notices during working hours,

· Event logging to keep accurate audit trail for a events/actions

· Hardware

· Media Players must be compliant to run on the Navy Marine Corps Internet (NMCI)

· Media players connecting to NMCI networks must comply with the NMCI Security Connection Approval Process1 (NSCAP) and/or the Department of Defense Information Technology Security Certification and Accreditation Process DIACAP.

· Communication between devices must be compliant with the DON Unclassified Trusted Network Protect Policy (U-TNPP)

· Media Players must not incorporate internal flash memory

Conclusion:

After 7 years of research and testing, and being operational for the past 3 years under an approved ATO, it has been determined that there are no other vendors except AERVA who can provide the necessary Digital Signage software and maintenance for the required products. These minimum specifications are determined by DOD and NETWARCOM policies enforcing Information Assurance (IA) compliance with Secure Socket Layer (SSL) and Common Access Card (CAC) logon. The AERVA media players went through the NMCI system transition process, where they were scanned and found to be Navy Marine Corps Intranet (NMCI) compliant, and were allowed to remain on the NMCI network. AERVA AerWave (software) has a DADMS ID of 55260 and NETWARCOM issued a new ATO on October 30, 2014 which is valid through October 30, 2017.
