AMENDMENT #0001

QUESTIONS AND RESPONSES

1. QUESTION: While researching the Bill of Materials (BOM), we have discovered some parts with end-of-life or limited availability. As we cannot gain approval of replacement parts prior to award, we will suggest replacement parts that meet or exceed the requirements of the current parts. Will the customer hold a design review after award to approve part replacements? If during the design review significant parts costs or board layout changes are required beyond what is shown on the current parts lists, will that be grounds for price adjustment?

RESPONSE: Replacement parts must be identified and approved prior to award. If offer is proposing other than items on suggested BOM list, offerors are to provide an explanation regarding how their proposed material meets the minimum requirements. This should help mitigate significant parts cost increases and price adjustments after award. Please identify specific parts when submitting offers and they will be addressed on a case by case basis prior to award. One such identified part is MSAU111. This part can be substituted by B1205XT-1WR2.

2. QUESTION: The bill of material identifies a fabricated heat sink, P/N 6699894 on the Converter/Amplifier board.

Can you provide a drawing for this part?

RESPONSE: This is not part of the build. Machine fabricated parts are being produced by NUWCDIVNPT.

Similarly, custom transformer T1 is being procured by NUWCDIVNPT. IRF130 transistor and PA04A amplifier and associated insulators should be procured and provided with the assemblies, but as the heatsink is not yet completed, mounting of these parts is beyond the scope of the project.

The Government creates parts lists for the entire assembly. The heat sink is part of the assembly. However, the

Government is not requesting offerors to build the entire thing, only part of it. Similarly with the T1 transformer, the PCB mounting blocks, the capacitor board, the nuts, screws and washers, the cover weldments, they are all part of the MK84 Mod 3 assembly, but not part of this procurement. The machine parts for this build are being made by

NUWCDIVNPT and the transformer is being procured by NUWCDIVNPT.

The Government is not providing any GFE. If the machined parts are completed the Government will install them once we have the board assembly.

3. QUESTION: Is a full set of Gerber Files available? The full set is typically comprised of a dozen files or more per board and is required for the most accurate price development. To be more specific, the following minimum set of Gerbers should be available for fabrication - Per layer:

a) Mechanical,

b) solder paste,

c) drill files,

d) silk screen (ink layer) 2 each,

e) masking layers 2 each,

f) stencil files (available)

RESPONSE: The files list on drawings 82174309A Conv Amp PCB and 8217427A Logic PCB are available and can be provided. Additional Gerber files are uploaded to FBO.

4. QUESTION: For production set up, a PCB layout database should be available. Is this information available? As an example a PAD or Mentor graphic layout tool should be available to provide X-Y coordinates for board layout.

Additional NRE may be required if these drawings are not available.

RESPONSE: No pick & place type files will be provided.

5. QUESTION: Are additional production work instructions available beyond the notes provided on the drawings provided?

RESPONSE: Please be more specific. Printed circuit boards shall meet IPC-2221. Fabrication to conform to IPC-

A-600, Class 2, as a minimum. Assembly workmanship should be compliant with the requirements of IPC-A-610, class 2.

QUESTION: We are referring to assembly instructions that cover anything that is not installed by machine (hand placed parts like connectors or wire assemblies). It is possible that all of the necessary instructions are on the drawings so there may not be any of these additional documents.

RESPONSE: The two small wires on the convertor amp board that come out of via 21 and connector J4 they needn't be concerned with. Just leave them unpopulated. No special additional instructions for the P1, J1 and J2 plastic connectors on the convertor amp board or JP1, JP2 J1, J2, J3, J4 or S1 on the Logic board. They should just follow standard practice and be flux residue free.

6. QUESTION: Is the BOM available in an Excel file or only in the pdf file provided?

RESPONSE: BOM of material is now provided in Excel file format.

7. QUESTION: Can you please supply us with the following program software?

TE28F128J3D-75- IC, 3 Volt Strataflash Memory

25LC640Ax-I/ST- IC, eeprom 8K x 8

XC3S400-4PQG208C- IC Spartan 3, 1.2V

XCF02SV-O20C- IC Platform Flash In-System

These IC require computer programming information in order to function. They cannot work unless programmed.

Whoever buys these IC's must program them , They do not come pre-programmed.

The screen shot section 2.3 you will notice it says "write data to the 25XX640A" . That is the kind information we need for the ICs listed.

RESPONSE: The Government believes this is above and beyond what we require. The Government does not provide software. Any programming of ICs for factory acceptance testing will be done here at NUWCDIVNPT. No programming should be performed by a contractor, that would be beyond the scope of testing that we require. The contractor should perform standard electrical point to point testing ensuring proper connectivity and ensure no shorting of traces.

8. QUESTION: We are unable to identify T1 location, P/N 53711-5992986, which is called out on the BOM for the Converter-Amplifier Board. It seems this may be a Navy Specification. Do you have specification 5992986? Or, can you advise the manufacturer and manufacture part number?

RESPONSE: The T1 transformer, heatsink, and all other hardware are not part of this procurement. The T1 transformer is a custom part being procured by NUWCDIVNPT and the hardware and heatsink are being fabricated by NUWCDIVNPT.
