QUESTIONS/ANSWERS POSTED
1. REFERENCE DRAWING 8555005.
THE TOLERANCES CITED IN THE LEGEND BOX ON SHEET 1 AND ON THE DRAWING SEEM INAPPROPRIATE TO THIS
FABRICATION AND WOULD CAUSE EXCESS COST. FOR EXAMPLE:
(A) THE CENTER-TO-CENTER LOCATIONS OF THE CASTER MOUNTING HOLES (SHEET 2 AT F-7) IN ITEM 8 WOULD HAVE A TOLERANCE OF +/- .005 ALTHOUGH THE HOLES THEMSELVES ARE NOMINALLY .063 LARGER THAN THE FASTENER
DIAMETER, AS ARE THE HOLES IN THE MATING CASTER.
(B) THE TWO PLACE DECIMAL FRAME BUILD HEIGHT DIMENSION (SHEET 1 AT C-8) WOULD CARRY A TOLERANCE OF +/- .010. THIS WOULD ADD MACHINING COST AND DOES NOT SEEM RELEVANT TO THE END USE OF THE ASSEMBLED CART.
(C) IN THE SAME AREA OF THE DRAWING THE .03 TRUE POSITION TOLERANCE ON THE BASE OF THE FOUR CASTER MOUNTING SURFACES WOULD PROBABLY BE ACHIEVED AFTER CONDUCTING THE STATIC OVERLOAD TEST BUT THE
FABRICATION ALONE WOULD REQUIRE MACHINING TO PASS INSPECTION.
QUESTION: CAN THE DRAWING BE RE-TOLERANCED MORE APPROPRIATELY?
ANSWER: The vendor cites drawing 8555005, but I believe that they mean the 8555004 FRAME WELDMENT, FUEL
TANK/AUR OFFLINE DOLLY.
(A) We can afford to widen the positional tolerance of the swivel caster mounting holes. This can be changed after the solicitation is closed by changing the center-to-center locations to basic dimensions with positional tolerancing that allows sizing more in line with the caster holes. Certainly, it does not need to be block tolerance for three digits.
(B) The vendor's note states that the tolerance on the frame's height is +/- .010 inches because it is two decimals. The block tolerance for the drawing is .030 inches for a dimension with two decimal places, per 8555004 Sht 1 Zone A2. The dolly needs to have a fairly tight height tolerance due to assembly/disassembly of each section of the weapon on the MK 38 & 39 dollies simultaneously. (The MK 38 & 39 have height adjustment mechanisms, with a limited range.) However, after the solicitation is awarded we could work with the vendor to increase this tolerance a small amount.
(C) The vendor discussed the True Position callout of .03, but the feature control fame has a surface profile callout of .03 inches. The intent of the surface profile callout is to control the relationship of the bottom casters and top casters to one another. As discussed in (B), the consistency of the height and alignment of the casters is important for mating, and various other weapon maintenance reasons, but there is room for some change. After the solicitation, we can adjust the GD&T on the surface profile, but we won't want to make it a large amount. The vendor did not specify what they were considering to be enough to significantly reduce the cost to produce the cost of fixturing the weldment, so if the change is not large, we can accommodate.
2. REFERENCE PERFORMANCE SPECIFICATION 8555003 AND HQ C-2-0027 AT 3.5.2 OF THE PERFORMANCE SPECIFICATION THE FA SEEMS TO REQUIRE IDENTIFICATION AS NLT (NOT LOAD TESTED) INDICATING THAT THE CONTRACTOR IS NOT TO PERFORM THE 9,000# STATIC OVERLOAD TEST ON THE FA. AT SECTION C OF THE SOLICITATION, HQ C-2-0027 (b) REQUIRES THE CONTRACTOR TO FULLY TEST THE FA (IN CONFORMANCE WITH DRAWING 8555002) BEFORE DELIVERY. THE CRITICAL AND MAJOR QA'S PER THE DRAWING (NOTES 7, 9 and 11D)
ENTAIL CONDUCTING CONDUCTING AND RECORDING THE LOAD TEST.
QUESTION: WHICH IS THE CORRECT INTERPRETATION?
ANSWER: The performance specification is clear about the vendor NOT LOAD TESTING the First Article dolly prior to submission.
