C11 STATEMENT OF WORK (JAN 2012)

Services are to be performed in accordance with the Statement of Work.

STATEMENT OF WORK

Survivability Assessment Support

1.0 BACKGROUND

The Naval Undersea Warfare Center (NUWC), Division Newport is the Navy’s principal test facility for Virginia Class Non-Propulsion Electronic Systems Environment Testing. The Survivability Assessment Team in Code 7213 performs over 10 thousand hours a year of environmental qualification testing. This testing requires Environmental test chambers capable of controlling temperature ranges from -40º C to 60º C and humidity control from 5 to 95%.

These industrial environmental chamber and cascade refrigeration systems require specialized service by licensed technicians to keep them operational.

2.0 SCOPE

This Statement of Work describes the task to maintain and repair the environmental test chambers and portable chillers located in building 114 at the Naval Undersea Warfare Center Division Newport, Rhode Island (NUWCDIVNPT). The Survivability Assessment Branch is a Service Cost Center operation, funded by various sources within NUWC, other Department of Navy sources, other DoD and non-DoD Government sources, and occasionally non-Government sources for tasking under its charter.

3.0 APPLICABLE DOCUMENTS

US Code, TITLE 42, CHAPTER 85, SUBCHAPTER VI , § 7671g National recycling and emission reduction program.

4.0 REQUIREMENTS

4.1 The contractor shall repair and service the following environmental test chambers and portable chillers at NUWCDIVNPT:

4.2 The chamber repairs are usually emergency repairs, so response time is crucial. The Contractor shall respond to the service call within 48 hours. Upon arrival at building 114, the Contractor will be provided with equipment documentation (GFI 6.1 and 6.2) and the Government’s Repair Schedule Requirement (GFI 6.3). After diagnosing the problem and prior to initiating the repair, the Contractor shall provide a cost and schedule estimate to the Survivability Testing Team Leader or designee. (CDRL A001)

4.3 Once the Survivability Testing Team Leader or designee approves the cost and schedule estimate via written notice, the Contractor shall initiate repairs. The Contractor shall provide all the necessary tools and materials required to make the repair. The Contractor shall remove any unusable reclaimed Freon. Prior to performing any “hotwork” (i.e. brazing, welding, or soldering), the Team Leader must be notified so that arrangements can be made with the facilities department to issue a burn permit and turn off the building smoke detectors.

Section M - Evaluation Factors for Award

M99X EVALUATION CRITEREA

(a) Award will be made to the responsible offeror whose proposal contains the combination of those criteria offering the best overall value to the Government. Offers will be evaluated on three evaluation factors, TECHNICAL UNDERSTANDING, PAST PERFORMANCE and PRICE. Technical Understanding and Past Performance are equal in importance, and when combined are significantly more important than price. However, price is also an important factor and will be considered. The degree of the importance of price will increase with the degree of equality of the proposals in relation to Non-cost factors, or when it is so significantly high as to diminish the value of the technical superiority to the Government.

(1) Technical Understanding. The Government will evaluate proposals to assess how well each offeror demonstrated its ability to perform the Statement of Work.

(2) Past Performance. Past performance will be evaluated as an indicator of the offeror’s expected future performance. The currency and relevance of the information, source of the information, context of the data, and general trends in contractor's performance are representative of the types of data that may be considered. The Government may contact points of contact listed in the offeror's proposal for the purpose of obtaining additional past performance information. The number of contacts, if any, will be determined by the Government at its discretion. Selection of contacts may be random.

(3) Price. Price will be evaluated based on the offeror’s total extended price for CLINs 0001, 0003, 0005, 0007, and 0009 where the total extended price is the offeror’s proposed firm fixed price multiplied by the quantity of hours in the relevant CLIN. NOTE: CLINs 0002, 0004, 0006, 0008, and 0010 are not to exceed amounts based on the Governments estimate and shall be proposed by the offeror.
