STATEMENT OF WORK

Temporary Zinc Removal System

PR 1300845894

1. BACKGROUND

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) is a Naval research activity operating under the direction of the Commander, Naval Sea Systems Command (NAVSEA). NUWCDIVNPT must comply with all federal, state, local, Department of Defense (DoD), Department of Navy (DoN) regulations and policies as they relate to environmental protection.

Wastewater generated at NUWCDIVNPT is processed by the City of Newport Wastewater Treatment Facility.

All wastewater discharged to the sanitary sewer must meet the effluent discharge limits of Chapter 13 Newport

Code of Ordinances in order to be processed by the Newport Wastewater Treatment Facility. These effluent discharge limits are referenced in Attachment 1.

In Building 1171, there is a 600,000-gallon pool of water used for acoustic testing. The clarity and quality of the pool water has degraded over time and is no longer acceptable to perform acoustic testing. In order to fix the water quality so that it is acceptable for acoustic testing, a filtration system was installed in April 2019. The filtration system includes a carbon filter and UV disinfection system. The system utilizes an automatic backflush feature, which discharges automatically and directly to the sanitary sewer. The carbon filter and UV disinfection system cannot be operated because the pool water and subsequent backwash water exceeds the zinc discharge standards for the City of Newport’s Wastewater Treatment Facility. The purpose of this project is to filter and remove zinc from the pool so the existing filtration system can operate and acoustic testing can resume.

2. SCOPE

The contractor shall provide NUWCDIVNPT with a temporary (rental) heavy metal removal system that is capable of reducing the current concentrations of heavy metals, including zinc, in the 600,000 gallons of pool water to less than the effluent discharge limitations referenced in Attachment 1. The system proposed shall be an Ion Exchange System and of the type and design that can reduce concentrations of zinc and other heavy metals to the maximum extent possible. The contractor shall also provide transportation and maintenance of the ion exchange tank(s), ion exchange media resin, pre-filter system and cartridge pre-filter replacements, initial set up and installation of the system, and removal of the system at the end of the rental period.

3. SYSTEM REQUIREMENTS

3.1 Initial Setup:

The contractor shall provide the initial setup, which will include lab analysis of the pool water, ion exchange tank(s), interconnecting tank hosing, and a pre-filter prior to the ion exchange system. The system will operate at a minimum of 15 gallons per minute (gpm) and a maximum of 55 gpm until the zinc concentration of the pool is less than the effluent discharge limitations.

The ion exchange tank(s) will be granular with typical metals capacity of 1.5-2.5 lb./ ft3. The footprint of the system must be less than 4 feet in length by 10 feet in width. The typical particle size of the tanks will be 10 x 30 mesh/600 x 2000 mm and a bulk density of 39-45 lb./ft3. The ion exchange tank(s) will operate within a pH range of 5 to 11 with a typical service flow rate of

1.0-2.2 gpm/ ft3 at a maximum temperature of 120 degrees Fahrenheit.

The pre-filter will consist of a multi-cartridge filter housing with a minimum of 10-micron filters. This will remove any suspended material that might foul the ion exchange tank(s). The pre-filter will have a typical flow rate of 150 GPM maximum operating pressure of 150 psig at

300 degrees Fahrenheit. The materials of construction for the filter are 316L Stainless Steel.

The contractor shall deliver the pre-filter separate from the ion exchange tanks and equipment for installation.

The contractor shall provide all necessary interconnecting hosing and connections.

Attachment #1

The contractor shall provide factory representative supervision during installation and during start-up.

3.2 Transportation and Maintenance of the Ion ExchangeTank(s):

The contractor shall provide initial ion exchange tank(s) as well as replacements when required .

Refer to Section 3.4 Resin Regeneration and Media Processing Replacement for additional details on replacement requirements.

All fresh tanks delivered shall be non-hazardous.

The contractor shall pick up all spent ion exchange tank(s) from NUWCDIVNPT and transport the spent ion exchange tank(s) to a fully permitted RCRA Part B facility for processing.

o The contractor shall be an approved carrier for transportation of hazardous waste o The contractor shall have all appropriate permits, certificates and transportation documentation to accept and process hazardous wastes; and must provide them to

NUWCDIVNPT.

o Ion exchange tank(s) must be approved as transportable hazardous waste containers by the

U.S. Department of Transportation o The contactor shall provide proper labels for marking hazardous ion exchange containers.

The contactor shall provide manifesting of all waste transported by the contractor after generation at NUWCDIVNPT

The contractor shall provide NUWCDIVNPT a copy of the manifest/bill of lading for each shipment of ion exchange tank(s) delivered for treatment.

NUWCDIVNPT must receive the original signed copy of the manifest with the complete generator signature and transported signature when it arrives at the RCRA Part B Facility.

The contractor shall ensure all tank(s) will be verified for proper flow and pressure tested for leaks and returned to fresh tank float

The contractor shall maintain consistent resin quality through rigorous quality assurance testing and resin replacement

3.3 Monthly Rental Period:

The proposed Ion Exchange System and equipment are on a monthly-rental period basis. The initial rental period will be one month. The contract shall include monthly options to extend the rental period, add additional pre-filter cartridges, and replace the media resin inside of the ion exchange tank(s) as referenced in the sections below. These options will be exercised until the concentrations of zinc and other heavy metals are reduced to the maximum extent possible and in accordance with discharge limits in Attachment 1, in order to operate the existing filtration system and resume acoustic in-water testing.

3.4 Resin Regeneration & Media Processing Replacement:

After the system is operating to remove the zinc from the pool water, the media resin inside of the ion exchange tank(s) may need to be changed out and replaced. The replacement of the ion exchange tank(s) is dependent on the quality of treatment and system performance as determined through evaluation by the contractor and samples analyzed by NUWCDIVNPT. The contractor shall provide a delivery/pickup of the ion exchange tank(s) with the necessary media resin. Refer to Section 3.2 Transportation and Maintenance of the Ion Exchange Tank(s) for additional information on transportation and disposal of the tanks.

3.5 Cartridge Pre-Filter Replacement:

The amount of 10-micron cartridge pre-filter replacements needed depends the concentration of the total suspended solids (TSS) in the pool water. The more TSS in the pool water, the more frequent the pre-filters will need to be replaced. The contractor shall provide the proposed pre-filter system, with extra filter cartridge replacements to have onsite. If the initial filters and spare sets are used before the rental system reduces concentrations of zinc and other heavy metals to the maximum extent possible and in accordance with discharge limits in Attachment 1, then the contractor shall provide the necessary cartridge pre-filter replacements. The contractor will also provide an operation and maintenance manual, which will be used by the Government to operate the filtration system and determine if a change out of the filters is required.

3.6 Operating Parameters:

This treatment system is designed to run within the following parameters:

o Maximum operating temperature of 120 degrees Fahrenheit (F) o Minimum flow rate of 15 gpm, maximum flow rate of 55 gpm o Maximum pressure of 75 PSIG (Maximum pressure of 50 PSIG @ > 110 degrees F) o Influent pH range of 5 to 9 S.U.

As described above, the contractor shall provide all materials and equipment for the portable

Wastewater Ion Exchange Service for the acoustic testing pool at Building 1171.
