PERFORMANCE WORK STATEMENT

PERFORMANCE WORK STATEMENT (PWS)

Title: Project Management Fundamentals Training

1. Background:

Our headquarters is located in Mechanicsburg, PA, with major detachments in Norfolk, VA, San Diego, CA, Indian Head, MD, Kittery, ME, and Jacksonville, FL. NAVSEALOGCEN serves as a technical agent for developing, maintaining, and assessing lifecycle logistics, maintenance, and supplier quality support policies, procedures, processes, Information Technology (IT) applications, including Web applications, and systems. NAVSEALOGCEN provides an interface between engineering, logistics, and quality assurance functions and performs a wide range of logistics support, maintenance, and supplier quality assurance functions using IT systems.

2. Objective:

The purpose of this requirement is to provide two (2) virtual, self-paced, on-demand training courses on the topic of Project Management for NAVSEALOGCEN employees which can satisfy all of the requirements in this PWS.

The Awardee must be certified through the Project Management Institute (PMI) to provide this accredited training.

3. Scope:

The contractor shall provide an appropriate level virtual on-demand course on the topic of Project Management for NAVSEALOGCEN personnel per the schedule below. A total of twenty (20) students will enroll in this course. The course will be on-line self-paced for a minimum of thirty five (35) hours to a maximum of one hundred and twenty (120) hours for each enrollee. The training course will begin fifteen (15) days after Contract Award and the exact Period of Performance will be defined in the Delivery section of the contract. The course shall be available for a total of fifty two (52) weeks.

Enrollment shall be completed by the contractor after the NAVSEALOGCEN On- Site Training POC provides the applicable list of personnel to the contractor. Upon completion of the course, each student shall receive a “Certificate of Learning”, showing that they have received PMI accredited training hours. This Certificate of Learning is NOT a Project Management Professional (PMP) Certification, but instead certifies that they have completed at least 35 hours of a Project Management training course accredited by the PMI. The Certificate of Learning shall indicate the number of hours completed. An additional twenty three (23) students are being contemplated for this course. This optional course would begin fifteen (15) days after Option Exercise and the exact Period of Performance will be defined in the Delivery Section of the Contract. The course shall be available for a total of 52 weeks. The course and all requirements are to be identical, including on-line self-paced course work, 35 to 120 hours per student, and course availability for a total of 52 weeks. As in the base requirement, the contractor shall complete any necessary enrollment of students, and all students shall receive an equivalent Certificate of Learning upon completion of the course. This secondary requirement is noted in CLIN 1001 as “Option Course One”.

The following items are applicable to this modification:

AMENDMENT 2 Q&A

Q1: Your command is requesting one virtual, self-paced on demand training course on the topic of Project Management. But, you want the same course offered two time to two different student populations?

A: Yes, the content of the course(s) shall be identical. Per PWS Paragraph 3 the second course is an option course, and is not guaranteed until option exercise in accordance with the option clause. In addition, there is no overlap in the student population taking the course(s).

Q2: Will the two courses have different start dates?

A: Yes, the courses shall have different start dates. The anticipated start dates are described in PWS Paragraph 3.

Q3: In Paragraph 3 of the PWS “Scope”, a requirement of the contractor providing “appropriately trained personnel”. Why are you asking for appropriately trained contractor personnel for a self-paced course?

A: We do not need appropriately trained personnel to instruct the course.

The first sentence of PWS Paragraph 3 has been revised to remove the reference to “appropriately trained personnel”. However, in accordance with PWS Paragraph 7, the contractor is still required to provide dial in capability or an e-mail address for questions and answers related to the course materials or course technology.

Q4: Is your command also seeking an instructor led virtual (live) course offered on the same content?

A: No, our command is seeking virtual, self-paced, on-demand training courses on the topic of Project Management per Paragraph 2 of the PWS.

Q5: Your command is asking for the course to be on-line self-paced for “a minimum of 35 hours to a maximum of 120 hours per student.” Does NAVSEALOGCEN actually want each student to take this many hours to complete one course? Most government agencies want a course to be completed as quickly as possible.

A: A virtual on-demand course is being sought so students can take the opportunity to fully understand the information rather than rushing through the topics. The minimum of 35 hours of course content is being sought to meet PMI training requirements for PMP certification, as well as guaranteeing that the course provides substantial information on the topics listed in PWS Paragraph 4 “Curriculum”. Per the Limited Source Justification included with this requirement, “The end result of this training is to provide a common Project Management methodology across the enterprise.” Additionally, in accordance with Paragraph 3 of the PWS, the course shall be available for student completion for a total of 52 weeks.

Q6: Is your command looking to use this training course as the basis of applying to take the PMI PMP Certification Examination? “Project Management Fundamentals” is basic knowledge, but may not cover all topics covered on the PMP Certification Examination.

A: The primary purpose of this course is to provide instruction regarding all of the topics listed in PWS Paragraph 4 “Curriculum”.

Q7: What is CONUS?

A: CONUS is defined as “Continental United States”.

Q8: Our course is offered through CANVAS or live sessions through ZOOM. Are these platforms acceptable?

A: Live sessions are not being sought with this requirement. In accordance with PWS Paragraph 7, the contractor will provide a virtual classroom environment or Web Based Training (WBT) capability that allows Government access. All platforms that allow for Government access are acceptable.

Q9: If the 35-120 hours of training is offered through 4 separate courses (estimated at 11 weeks each for a total of 52 weeks) is this acceptable?

A: No. In accordance with PWS Paragraph 3, the government is seeking one virtual, self-paced course available for 52 weeks. The course is being procured for two separate groups of students to begin at separate times.

Q10: Our course requires weekly assignment submissions with grading for completion of the course. Is this acceptable?

A: As stated in PWS Paragraph 2 “Objective”, the government is seeking virtual, self-paced, on-demand training on the topic of Project Management.

The methodology and tools utilized to teach the course are at the discretion of the contractor; however, assignments with specified due-dates or completion dates are incongruent with “virtual, self-paced, on-demand training”.

Q11: Our course may be set for an availability of 52 weeks, but the instructor will only be available for 11 weeks. Is this acceptable?

A: Yes, this is acceptable. In accordance with our answer to question 3, we are not seeking instructor availability to conduct the course. However, the contractor is still required to provide dial in capability or an e-mail address for questions and answers related to the course materials or course technology.

Q12: Are offers from non-PMI certified companies acceptable?

A: No. Per PWS Paragraph 2 “Objective”, the awardee must be “certified through the Project Management Institute (PMI) to provide this accredited training”.

Q13: Is this a brand new contract, or is there an incumbent performing these services?

A: This is a brand new requirements and there is no incumbent.
