1) QUESTION: PLEASE CLARIFY THE HEADCOUNT PER SESSION. THE GOVERNMENT REFERENCED 825 STUDENTS TOTAL ‐ IS THAT TOTAL PER SESSION (APPX.), TOTAL PER YEAR, OR TOTAL PER THE 3 YEAR

CONTRACT?

ANSWER: THE EXACT NUMBER OF STUDENTS PER SESSION IS NOT KNOWN AT THIS TIME AND IS NOT FEASIBLE TO BE ESTIMATED. NAVAL SEA LOGISTICS CENTER CURRENTLY HAS APPROXIMATELY 825 EMPLOYEES IN LOCATIONS ACROSS THE COUNTRY. THE INTENT IS TO PROVIDE THE TRAINING TO ALL CURRENT NAVAL SEA LOGISTICS CENTER EMPLOYEES IN THE BASE YEAR. THERE WILL BE APPROXIMATELY 825 STUDENTS BEING TRAINED IN THE BASE YEAR, SPREAD OVER TWO VIRTUAL COURSES. EACH OPTIONAL TRAINING WILL INCLUDE ONLY NEW EMPLOYEES THAT WERE NOT PREVIOUSLY PROVIDED THE TRAINING. THE GOVERNMENT ESTIMATE FOR TOTAL STUDENTS IN EACH OPTION YEAR IS 150. THE INDIVIDUAL CLASS SIZES FOR THE OPTION YEARS IS NOT KNOWN AT THIS TIME. THIS NUMBER IS AN

ANSWER: THE USE OF SIMPLIFIED ACQUISITION PROCEDURES DOES NOT REQUIRE THE USE OF THE

UNIFORM CONTRACT FORMAT; THEREFORE THERE ARE NO SECTIONS TO THE SOLICITATION.

THE BASIS OF AWARD WILL BE LOWEST PRICE TECHNICALLY ACCEPTABLE. THE TECHNICAL PORTION WILL BE EVALUATED IN ACCORDANCE WITH NAVSEA TEXT, M‐215‐H004 BASIS OF AWARD, PARAGRAPH 2 “In order to be determined technically acceptable, offers must meet or exceed the specifications, and other terms and conditions in the solicitation and any subsequent amendments.” THE “Course Overview and Class Schedule” REQUIRED BY PWS PARAGRAPH 5(c) WILL BE EVALUATED TO DETERMINE IF THE OFFER

MEETS THE SPECIFICATIONS OUTLINED IN THE SOLICITATION AND SUBSEQUENT AMENDMENTS.

THE GOVERNMENT WILL EVALUATE PAST PERFORMANCE UTILIZING GOVERNMENT RESOURCES SUCH AS CONTRACTOR PERFORMANCE ASSESSMENT REPORTING SYSTEM (CPARS). OFFERORS MAY SUBMIT ANY

PAST PERFORMANCE REFERENCES.

PRICING WILL BE EVALUATED BASED ON TOTAL PRICING. M‐215‐H004 BASIS OF AWARD STATES, “Response to this solicitation by fully filling in all pricing and applicable clauses, represents the only acceptable quote.”

ANSWER: THE TARGET AUDIENCE IS ALL NAVAL SEA LOGISTICS CENTER EMPLOYEES.

PERFORMANCE WORK STATEMENT (PWS)

Title: Civility in the Workplace

1. Background:

Naval Sea Logistics Center (NAVSEALOGCEN) is an Echelon V Field Activity for the Naval Sea Systems Command, Washington, DC. Our headquarters is located in Mechanicsburg, PA, with major detachments in Norfolk, VA, San Diego, CA, Indian Head, MD, Kittery, ME, and Jacksonville, FL. NAVSEALOGCEN serves as a technical agent for developing, maintaining, and assessing life-cycle logistics, maintenance, and supplier quality support policies, procedures, processes, Information Technology (IT) applications, including Web applications, and systems.

NAVSEALOGCEN provides an interface between engineering, logistics, and quality assurance functions and performs a wide range of logistics support, maintenance, and supplier quality assurance functions using IT systems.

2. Objective:

The purpose of this requirement is to provide two (2) 1.5 hour training courses for NAVSEALOGCEN employees in a virtual environment that can satisfy all of the requirements in this

PWS.

3. Scope:

The contractor shall provide appropriately trained personnel to conduct on-line, live, instructor led courses for the following

Civility in the Workplace training for NAVSEALOGCEN personnel per the schedule below. There will be two (2) trainings in the base year and an optional two (2) trainings in each option year.

Course Title: Civility in the Workplace No. of Sessions: Two (2) Duration per Session: 1.5 Hours No. of students:

Base Year: Approximately 825 students in total, to be divided into two sessions. Individual class sizes may vary.

Option Year One: Approximately 150 students in total, to be divided into two sessions. Individual class sizes may vary.

Option Year Two: Approximately 150 students in total, to be divided into two sessions. Individual class sizes may vary.

Dates: Between date of award to 30 April 2023

Specific dates to be mutually agreed upon at time of award.

Location: Virtual CONUS

4. Curriculum

The training will be based upon the contractor’s course material. Training curriculum must include the following topics:

Civility and performance o The high costs of thoughtless actions that cause people to feel disrespected o How civility affects inclusion, communication, trust, collaboration, and performance What is civility? How civil are you?

o Checklist (self-test). (Deliverable A001) o What are you doing and saying that spreads civility?

o What to Do, What to Stop o Triggers o How energy management and taking care of yourself primes you for success Civility fundamentals o What to focus on to enhance inclusion, communication, trust, collaboration, and performance (e.g., actively listen; give thanks, recognition, and feedback)

How leaders and organizations build and sustain a civil culture o Recruit o Coach o Score o Practice

5. Deliverables:

(a) Pre-Course Telephone Conference - The contractor shall arrange for a pre-course telephone conference between the NAVSEALOGCEN training POCs and the Contractor assigned instructor to discuss composition of class students, experience levels, expectations, schedule course dates, plan class hours, tailoring of the course curriculum for NAVSEALOGCEN, laptop/NMCI connectivity and logistics. The contractor shall provide minutes of this meeting to NAVSEALOGCEN training POC. (Deliverable A002)

(b) Course Training Materials – The contractor shall provide to the students any pertinent electronic training materials at the beginning of the course. (Deliverable A001) Contractor pricing for the training shall be inclusive of all training material costs (training materials will not be separately priced).

(c) Course Overview and Class Schedule – The contractor shall include with their quotation an overview summary of the training (synopsis).

(d) Course Attendance Rosters – The contractor shall conduct an attendance roll-call and record the results in a Course Attendance Roster. This Roster shall be presented to the NAVSEALOGCEN training POC immediately upon completion of each training course. (Deliverable A001). A copy of this Roster must also be attached to Contractor invoices in accordance with the provisions of Paragraph 12 of this PWS.

6. Government–Furnished Equipment and Government-Furnished Information:

No Government-Furnished Equipment or Government-Furnished Information is anticipated.

7. Security:

N/A Virtual Classroom

8. Course Location:

Contractor will provide the virtual classroom environment webcast or Web Based training (WBT) capability podcast industry standards that allow government access. In addition, dial in capability for questions and answer sessions shall be provided.

9. Scheduling/Relocation/Reschedule/Cancellation of Courses:

In the event the course date must be changed, the Government will make every attempt to provide a 30 day advance notification of new dates. The contractor will not be paid for any courses cancelled or rescheduled 14 days (or more) prior to class start date. After that point, the contractor may submit a request for payment of a $2,000 cancellation fee. The NAVSEALOGCEN training POC or designee must provide any changes to the course schedule in writing to the NAVSEALOGCEN Contracting Officer for approval.

10. Period of Performance:

(a) The Period of Performance for this requirement is date of award to 30 April 2023 for the base year, 1 May 2023 to 30 April 2024 for option year one and 1 May 2024 to 30 April 2025 for option year two.

(b) The negotiated dates for all training courses will be agreed upon/scheduled between the NAVSEALOGCEN Training POC and contractor after the contract is awarded.

(c) The trainings must be scheduled during NAVSEALOGCEN’s normal work hours. The work hours for purposes of this PWS are:

i. Training 1: 0700 EST to 1630 EST

ii. Training 2: 0700 PST to 1630 PST

11. Travel:

None.

12. Invoicing Process:

(a) All contractor invoices shall be submitted electronically via the Wide Area Workflow (WAWF) to the Government representatives identified in the contract. WAWF information is available at: http://www.dla.mil/j-3/wawf/.

(b) The NAVSEALOGCEN training POC will be responsible for reviewing and approving all expenditures claimed in the invoice. The NAVSEALOGCEN training POC may designate a representative to assist in the review of the invoices.

(c) Invoices submitted in WAWF without all completed course attendance rosters attached for the period being covered will be rejected by the NAVSEALOGCEN training POC.
