1) Will the equipment once provided (purchased for the project) be considered Government Furnished Equipment (GFE) and an ODC cost to the contract since it is assumed they will connect to Government networks?
Answer: The equipment being provided for use is Government Furnished Equipment already owned by the NSWC Philadelphia Division CIO office. This equipment will be checked out and returned on a daily basis and only be used for scanning purposes. Contractors are expected to provide their own laptops, and keep them - they will not become property of the government at the end of the contract. Only exception is ACAS scanners, we are required by policy to provide them for use and have them returned to us when scans are completed (check-out, check-in process.)
2) On page 81 section “4. Travel/CAC/Equipment” the government states: “Contractor travel maybe required. The contractor shall supply all necessary qualified personnel, technical services, materials, and necessary travel in support of the requirements. The contractor shall perform work in support of this contract at Naval Surface Warfare Center, Philadelphia, PA with travel as needed.” On page 85 the government states: “Arrangements for and costs of all travel, transportation, meals, lodging, and incidentals are the responsibility of the Contractor.” Is it the government’s intent that the contract include all estimated travel costs in the overall price? If so, would the government please give an estimation on the amount of travel required?
Answer: All onsite work is expected to be performed at Naval Surface Warfare Center, Philadelphia. This was a contingency in case of local travel. We do not expect any travel out of the immediate area.
3) On page 78 of 85, section "1. Introduction" the government states: "Medium size (complexity) packages are typically comprised of one operating system. Large size (complexity) packages are typically comprised of two or more operating systems and contain a mix of work stations and servers." Can the government provide additional detail on the inventory of these categories of systems to allow all bidders to more accurately scope the level of effort needed for each package? For example, what is the size of a medium or large system, how many nodes, domains, network devices, workstations, and servers comprise a typical category of system? A range of estimates would be sufficient to aid in scoping this project.
Answer: A medium system is estimated to be 6-19 devices; a large system is estimated to be 20 or more devices.
4) On page 84 of 85, section "7. Badges/Building Access", the government states: "Work shall be accomplished on-site at Philadelphia, PA and at the contractor's site. Travel may be required, as necessary". Is the contractor to perform the majority of the work on their site, and travel to the Philadelphia location when needed for inventory, briefings, delivery, etc. Or is the contractor required to have personnel at both locations?
Answer: The contractor is expected to be onsite at Naval Surface Warfare Center, Philadelphia to perform work such as inventory, scans, STIGs, etc. Work in the eMass tool can be done offsite.
