3. Technical Specifications/Salient Characteristics:
CLIN Technical Specifications/Salient Characteristics
1. Remanufacture OA-9243A(V)3/SR Antenna Tilt Group (ATG) (QTY 2) (receive configuration) removed from DDG-86 in San Diego, CA
2. Remanufactured tilts will return the tilt to a fully operational condition to include any corrosion preventative enhancements that the OEM has implemented to extend the life of the tilt.
3. Remanufacturing will include implementing grounding methods as stated in MILSTD 1310(), NAVSEA EMI Guidance Drawing, SMITS Guidance document #s 62297 and 72521 (cascading ground strap requirement/approval) prior to delivery
4. Deliver on or before 09/30/2019 to shipping location
5. FOB destination
Additional Information:
• Two new or previously refurbished OA-9243A(V)3/SRs may be provided instead of two remanufactured OA-9243A(V)3/SRs from the ship as long as the products meets the price estimate and technical specification requested in DOEP.
• Defective ATGs will be shipped to winning vendor upon contract award.
4. Questions/ Quotation Submissions:
(a) Vendors shall submit questions electronically for this solicitation no later than WEDNESDAY, 10 APRIL 2019, at
2:00PM (EST)
(b) Vendors shall submit quotations electronically for this solicitation no later than FRIDAY, 12 APRIL 2019, AT
2:00PM (EST)
(c) Submittal shall be emailed to Contract Specialist email address: brianna.durtschi@navy.mil
5. Evaluation Criteria
All quotations will be evaluated based on Lowest Price Technically Acceptable. Technical acceptability for this request is defined as a quotation that:
1. Lowest-Price Technically Acceptable (LPTA)
2. Provide pricing for ALL the brand name parts requested
3. Confirm remanufactured tilts will return to a fully operational condition to include any corrosion preventative enhancements that the OEM has implemented to extend the life of the tilt.
4. Confirm remanufacturing will include implementing grounding methods as stated in MILSTD 1310(), NAVSEA EMI
Guidance Drawing, SMITS Guidance document #s 62297 and 72521 (cascading ground strap requirement/approval) prior to delivery.
5. Provide delivery can be completed for all ordered items by 09/30/2019.
