4. EVALUATION CRITERIA:
TECHNICAL ACCEPTABILITY STANDARDS FOR LPTA
All proposals will be evaluated based on Lowest Price Technically Acceptable. Technical acceptability for this request is defined as a proposal which must:
(1) Provide pricing for material line items requested in Section 2;
(2) Proposes only new manufactured equipment, proposes Equal Part Number requested meeting Technical Specifications/Salient Characteristics requested and provides specs with bid; and
(3) Delivery no later than 60 days after receipt of award for all items
Quotes will be evaluated for price reasonableness IAW FAR 13.106-3. The price evaluation will be based on the total price proposed for all CLINs. Quotes must be compliant with the terms and conditions of the solicitation for the offeror to be eligible for award.
QUOTES THAT DO NOT CONFORM TO THE REQUIREMENTS STATED HEREIN MAY BE DETERMINED UNACCEPTABLE AND MAY BE REJECTED WITHOUT FURTHER EVALUATION.
5. QUOTE REQUIREMENTS
Quote Format: Quotes shall be submitted in accordance with the instructions concerning the submission of electronic quotes below.
Offerors shall submit their quotes electronically to SPAWAR Systems Center Atlantic under the instructions contained in this provision.
Offerors shall submit their quotes as “PDF” documents.
Questions are due no later than 12 February 2019, 3:00 PM (EST)
Quotes are due no later than 14 FEBRUARY 2019, 3:00 PM (EST)
Offerors shall email their question and quotes to the Contract Specialist, Jason Volpi, jason.volpi@navy.mil by said date and time.
Quote must include, CAGE Code, DUNS, Expiration Date, Business Address (same must be reflected in SAM).
A concise and comprehensive submission is desired. The quote shall be sufficient to enable evaluators to make a thorough and complete evaluation, and to arrive at a sound determination as to whether only the requirements of this RFQ are satisfied (DARO, PNs, Other Technical Specs, etc.).
In preparing the quote, emphasis should be placed on brief, complete, and factual data. Organization, clarity, accuracy of information, relevance, and completeness are of prime importance. Statements such as “will comply” or “noted and understood" that do not include supporting narrative to define compliance are not acceptable. Cursory responses or responses which merely reiterate or reformulate RFQ language will not be considered as satisfying the requirements of the RFQ or as demonstrating the ability to perform. Government requests quotes submitted include expiration date 60 days from date of quote.

6. AWARD:
SPAWARSYSCEN Atlantic will award a FFP purchase order to the responsible Offeror whose offer conforms to the RFQ.
CAUTION: In order to maintain a proper competitive environment, all communication related to pending delivery order competitions must be directed to the Ordering Officer or it will preclude your company from competing on that specific delivery/purchase order.
SIMPLE ACQUISITION PROCEDURE (SAP) ONLY
1. Request all e-mail correspondence after award include the Contract number and Delivery Order number in the subject line of the e-mail.
2. Request WAWF invoices submitted to: Name TBD within 72hrs of material shipment.
3. Request packing list be included with every shipment and that it contains: complete delivery address, Contract number, Delivery Order number and Contract Line Item Number(s) (CLINs) contained in the shipment.

52.202-1 DEFINITIONS (NOV 2013)
When a solicitation provision or contract clause uses a word or term that is defined in the Federal Acquisition Regulation (FAR), the word or term has the same meaning as the definition in FAR 2.101 in effect at the time the solicitation was issued, unless--
(a) The solicitation, or amended solicitation, provides a different definition;
(b) The contracting parties agree to a different definition;
(c) The part, subpart, or section of the FAR where the provision or clause is prescribed provides a different meaning; or
(d) The word or term is defined in FAR Part 31, for use in the cost principles and procedures.

52.204-3 Taxpayer Identification (Oct 1998)
(a) Definitions.
“Common parent,” as used in this provision, means that corporate entity that owns or controls an affiliated group of corporations that files its Federal income tax returns on a consolidated basis, and of which the offeror is a member.
“Taxpayer Identification Number (TIN),” as used in this provision, means the number required by the Internal Revenue Service (IRS) to be used by the offeror in reporting income tax and other returns. The TIN may be either a Social Security Number or an Employer Identification Number.
(b) All offerors must submit the information required in paragraphs (d) through (f) of this provision to comply with debt collection requirements of 31 U.S.C. 7701(c) and 3325(d), reporting requirements of 26 U.S.C. 6041, 6041A, and 6050M, and implementing regulations issued by the IRS. If the resulting contract is subject to the payment reporting requirements described in Federal Acquisition Regulation (FAR) 4.904, the failure or refusal by the offeror to furnish the information may result in a 31 percent reduction of payments otherwise due under the contract.
(c) The TIN may be used by the Government to collect and report on any delinquent amounts arising out of the offeror’s relationship with the Government (31 U.S.C. 7701(c)(3)). If the resulting contract is subject to the payment reporting requirements described in FAR 4.904, the TIN provided hereunder may be matched with IRS records to verify the accuracy of the offeror’s TIN.

52.204-8 ANNUAL REPRESENTATIONS AND CERTIFICATIONS (OCT 2018)
(a)(1) The North American Industry Classification System (NAICS) code for this acquisition is 334417.
(2) The small business size standard is 1,000 employees.
(3) The small business size standard for a concern which submits an offer in its own name, other than on a construction or service contract, but which proposes to furnish a product which it did not itself manufacture, is 500 employees.
(b)(1) If the provision at 52.204-7, System for Award Management, is included in this solicitation, paragraph (d) of this provision applies.
(2) If the provision at 52.204-7, System for Award Management, is not included in this solicitation, and the Offeror has an active registration in the System for Award Management (SAM), the Offeror may choose to use paragraph (d) of this provision instead of completing the corresponding individual representations and certifications in the solicitation. 52.204-20 PREDECESSOR OF OFFEROR (JUL 2016)
(a) Definitions. As used in this provision– “Commercial and Government Entity (CAGE) code” means–
(1) An identifier assigned to entities located in the United States or its outlying areas by the Defense Logistics Agency (DLA) Commercial and Government Entity (CAGE) Branch to identify a commercial or government entity; or
(2) An identifier assigned by a member of the North Atlantic Treaty Organization (NATO) or by the NATO Support and Procurement Agency (NSPA) to entities located outside the United States and its outlying areas that the DLA Commercial and Government Entity (CAGE) Branch records and maintains in the CAGE master file. This type of code is known as a NATO CAGE (NCAGE) code.
“Predecessor” means an entity that is replaced by a successor and includes any predecessors of the predecessor.
“Successor” means an entity that has replaced a predecessor by acquiring the assets and carrying out the affairs of the predecessor under a new name (often through acquisition or merger). The term “successor” does not include new offices/divisions of the same company or a company that only changes its name. The extent of the responsibility of the successor for the liabilities of the predecessor may vary, depending on State law and specific circumstances.

(1) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless an agency has considered suspension or debarment of the corporation and made a determination that suspension or debarment is not necessary to protect the interests of the Government; or
(2) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where the awarding agency is aware of the conviction, unless an agency has considered suspension or debarment of the corporation and made a determination that this action is not necessary to protect the interests of the Government.

(End of provision) 52.223-22 PUBLIC DISCLOSURE OF GREENHOUSE GAS EMISSIONS AND REDUCTION GOALS-REPRESENTATION (DEC 2016)
(a) This representation shall be completed if the Offeror received $7.5 million or more in Federal contract awards in the prior Federal fiscal year. The representation is optional if the Offeror received less than $7.5 million in Federal contract awards in the prior Federal fiscal year.

252.232-7006 WIDE AREA WORKFLOW (WAWF) PAYMENT INSTRUCTIONS (MAY 2013)
(a) Definitions. As used in this clause-- Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization.
Document type means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.
(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall--
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for selfregistration available at this Web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.
(e) WAWF methods of document submission. Document submissions may be via Web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:
(1) Document type. The Contractor shall use the following document type(s).

(5) WAWF email notifications. The Contractor shall enter the email address identified below in the “Send Additional Email Notifications” field of WAWF once a document is submitted in the system.
