JUSTIFICATION FOR SINGLE SOURCE < SIMPLIFIED ACQUISITION THRESHOLD (SAT)
(Ref: FAR 13.106-1(b)(1))
- Complies with the requirements of Department of Navy Simplified Acquisition Procedures Guide for simplified acquisition wherein competition is limited to a sole source or brand name specification. Utilize for FAR Part 13 acquisitions at or below the simplified acquisition thresholds defined in FAR 2.101 that are either (1) solicited from a single source, or (2) contain brand name specifications.

- Applicable only to FAR Part 13 acquisitions within the simplified acquisition thresholds defined in FAR 2.101.

PROCUREMENT SYNOPSIZE
To be completed by the Contract Specialist after synopsizing the proposed procurement through FedBizOpps (>$25K) and SPAWAR e-Commerce (>$15K) for brand name and sole source acquisitions.
In an effort to solicit offers from as many offerers as practicable, this requirement was synopsized on in accordance with the provisions of FAR Part 5.
NOTE: Indicate if any responses were received, and explain how it was concluded that the respondent(s) would be unable to satisfy the requirements of the proposed procurement. If a synopsis of the proposed procurement was not published in FedBizOpps, explain why not, including the applicable FAR 5.202 regulatory exception.

(1) ea. p/n: 135361 DirecTV LNB TextField: The equipment being procured will be utilized for TV-DTS antenna system. This antenna system with fiber optic interface is a unique one of a kind system in several aspects. All weight and moments related to location have been calculated and approved for the installation of this antenna system. This was calculated in accordance to its size, weight and placement at the very top of the superstructure. This is a first in its class multi band antenna system, which allows users to receive TV on Global Circular C Band or both Linear and Circular Ku Band satellite services. The QOR architecture incorporated in the antenna system includes two high efficiency back fire circular/linear orthogonal antenna systems utilizing a common suite of electronics on the same stabilized pedestal and Digital Antenna Control unit (DAC). This relieves the user from having to change out Low noise block down converter ( LNB ) when changing operational zones of Ku to C Band reception. This also reduces the number of antenna systems required topside. With this advance capability forward deploying units will be able to receive Armed Forces Radio & Television broadcast anywhere in the world. The brand name equipment falls under the Coast Guard Program Office, CG-9335. The equipment is evaluated, documented, integrated, inspected, tested for compliance and acceptance criteria in accordance with the Coast Guard Program Office, CG-9335.
The brand name items are required in order to be compatible with the form, fit and function of the existing configuration antenna system. Any deviation to the Coast Guard Program Office, CG-9335 would require new operational testing and changes to the following program documents: Size, Weight, Power, and Stability calculation shipboard Installation drawings. The extra manpower costs and time to perform such additional work could cost in excess of $500,000.00 as well as an estimated 350 additional labor hours to re-certify the current antenna system. The required equipment underwent substantial testing to certify unique parts. Switching to another manufacturer(s) would also deviate from the approved Defence Media Agency requirements and would delay the installation of required antenna system.
| TextField: Sea Tel’s QOR (Quadrature Oriented Reflectors) technology is the sole system in this class of antenna. It is a patented system of two reflector dishes on one stabilized antenna system. There are a very limited number of commercial at sea television antenna system manufacturers. There is no known system that duplicates the form and function of this system. |
| TextField: The U.S Coast Guard has already installed this antenna and fiber optic system on its National Security Class of deep water cutters. Logistics, drawings and training has been provided on this particular antenna and configuration. Only one other known antenna system even close to the capability of the SeaTel system is an Orbit antenna system. This foreign owned company based out of Israel. Sea Tel is a U.S. subdivision of COBHAM. COBHAM is a leading U.S. defense manufacturer specializing in military communication systems and antenna throughout the defense network. Sea Tel is based in the San Francisco Bay area. |
