SECTION C – DESCRIPTION/SPECS/WORK STATEMENT
SPECIFICATIONS/STATEMENT OF WORK/PERFORMANCE WORK STATEMENT
Work under this performance-based contract will be performed in accordance with the following description/ specifications/ statement of work (SOW) which herein will be referred to as Performance Work Statement (PWS):
SHORT TITLE: ECONOMIC IMPACT ANALYSIS
1.0 PURPOSE
The purpose of this research effort is to complete a comprehensive economic impact analysis of all Space and Naval Warfare Systems Center Atlantic (SPAWARSYSCEN Atlantic) facilities in the United States with a specific focus on the facilities located in Charleston, South Carolina. The contributions of SPAWARSYSCEN Atlantic to technological development include a general expansion of the knowledge economy as well as a specific focus on the development of cyber security, which is becoming increasingly important in all regions that rely on technology-driven industries for economic growth.
The economic impact of each SPAWARSYSCEN Atlantic facility can be observed through its effects both at the local and national levels through job and income creation, local procurement efforts that support a large volume of local suppliers and defense contractors, and through promoting technological development that helps to support and increase long-run economic growth rates. Local regions with a high percentage of technology-driven sectors are among those that are growing at the fastest rates across the country, meaning that SPAWARSYSCEN Atlantic facilities are generally providing a disproportionately large contribution to the health of the local economies in which they are engaged.
1.1 SCOPE
There are four primary economic impacts, as introduced above, that arise from the SPAWARSYSCEN Atlantic facilities that will be documented in this analysis. These are: (1) regional expenditures and procurement activity; (2) payroll employment; (3) contributions to the development of the knowledge economy; and (4) contributions to the development of the cyber security industry. In addition, there are three standard measures that are used by regional economists that will be used in this analysis to quantify each of these economic impacts: employment (job creation), labor income, and overall economic output.
1.2 BACKGROUND
SPAWARSYSCEN Atlantic requires an update to the Economic Impact Analysis provided in 2013. The analysis is to provide SPAWARSYSCEN Atlantic’s effect on regional economies such as providing jobs and income, procurement efforts, technological development and employing a highly skilled, knowledge based workforce. Research and analysis detailing the economic impact of all business activities of SPAWARSYSCEN Atlantic in the state of South Carolina, Virginia, Florida, Maryland, the District of Columbia, Louisiana, and the overall nationwide impact. Local regions with a high percentage of technology-driven sectors are among those that are growing at the fastest rates across the country, meaning that SPAWARSYSCEN Atlantic facilities are generally providing a disproportionately large contribution to the health of the local economies in which they are engaged. In addition, all regional results will be broken down by organization type, Mission Funded and Navy Working Capital.
2.0 PLACE(S) OF PERFORMANCE
The contractor shall provide support at the following location:
a. Contractor facility
2.1 GOVERNMENT FACILITIES
No Government facilities (i.e., office space or lab space) are provided on this contract.
2.2 CONTRACTOR FACILITIES
The contractor can have its facility location anywhere as long as the location does not present a hardship to complete work required on task. The contractor shall have real-time communication between the contractor personnel supporting the efforts and government personnel available at time of award.
3.0 PERFORMANCE REQUIREMENTS
This analysis will follow the exact methodological and statistical procedures used in the economic impact analysis of SPAWARSYSCEN Atlantic prepared by the University of South Carolina Moore School of Business Department of Research (DOR) in 2013 to allow for a longitudinal analysis of SPAWARSYSCEN Atlantic over time. Thus, all estimates reported in this 2018 analysis will be directly comparable to those from 2013 and a detailed comparison of any changes will be included as part of the final report.
3.1 ECONOMIC IMPACT ANALYSIS
3.1.1 Regional Expenditures and Procurement Activity
3.1.1.1 The Contractor shall identify the economic activity each SPAWARSYSCEN Atlantic facility generates through local expenditures made by the facility itself, including expenditures related to raw materials, equipment and supplies, building facilities, and general overheard costs. The Contractor shall include an economic multiplier effect on this economic activity.
3.1.2 Documenting/Mapping the Defense Contractors
3.1.2.1 The Contractor shall document the size and scope of the supply chain for each of the SPAWARSYSCEN Atlantic facilities and perform a supply chain analysis to include:
(a) The total employment volume of individual defense contractors supported by each SPAWARSYSCEN Atlantic activity.
(b) The industry distribution of these contractors.
(c) The occupation distribution of the employees working for these contractors.
3.1.3 Payroll Employment
3.1.3.1 The Contractor shall capture the personnel spending economic impact on goods and services created through the employment of the civilian workforce and military personnel assigned to SPAWARSYSCEN Atlantic.
3.1.4 Contributions to the Knowledge Economy
3.1.4.1 The Contractor shall identify the specific contributions that SPAWARSYSCEN Atlantic is making to the knowledge economy in each region where a SPAWARSYSCEN Atlantic facility is located.
3.1.5 Contributions to the Development of the Cyber Security Industry
3.1.5.1 The Contractor shall determine the extent to which each SPAWARSYSCEN Atlantic facility is contributing to the development of the cyber security industry in its local region.
3.1.6 Timetable
3.1.6.1 The project shall start upon award.
3.1.6.2 The Contractor shall have 14 calendar days after the project start date to provide a data request to SPAWRASYSCEN Atlantic and prepare and submit a defense contractor survey for approval.
3.1.6.3 SPAWARSYSCEN Atlantic will disseminate an online survey link to all defense contractors and the Contractor shall collect survey responses for analysis for a 90 calendar day period.
3.1.6.4 SPAWARSYSCEN Atlantic will provide the Contractor with required data (para 9.1) within 75 calendar days of the project start date.
3.1.6.5 The Contractor shall provide a preliminary draft of final report to SPAWRASYSCEN Atlantic within 180 days of the start date of the project. SPAWRASYSCEN Atlantic will have 10 calendar days review and revise the report as necessary and return to the Contractor.
3.1.6.6 The Contractor shall delivery the final report within 5 calendar days of receiving the preliminary draft report from SPAWARSYSCEN Atlantic.
3.1.7 Final Report
3.1.7.1 The Contractor shall provide a final report will be prepared (delivered electronically as a PDF document) that will present all estimates described above and be accompanied by a detailed narrative that will provide an explanation of all estimates and place each into context within the broader regional economies. Also included will be a description of the multiplier effect, which will specifically illustrate the process by which the direct economic impact of increased business activity due to the presence of SSC Atlantic leads to further job creation, income, and economic activity throughout the various regions examined. Although this report will include estimates on all SPAWARSYCEN Atlantic facilities, there will be a specific focus on South Carolina through the inclusion of a brief history of the development of SSC Atlantic in the Palmetto State along with a discussion illustrating how SPAWARSYCEN Atlantic has become an integral part of the Charleston economy. Additionally, this report will highlight the competitive advantage that Charleston (and South Carolina) can provide to military facilities because of immediate and efficient access to a large and robust supply chain (i.e., a large volume of established defense contractors).
4.0 INFORMATION TECHNOLOGY (IT) SERVICES REQUIREMENTS
The services provided on contract are not IT related.
5.0 CONTRACT ADMINISTRATION
Administration of the work being performed is required; it provides the Government a means for contract management and monitoring. Regardless of the level of support, the ultimate objective of the contractor is ensuring the Government’s requirements are met, delivered on schedule, and performed within budget.
5.1 CONTRACTING OFFICER REPRESENTATIVE (COR) DESIGNATION
This SAP contract is not technically complex and does not require a COR. A Government Representative will report to the Contracting Officer that all products and/or service from the contractor have been delivered and accepted. The Government Representative for this contract is Chris Carobine, phone (843) 607-8916, and email christine.m.carobine@navy.mil.
5.2 CONTRACTOR MONITORING AND MAINTENANCE
The contractor shall have processes established in order to provide all necessary resources and documentation during various times throughout the day including business and non-business hours in order to facilitate a timely contract response or modification in particular during urgent requirements.
5.2.1 Contract Administration & Documentation
Various types of administration documents are required throughout the life of the contract. At a minimum, the contractor shall provide the following documentation:
5.2.1.1 WAWF Invoicing Notification and Support Documentation Pursuant to DFARS clause 252.232-7003 and 252.232-7006, the contractor shall submit payment requests and receiving reports using DoD Invoicing, Receipt, Acceptance, and Property Transfer (iRAPT) application (part of the Wide Area Work Flow (WAWF) e-Business Suite) which is a secure Government web-based system for electronic invoicing, receipt, and acceptance. The contractor shall provide e-mail notification to the Government Representative when payment requests are submitted to the iRAPT/WAWF and if requested, the contractor shall include cost back–up documentation (e.g., delivery receipts, time sheets, & material/travel costs, etc.) to the invoice in iRAPT/WAWF. When requested by the Government Representative, the contractor shall directly provide a soft copy of the invoice and any invoice supporting documentation (CDRL A001) directly to the Government Representative within 24 hours of request to assist in validating the invoiced amount against the products/services provided during the billing cycle.
5.3 CONTRACTOR PERFORMANCE MANAGEMENT
In support of tracking contractor performance, the contractor shall provide a Cost and Schedule Milestone Plan (CDRL A002) within 10 days after contract award.
6.0 DOCUMENTATION AND DELIVERABLES
The contractor shall screen all electronic deliverables or electronically provided information for malicious code using DoD approved anti-virus software prior to delivery to the Government.
6.1 CONTRACT DATA REQUIREMENTS LIST (CDRL)
The following listing identifies the data item deliverables required under this contract and the applicable paragraph of the PWS for which they are required. Section J includes the DD Form 1423s that itemize each Contract Data Requirements List (CDRL) required under the contract. The contractor shall establish a practical and cost-effective system for developing and tracking the required CDRLs generated under each task. The contractor shall not develop any CDRL classified TOP SECRET with SCI.

6.3 ELECTRONIC FORMAT
At a minimum, the contractor shall provide deliverables electronically by e-mail; hard copies are only required if requested by the Government. To ensure information compatibility, the contractor shall guarantee all deliverables (i.e., CDRLs), data, correspondence, and etc., are provided in a format approved by the receiving Government Representative. The contractor shall provide all data in an editable format compatible with SPAWARSYSCEN Atlantic corporate standard software configuration as specified below. Contractor shall conform to SPAWARSYSCEN Atlantic corporate standards within 30 days of contract award. The initial or future upgrades costs of the listed computer programs are not chargeable as a direct cost to the Government.

7.0 QUALITY
7.1 QUALITY SYSTEM
Upon contract award, the prime contractor shall have and maintain a quality system that meets contract requirements and program objectives while ensuring customer satisfaction and defect-free products/process. The contractor shall have an adequately documented quality system which contains processes, procedures, planning, and all other documentation and data necessary to provide an efficient and effective quality system, which includes an internal auditing system.
8.0 SECURITY
8.1 ORGANIZATION
8.1.1 Security Classification
All work performed under this contract is “unclassified.” A facility security clearance (FCL) is not required; therefore, DoD Contract Security Classification Specification, Defense Department (DD) Form 254, does not exist. Pursuant to DoD Manual 5200.01 – Volume 4, Controlled Unclassified Information (CUI), the contractor shall safeguard any sensitive Government information.
8.2 PERSONNEL
Personnel investigations are not required since contractor personnel are performing unclassified work and do not require access to Government installations/facilities, Government IT systems and IT resources, or SPAWARSYSCEN Atlantic information.
8.2.2 Access Control of Contractor Personnel
8.2.2.1 Physical Access to Government Facilities and Installations Contractor personnel shall physically access Government facilities and installations for purposes of site visitation, supervisory and quality evaluation, work performed within Government spaces (either temporary or permanent), or meeting attendance. Individuals supporting these efforts shall comply with the latest security regulations applicable to the Government facility/installation.
(a) The majority of Government facilities require contractor personnel to have an approved visit request on file at the facility/installation security office prior to access. For admission to SPAWARSYSCEN Atlantic facilities/installations, the contractor shall forward a visit request to Joint Personnel Adjudication System (JPAS) /SMO 652366, or submit request on company or agency letterhead by fax to (843) 218-4045 or mail to Space and Naval Warfare Systems Center Atlantic, P.O. Box 190022, North Charleston, SC 29419-9022, Attn: Security Office. For visitation to all other Government locations, the contractor shall forward visit request documentation directly to the on-site facility/installation security office.
(b) Depending on the facility/installation regulations, contractor personnel shall present a proper form of identification(s) and vehicle proof of insurance or vehicle rental agreement. NOTE: SPAWARSYSCEN Atlantic facilities located on Joint Base Charleston require a Common Access Card (CAC) each time physical installation access is required. Contractor shall contact SPAWARSYSCEN Atlantic Security Office directly for latest policy.
(c) All contractor persons engaged in work while on Government property shall be subject to inspection of their vehicles at any time by the Government, and shall report any known or suspected security violations to the Security Department at that location.
8.2.2.2 Identification and Disclosure Requirements
Regardless if a contractor is physically located on Government installation or not, the contractor and subcontractor employees shall take all means necessary to not represent themselves as Government employees. All contractor personnel shall follow the identification and Government facility disclosure requirement as specified in contract clause 5252.237-9602, Contractor Identification.
8.2.4 Handling of Personally Identifiable Information (PII)
In accordance with the Privacy Act, the contractor shall safeguard PII from theft, loss, and compromise. The contractor shall transmit and dispose of Personally Identifiable Information (PII) in accordance with the latest Department of the Navy (DoN) policies. The contractor shall not store any Government PII on their personal computers. The contractor shall mark all developed documentation containing PII information accordingly in either the header or footer of the document: “FOUO – Privacy Sensitive. Any misuse or unauthorized disclosure may result in both criminal and civil penalties.” Any unauthorized disclosure of privacy sensitive information through negligence or misconduct can lead to contractor removal or contract termination depending on the severity of the disclosure. Upon discovery of a PII breach, the contractor shall immediately notify the Contracting Officer and Government Representative. Contractors responsible for the unauthorized disclosure of PII shall be held accountable for any costs associated with breach mitigation, including those incurred as a result of having to notify personnel. If a contractor, including any subcontractor, is authorized access to PII, the contractor shall complete annual PII training requirements and comply with all privacy protections under the Privacy Act.
8.4 INFORMATION SYSTEM SECURITY
8.4.1 Electronic Communication
The contractor shall have broadband Internet connectivity and an industry standard email system for communication with the Government. The contractor shall be capable of Public Key Infrastructure (PKI) client side authentication to DoD private web servers. Unless otherwise specified, all key personnel on task shall be accessible by e-mail through individual accounts during all hours.
8.4.2 Information Security
Pursuant to DoDM 5200.01, the contractor shall provide adequate security for all unclassified DoD information passing through non-DoD information system including all subcontractor information systems utilized on task. The contractor shall disseminate unclassified DoD information within the scope of assigned duties and with a clear expectation that confidentiality is preserved. Examples of such information include the following: non-public information provided to the contractor, information developed during the course of the contract, and privileged contract information (e.g., program schedules and contract-related tracking).
8.4.2.1 Safeguards
The contractor shall protect Government information and shall provide compliance documentation validating they are meeting this requirement in accordance with Department of Defense Federal Acquisitions Regulation Supplement (DFARS) clause 252.204-7012. The contractor and all subcontractors shall abide by the following safeguards:
(a) Do not process DoD information on public computers (e.g., those available for use by the general public in kiosks or hotel business centers) or computers that do not have access control.
(b) Protect information by at least one physical or electronic barrier (e.g., locked container or room, login and password) when not under direct individual control.
(c) Sanitize media (e.g., overwrite) before external release or disposal.
(d) Encrypt all information that has been identified as controlled unclassified information (CUI) when it is stored on mobile computing devices such as laptops and personal digital assistants, or removable storage media such as portable hard drives and digital optical disks, using DoD Authorized Data-at-Rest (DAR) encryption technology. NOTE: Thumb drives are not authorized for DoD work, storage, or transfer. Use General Services Administration (GSA) Awarded DAR solutions (GSA # 10359) complying with ASD-NII/DOD-CIO (Assistant Secretary of Defense for Networks & Information Integration /DOD Chief Information Officer) Memorandum, “Encryption of Sensitive Unclassified Data-at-Rest on Mobile Computing Devices and Removable Storage.” The contractor shall ensure all solutions meet FIPS (Federal Information Processing Standards) 140-2 compliance requirements.
(e) Limit information transfer to subcontractors or teaming partners with a need to know and a commitment to at least the same level of protection.
(f) Transmit e-mail, text messages, and similar communications using technology and processes that provide the best level of privacy available, given facilities, conditions, and environment. Examples of recommended technologies or processes include closed networks, virtual private networks, public key-enabled encryption, and Transport Layer Security (TLS). Encrypt organizational wireless connections and use encrypted wireless connection where available when traveling. If encrypted wireless is not available, encrypt application files (e.g., spreadsheet and word processing files), using at least application-provided password protection level encryption.
(g) Transmit voice and fax transmissions only when there is a reasonable assurance that access is limited to authorized recipients.
(h) Do not post DoD information to Web site pages that are publicly available or have access limited only by domain or Internet protocol restriction. Such information may be posted to Web site pages that control access by user identification or password, user certificates, or other technical means and provide protection via use of TLS (Transport Layer Security) or other equivalent technologies. Access control may be provided by the intranet (vice the Web site itself or the application it hosts).
(i) Provide protection against computer network intrusions and data exfiltration, minimally including the following:
1. Current and regularly updated malware protection services, e.g., anti-virus, anti-spyware.
2. Monitoring and control of inbound and outbound network traffic as appropriate (e.g., at the external boundary, sub-networks, individual hosts) including blocking unauthorized ingress, egress, and exfiltration through technologies such as firewalls and router policies, intrusion prevention or detection services, and host-based security services.
3. Prompt application of security-relevant software patches, service packs, and hot fixes.
(j) As applicable, comply with other current Federal and DoD information protection and reporting requirements for specified categories of information (e.g., medical, critical program information (CPI), personally identifiable information, export controlled).
(k) Report loss or unauthorized disclosure of information in accordance with contract requirements and mechanisms.
9.0 GOVERNMENT FURNISHED INFORMATION (GFI)
Government Furnished Information (GFI) is Government owned intellectual property provided to contractors for performance on a contract. For the purposes of this contract, GFI includes manuals, technical specifications, maps, building designs, schedules, drawings, test data, etc. Depending on information contained in a document, the contractor shall comply with additional controls (e.g., completion of a Non-Disclosure Agreements, etc.) for access and distribution.
GFI is utilized on this contract. Any applicable document (PWS Para 16.0) not available online, the Government will provide document as GFI listed in the table below. The contractor shall inventory all GFI by tracking distribution and location and provide a GFI inventory to the Government. The contractor shall use the GFI provided to support this contract only – use of GFI document(s) to support other projects beyond this contract is not allowed. Unless otherwise specified, all GFI will be provided by the Government by the estimated delivery date listed in the table below, and the contractor shall return all GFI to the Government at completion of the contract. If a contractor requires additional GFI other than what is listed, the contractor shall submit a request to the Government Representative or Contracting Officer within 30 days after contract award.
9.1 Data Requirements
The Government will provide data on the following for each SPAWARSYSCEN Atlantic facility for the federal fiscal years 2015, 2016, 2017, and 2018 to be delivered to the contractor at contract award:
a. Employment and Payroll Data - Total number of full-time, part-time, and contract employees currently working for each SPAWARSYSCEN Atlantic facility and accompanying total payroll (including all wages, salaries, and benefits) broken down by occupation Category.
b. Total Expenditures - A list of all expenditures made by each SPAWARSYSCEN Atlantic facility, including each of the following:
1) Vendor Name
2) Vendor Location (county, state, and zip)
3) Description of Goods or Services Purchased (NAICS or SIC industry code)
4) Dollar Amount of Purchase
5) Date of Purchase
10.0 GOVERNMENT PROPERTY
As defined in FAR Part 45, Government property is property owned or leased by the Government which includes Government-furnished property (GFP) and Contractor-acquired property (CAP); however, CAP is not applicable on fixed-priced contracts. GFP includes material, equipment, special tooling, and special test equipment. GFP will not be provided on this contract.
11.0 TRAVEL
No travel requirements are anticipated under this contract.
12.0 SAFETY ISSUES
12.1 OCCUPATIONAL SAFETY AND HEALTH REQUIREMENTS
The contractor shall be responsible for ensuring the safety of all company employees, other working personnel, and Government property. The contractor is solely responsible for compliance with the Occupational Safety and Health Act (OSHA) (Public Law 91-596) and the resulting applicable standards, OSHA Standard 29 CFR 1910 (general), 1915 (shipboard/submarine) and 1926 (shore), and for the protection, safety and health of their employees and any subcontractors assigned to the contracts. Without Government assistance, the contractor shall make certain that all safety requirements are met, safety equipment is provided, and safety procedures are documented as part of their quality management system. If performing within Government facilities, contractor shall immediately report any accidents involving Government or contractor personnel injuries or property/equipment damage to the Contracting Officer and Government Representative. Additionally, the contractor is responsible for securing the scene and impounding evidence/wreckage until released by the Contracting Officer or on-site Government Representative.
13.0 SUBCONTRACTING REQUIREMENTS
The contractor shall identify the use of all subcontractors throughout the performance of the contract.
14.0 ACCEPTANCE PLAN
Inspection and acceptance is performed by the Government Representative on all services, data, and non-data deliverables who will report findings to the Contracting Officer.
15.0 OTHER CONDITIONS/REQUIREMENTS
15.1 DATA RIGHTS
The Government has unlimited rights to all documents/material produced under this contract. All documents and materials, to include the source codes of any software, produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the contractor without written permission from the Contracting Officer. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights.
15.2 NON-DISCLOSURE AGREEMENT (NDA) REQUIREMENTS
The Contractor shall appoint an officer within the Company who is authorized to bind the Company to the terms of the signed non-disclosure agreements executed by each employee or subcontractor. The officer of the Company shall also sign each non-disclosure agreement.
16.0 APPLICABLE DOCUMENTS
The contractor shall ensure all work accomplished utilizes the latest, relevant industry practices and standards when applicable unless otherwise indicated by text. In accordance with Defense Acquisition Policy, maximum utilization of non-Government standards will be made wherever practical.
16.1 REQUIRED DOCUMENTS
The contractor shall utilize the following mandatory documents in support of this contract. The documents referenced in this paragraph list the minimum version dates; however, the contractor shall meet requirements for any referenced document including subsequent updates applicable at time the contract request for proposal is posted.

16.3 SOURCE OF DOCUMENTS
The contractor shall obtain all applicable documents necessary for performance on this contract. Many documents are available from online sources. Specifications and commercial/industrial documents may be obtained from the following sources:
Copies of Federal Specifications may be obtained from General Services Administration Offices in Washington, DC, Seattle, San Francisco, Denver, Kansas City, MO., Chicago, Atlanta, New York, Boston, Dallas and Los Angeles.
Copies of military specifications may be obtained from the Commanding Officer, Naval Supply Depot, 3801 Tabor Avenue, Philadelphia, PA 19120-5099. Application for copies of other Military Documents should be addressed to Commanding Officer, Naval Publications and Forms Center, 5801 Tabor Ave., Philadelphia, PA 19120-5099.
All other commercial and industrial documents can be obtained through the respective organization’s website.
