Justification for Single Source (Simplified Acquisitions <$150K)
Ref: FAR 13.106-1(b)(1)
Template Version August 2017
JUSTIFICATION FOR SINGLE SOURCE (SIMPLIFIED ACQUISITIONS <$150K)
1. The material listed on PR 1300724072 is available from a single source. The RFQ must contain brand name specifications for reasons indicated below. There are no substitutes available. This justification covers only the portion of the acquisition which is brand name.
2. This acquisition contains the following brand name specification:
Manufacturer: Anritsu
Manufacturer POC and Phone Number: Rob Thornton 727 264 7932
Manufacturer Address: 490 Jarvis Drive, Morgan Hill, CA 95037
Manufacturer’s Dealer/Representative: Melissa Rivera
Dealer/Representative Address and Phone Number:
Destiny
1511 E. SR 434, Suite 1009, Winter Springs FL 32708
Tel: 407 682 1801 Fax: 407 682 1399
3. Description of the item required and required delivery date/period of performance.
Item being procured is an RF communications analyzer that has the capability to perform multiple analyzer functions in one compact unit. Functional capabilities include: antenna and cable analysis from 2MHz -4GHz (return loss, cable loss, voltage standing wave ratio, distance to fault), phase 2 port transmission measurements, spectrum analysis from 9 KHz – 4 GHz, interference analysis including GPS interference mapping, power measurements, LTE-LTE advanced, Wi Max signal analysis, CPRI RF measurements, indoor-outdoor coverage mapping.
4. Specific characteristics of the material that limit the availability to a single source e.g., unique features, function of the item, etc.
Similar products from other manufacturers lack the numerous multiple functionalities within a single unit. Multiple units would be required at a higher cost to the government to accomplish the same goal. Two primary functions required to be contained in a single unit for our mission are
GPS and mapping. Unit uniqueness lies in the fact that this is a multi-function unit
(spectrum/network analyzer) containing multiple telecommunication personalities required for
LMR/LTE systems testing/sustainment. Primary market research performed was web-based.
Having the previously mentioned multi-functions contained in a single unit will be a huge cost savings to the government by providing necessary capabilities in a single unit vice several that could triple the cost.
5. Check and fill in all that are applicable:
The material or service must be compatible in all aspects (form, fit, and function) with existing systems presently installed. Describe the equipment you have now and how the new item/service must coordinate, connect, or interface with the existing system:
A patent, copyright, or proprietary data limits competition. The proprietary data and corresponding level of Government rights (if any) are described as follows:
These are “direct replacement” parts/components for existing equipment and similar parts/components will not meet the Navy’s requirement.
X Other information to support a sole source or brand name justification:
Additional cost savings will be incurred by decreasing the number of personnel required for sustainment efforts while on site. The item being procured enables multiple RF tests to be conducted simultaneously. Enabling one team to execute an area test once vice multiple teams executing tests simultaneously or one team conducting the area test multiple time utilizing systems only able to conduct singular tests. Further the area tests being referred to are base wide so they can encompass 100s of square miles. This procurement will greatly reduce the time and/or personnel required to conduct these area RF tests.
6. This requirement was not synopsized in respect to FAR 5.202(a)(13)(i).
Through rigorous market research and numerous technical exchanges with industry leaders in
RF analysis, it was determined that this type of test equipment is a niche technology and its capabilities do not exist elsewhere.
