Q&A

1. Is NAID Certification part of the selection criteria? It is the ONLY recognized Certification program for the information destruction industry and helps separate the companies that have the most secure procedures from the companies who are not serious about security. Please see attached While NAID Certification was not specifically included in the PWS, it was stated in Section 1.2 that federal regulations as specified were to be followed; if NAID certification is the standard in certifying agencies ensuring those regulations are followed, it would stand to reason a candidate for award would have it. It could be considered, when making a selection.

2. Shred size .15”? this only occurs after the destruction process is complete when the material is re-pulped. No mobile destruction unit is able to shred this size. This only happens when the material is sent to paper mills to be re-pulped. Section 3.2.1.2 states that it is understood vehicles are limited in capability. Level P-3 is the minimal security level recommended for sensitive data and should be the final result.

3. Based on the above and the way the bid is written, the end result is more important than the process? So the company that is not NAID Certified could actually be chosen to provide shredding when they may not perform the proper screening of employees and drug testing?

Section 8.2 is specific to include ALL personnel meeting required security provisions, when performing contract tasks. If industry standard for shredding states that is accomplished through NAID certification, that will be considered.

4. Who's responsible for the removal of the banker boxes or any other items that the documents are being kept in? SSC Atlantic personnel will be available throughout the destruction process as described in CLINs 001 and 002. Those personnel will dump the boxes into the container used in the destruction process.
