About this file

This document is a Brand-Name Justification and Approval (J&A) for a sole-source procurement by the Naval Surface Warfare Center, Philadelphia Division. The procurement involves purchasing SIEMENS control system processing hardware, industrial communication and networking hardware, and associated equipment to support an Engineering Control System (ECS) technology refresh for the DDG-1002 destroyer. The procurement includes 38 SIEMENS S7-1500 power supplies, 38 SIEMENS S7-1500 CPUs, 36 mounting rails, communication processors, digital input modules, network switches, and other specialized hardware, with a total estimated dollar value that is redacted.

The justification emphasizes the critical need for SIEMENS-specific hardware to maintain compatibility with existing ECS software and networking components. Market research, including a Request for Information (RFI) posted on SAM.gov in January-February 2025, found no alternative suppliers. The procurement is urgent, as failure to award by August 2025 would put a naval vessel at risk of not being able to sail. The hardware will replace obsolete components and enable improved equipment control and situational awareness, with the new PLCs and equipment requiring minimal software modifications to integrate with the existing system. The procurement will be funded through FY25 Other Procurement, Navy funding.

Text version

J&A No. 0233-25-096-00 be rewritten if non-SIEMENS brand PLCs and associated equipment are used. Such a major modification of code would be significant risk to the program as it would require full ECS verification and validation, shipboard stage testing, and program accreditation. The DDG1000 Acquisition Programming Authority (PMS-500) has indicated that it will not authorize or fund, nor undertake the functional risks associated with, the software modification efforts required to support a non-SIEMENS brand PLC.

The industrial networking components included with this procurement must be SIEMENS brand to maintain compatibility and operability with the PLCs and other existing ECS networking components. Specifically, the networking components must support the industrial protocols and networking features used by the ECS, including Media Redundancy Protocol (MRP), Profinet, and Profinet IRT (Isochronous Realtime). These standards are natively and uniquely supported by SIEMENS hardware.

Failure to have this procurement awarded by August 2025 would result in a being at risk to sail. This would result in an increased risk to the U.S. Navy fleet. Thus, the brand-name SIEMENS components thereby precluding consideration of a product manufactured by another company.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

A Request for Information (RFI) regarding SIEMENS Industrial Networking Components was posted to SAM.gov on 29 January 2025 which closed on 13 February 2025. Additionally, a synopsis of this procurement was published to SAM.Gov on 13 February 2025 which closed on 28 February 2025. No contractors responded to either posting. Market research indicates other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency’s needs.

7. Determination of Fair and Reasonable Costs.

The Contracting Officer has determined the anticipated cost to the Government of the supplies covered by this Justification will be fair and reasonable.

8. Actions to Remove Barriers to Competition.

For the reasons set forth in Paragraph 5, NSWCPD has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, NSWCPD will assess whether competition for future requirements is feasible.
