About this file
This document is a Brand Name Justification for Apricorn Hard Drives, detailing a sole-source procurement for 150 Aegis NVX 1TB hard drives. The drives are specifically required for software development and shipboard delivery of DDG-51 Machinery Control System software, with a total estimated value of $60,000. The procurement is driven by NSWCPD (Naval Surface Warfare Center Philadelphia Division) Code 104 policy, which mandates Apricorn drives as the only supported storage solution on their PD-Core network.
The justification includes a market survey conducted between May 15-21, identifying two potential vendors (Westend Enterprises Unlimited Inc and Chaudhry Enterprises LLC) who can supply the required hard drives. The Apricorn NVX model is selected due to its ultra-rugged design, hardware encryption, keypad authentication, and FIPS 140-2 Level 2 validation. The procurement is a total small business set-aside, with delivery to NSWCPD at 1601 Langley Ave Bldg 542, and is associated with Solicitation Number N6449825Q0217, which closes on 7/3/2025.

BRAND NAME JUSTIFICATION - Apricorn
1. DESCRIPTION OF REQUIRED SUPPLIES, ESTIMATED VALUE, AND DELIVERY
REQUIREMENTS
This brand name procurement is for 150 Apricorn Hard drives. The Aegis NVX 1TB is an ultra-rugged, portable external hard drive designed for high-security data storage. It features hardware encryption, a keypad for authentication, and is FIPS 140-2 Level 2 validated, meaning it meets specific security standards. These hard drives are required to support software development and shipboard delivery of DDG-51 Machinery Control System software. Data at rest is a compliance requirement, and per NSWCPD c/10, PD-Core standardized on the Apricorn drives as a solution that allowed maximum flexibility for use across the organization’s install base. Apricorn encrypted hard drives are the only drives supported on the PD-Core network. The estimated value of all required items is around $60,000 (reference both quotes from Westend Enterprises Unlimited Inc and Chaudhry Enterprises LLC). Delivery is to NSWCPD, 1601 Langley Ave Bldg 542.
2. SUPPORTING DOCUMENTATION FOR BRAND NAME BASED ON
CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION
These hard drives are required to support software development and shipboard delivery of DDG- 51 Machinery Control System software. This specific model is required for use on the PD-Core network per NSWCPD C/10. These drives will be used on the NSWCPD Core RDT&E network, hence the requirement to use Apricorn drives is being driven by Code 104 policy. From c/104 "PD-Core standardized on the Apricorn drives as a solution that allowed maximum flexibility for use across the organization’s install base. It is the only drive supported on the PD-Core network."
3. MARKET SURVEY
A market survey was conducted between 15 May and 21 May to identify potential Apricorn-based Hard drives and their alternatives. The survey identified that Westend Enterprises Unlimited Inc and Chaudhry Enterprises LLC are the two leading candidates. Both companies have them in stock and are in compliance with DON security standards and SAP Regulations. It is a code 104 requirement that we utilize Apricorn hard drives. They will not approve a procurement of any other brand of hard drive if it will be used on NSWCPD networks. From there we determined we required ruggedized hard drives due to failure rates we have seen with other non-rugged Apricorn models. This model, the NVX, is Apricorn’s only rugged hard drive.
