About this file

This document is a Justification and Approval (J&A) for a brand name purchase of Crystal Group On-Board Trainer and Database Server (OBT & DBS) hardware for the Department of the Navy Naval Sea Systems Command. The J&A justifies the requirement for the specific Crystal Group components based on their compatibility with existing legacy systems and ability to meet critical mission requirements. The procurement is for commercial items under FAR Part 13.5 Simplified Procedures, with only authorized sellers and resellers of Crystal Group being considered. Market research indicates no other products meet the government's needs. The Contracting Officer has determined the anticipated costs will be fair and reasonable. The agency will continue to monitor the market for potential alternate sources for future requirements.

J&A No. 0231-24-257-00 supplies. This minimizes the potential for down time as the second power supply automatically kicks on in the event that the first power supply fails. Included in the OBT & DBS is a network card that is compatible with the existing legacy network switches and the modernized tech refresh network switches, removing the potential need to re-run network cables through each of the ships. Lastly, Crystal Group’s rugged rack-mount servers accelerate computing intensive workloads in demanding applications, including machine learning, sensor fusion, artificial intelligence, unmanned systems, signals intelligence, electronic warfare, and intelligence, surveillance, and reconnaissance (ISR). Based on market research, the culmination of these specifications are unable to be identified in any other ruggedized server therefore driving the brand name purchase of these Crystal Group components.

Deviation from the Crystal Group brand components would negatively affect mission critical goals as the Tech Refresh team would not have an acceptable hardware replacement for the aging legacy components. Without these modernized components, the legacy components would continue to degrade until there are replacement parts become unavailable, resulting in systems inoperability. Halting mission objectives, software testing, and deliveries. System deterioration would result in communication deterioration between the systems and sailor. This would disrupt the sailors’ capacity to monitor systems health, hygiene and status. Resulting in serious risk to the safety and performance of the ship. Thus, the Crystal Group brand-name components are essential to the Government’s requirements, thereby precluding consideration of a product manufactured by another company.
