AMENDMENT 0001:

Q1: Can the Government please confirm if the deadline for questions is ten (10) days or ten (10) business days from the date of RFQ issuance?

A1: As of Amendment No. 0001 the deadline for questions has been updated to 5:00 p.m. (EST)( on 09 May 2023 in clause L-215-H007 SUBMISSION OF QUESTIONS BY OFFERORS — ALTERNATE I (NAVSEA) (NOV 2021).

Amendment 0003:

Q2: Can the Government please provide a projected start date, post coverage hours, security clearance level and level of effort for the posts associated with “Building TBD”?

A2: Building “TBD” is an Option CLIN and the Government anticipates exercising within a year of award for the base year. Per the Section 1.2 of the Statement of Work , “Access control professionals are required for Buildings 4, 77L, 77H, 29, 1000, 542 and TBD for all workdays (Monday through Friday) from 5:00 AM to 4:30 PM, except for Federal Holidays. Additionally, the SOW states “Access control personnel assigned to Buildings 4, 77L, 29, 1000, 542 and TBD shall have at a minimum an Interim Secret Security clearance.” The Level-of-Effort (LOE) for these posts is the same as for the posts for Bldg, 4, 77L, 77H, 29, 1000, and 542.

Q3: Does “3 Post” indicate three (3) 11.5hr posts?

A3: Per Section 1.2 of the SOW, “three (3) access control professionals are required for Building 633, 7 days per week/24 hours a day, including Federal Holidays.”

Q4: Five of the buildings (buildings 4, 1000, 633, 29 and TBD) require multiple posts. Are the posts located in the same or different parts of the building?

A4: Post are located at the different points of entry of the buildings

Q5: Is there an incumbent vendor and contract number currently providing this service?

A5: Yes, Contract number N6449820CP4010 with Security 1 Solutions (S1S).

Q6: What is the estimated level of effort for this requirement? Given that this is a LPTA, contractors may propose reduced hours that do not meet the necessary coverage requirements for NSWCPD. This poses a significant risk.

A6: One (1) Full-time-Equivalent (FTE) is 2,860 hours for Buildings 4, 77L, 77H, 29, 1000, 542 and TBD per year.

One (1) FTE for 24 hour posts is 8,760 per year.

Q7: Are there specified shift times for each of the posts? For example:

a. Building 4: Shift 1, 5AM – 12PM

b. Building 4: Shift 2: 12PM – 4:30PM

Q9: What Occupational Code/Title should be used for the Access Control Personnel?

A9: See Clause 52.222-42, Statement of Equivalent Rates for Federal Hires (MAY 2014).

Q10: Per PWS Section L3.4.2 para. 2, the government is asking offers to complete section B. Section B lists 15 CLIN’s for each award year. Do these CLINS match up to the number of FTE’s required on this requirement suggested in PWS L.3.2?

A10: Yes.

Q11: Per PWS L.3.2, the government is asking offers to “provide a matrix of names of personnel.” Does the government require resumes in addition to the “proposed Names?”

A11: No, resumes are not required.

Q12: Per PWS L.3.2, the government is asking offers to “provide a matrix of names of personnel.” Does the government require commitment letters in addition to the “proposed Names?”

A12: No, letters of intent or commitment letters are not required per Section L and M.

Q13: Can the government provide the current labor distribution for the current requirement?

A13: The current contract is set up differently in terms of Base Year and Option CLINs. See A6 for the hours/labor distribution for this requirement.

Q14: Can the Government extend the closing date for this requirement?

A14: Per Amendment No. 0003 this RFQ closing date has been extended to 5:00 p.m. on 5/24/2023. If you have already submitted a quote, either re-submit your quote with any updated information or return a signed copy of the amendment with a statement that your quote remains unchanged.
