STATEMENT OF WORK

Statement of Work (SOW) for

ENGINEERING SERVICES – United States Coast Guard Cutter (USCGC) Polar Star Dynamic Response

Analysis (DRA)

1.0 INTRODUCTION

1.0.1 This requirement is Machinery Controls, which includes USCGCs using the Coast Guard Machinery Control

System (CGMCS).

1.0.2 This contract is for non-personal services. It does not create employment rights with the U.S. Government whether actual, inherent, or implied

1.0.3 Government / Contractor Relationship

a). The services to be delivered under this Contract are non-personal services and the parties recognize and agree that no employer-employee relationship exists or will exist under the Contract between the

Government and the Contractor's personnel. Therefore, it is in the best interest of the Government to provide both parties a full understanding of their respective obligations.

b). The Contractor employees shall identify themselves as Contractor personnel by introducing themselves or being introduced as Contractor personnel and displaying distinguishable badges or other visible identification for meetings with Government personnel. In addition, Contractor personnel shall appropriately identify themselves as Contractor employees in telephone conversations and in formal and informal written correspondence.

c). Contractor personnel under this Contract shall not engage in any of the inherently Governmental functions listed at FAR Subpart 7.5 or DFARS Subpart 207.5.

d). Employee Relationship:

1) The services to be performed under this Contract do not require the Contractor or its personnel to exercise personal judgment and discretion on behalf of the Government.

Rather the Contractor's personnel will act and exercise personal judgment and discretion on behalf of the Contractor.

2) Rules, regulations, directives, and requirements that are issued by the U. S. Navy and

NSWCPD under its responsibility for good order, administration, and security are applicable to all personnel who enter a Government installation or who travel on

Government transportation. This is not to be construed or interpreted to establish any degree of Government control that is inconsistent with a non-personal services contract.

e). Inapplicability of Employee Benefits: This Contract does not create an employer-employee relationship. Accordingly, entitlements and benefits applicable to such relationships do not apply.

f). Notice. It is the Contractor's, as well as the Government's, responsibility to monitor Contract activities and notify the Contracting Officer if the Contractor believes that the intent of this Section has been or may be violated.

1) The Contractor shall notify the Contracting Officer in writing via letter or email within three (3) calendar days from the date of any incident that the Contractor considers to constitute a violation of this Section. The notice should include the date, nature, and circumstances of the conduct; the name, function, and activity of each Government employee or Contractor official or employee involved or knowledgeable about such conduct; identify any documents or substance of any oral communication involved in the conduct; and the Contractor's estimated date when, absent a response, cost, schedule or performance will be impacted.

2) The Contracting Officer will, within five (5) calendar days after receipt of notice, respond to the notice in writing. In responding, the Contracting Officer will either:

(i) Confirm the conduct is in violation and when necessary direct the mode of further performance,

(ii) Countermand any communication regarded as a violation,

(iii) Deny that the conduct constitutes a violation and when necessary direct the mode of further performance, or

(iv) In the event the notice is inadequate to make a decision, advise the Contractor what additional information is required, and establish the date by which it should be furnished by the Contractor.

1.1 BACKGROUND

NSWCPD requires the vendor to perform a DRA of USCGC Polar Star Propulsion Plant system.

1.2 SCOPE OF WORK

The Contractor shall provide data table and block wiring diagram results of the different Propulsion (diesel, gas turbine and/or electric propulsion) and throttle configurations in open water and during ice breaking maneuvers. The services do not require onsite support in Philadelphia or onboard the cutter. The simulation data shall be verified by ISEAs during seal trials, and any results not within tolerance will need to be corrected by the Contractor.

1.3 PERIOD OF PERFORMANCE

2.0 APPLICABLE DOCUMENTS

2.1. Polar Star Propulsion Plant Technical Manuals & Drawings

3.0. REQUIREMENTS

3.1. The DRA shall analyze system performance and stability of steady state and transient for the cutter’s propulsion plant including diesel electric and gas turbine, during open water and icebreaking operations.

The analysis shall include all possible operational configurations and events.

3.2. The contractor shall provide an analysis report and a computer program which employs mathematical models to simulate the cutter’s hull (one degree of freedom), propulsion plants, control systems, and environmental conditions.

3.3. The DRA shall be performed by a firm which can show evidence of having performed at least one previous DRA of a marine electrical propulsion system.

3.4. Purposes and Uses – The DRA shall be used to:

3.4.1. Support propulsion plant detailed engineering, design development, testing and evaluation and to identify potential problems and corrective actions.

3.4.2. Aid in the integration of the detailed mechanical and electrical characteristics of selected propulsion plant components.

3.4.3. Predict the adequacy of the control system algorithms employed to control and protect the propulsion plant.

3.4.4. Predict that the cutter and propulsion system performance requirements given in the WAGB-10

Specification will be satisfied.

3.4.5. Determine the need for and, if required, the ratings of equipment to absorb and control regenerative power during windmilling.

3.5. Modeling Assumptions. Any parameters that are not initially provided to or known by the Contractor shall be noted and requested from NSWCPD prior to the use of assumptions. For any modeling assumptions, the contractor shall provide justification for their uses. The following assumptions shall be used (no justification necessary):

3.5.1. Hull modeled in one degree of freedom for ahead and astern motion.

3.5.2. Distinct shaft lines/Shaft shall be modeled.

3.5.3. No propeller cavitation.

3.5.4. Generators share load equally. Equal load sharing is defined as the ratio of generator output to maximum rated generator output of each online generator being equal.

3.5.5. Ice properties:

3.5.5.1. Crushing strength = 300 psi

3.5.5.2. Flexural strength = 100 psi

3.5.5.3. Shear strength = 150 psi

3.6. Component Models. The DRA shall include models of components necessary to represent the installed propulsion plant and shall include the following components at a minimum:

3.6.1. The cutter’s hull including appendages with the following:

3.6.1.1. Representation of hull mass including an allowance for entrained water and ice accretion.

3.6.1.2. Ahead and astern hull resistance characteristics in open water and ice.

3.6.1.3. Hull resistance reduction factors for operation in ice.

3.6.2. Controllable pitch propellers with shafting with the following:

3.6.2.1. Representation of design characteristics including inertia.

3.6.2.2. Thrust and torque coefficients as a function of advance ratios to represent ahead, astern, crash astern, and crash ahead operation (four quadrant propeller data).

3.6.2.3. Torque and power losses.

3.6.3. Electric propulsion motors and associated drive equipment with the following:

3.6.3.1. Representation of rated design characteristics including poles, inertia, reactances, and time constants.

3.6.3.2. Torque/current/magnetic flux characteristics.

3.6.3.3. Reactive power characteristics.

3.6.3.4. Torque and power losses.

3.6.3.5. Drive equipment control functions with definitions for setpoints, gains, time constants, and parameter limits, as applicable.

3.6.6.1. Propulsion system integrated control functions required to satisfactorily operate and protect the propulsion plant including propeller speed control.

3.7. Simulated Events. Simulations shall demonstrate efficient and safe operation of the plant within equipment design limits such as current, speed, and torque without reliance on safety devices.

Simulations shall include transition between one two generator per shaft modes. Simulations shall demonstrate the avoidance of shaft rotation reversal. The following events shall be simulated:

3.7.1. Steady State Events

3.7.1.1. At a minimum, the DRA shall simulate and evaluate the following steady state events over the entire range of propeller speeds possible in ten percent increments at full load design draft and trim at present state:

3.7.1.1.1. Cutter moving ahead in open water.

3.7.1.1.2. Cutter moving astern in open water.

3.7.1.1.3. Bollard propeller thrust ahead in open water.

3.7.1.1.4. Bollard propeller thrust astern in open water.

3.7.1.1.5. Cutter moving ahead in level ice six feet thick.

3.7.1.1.6. Cutter moving astern in level ice six feet thick.

3.7.1.1.7. Cutter ramming ahead in level ice twenty-one feet thick

3.7.1.2. The steady state events shall be simulated for at least the following operational modes, except that cutter moving ahead in level ice six feet thick shall only be simulated with the maximum number of Shaft online:

3.7.1.2.1. Single shaft (Center) mode with every possible combination of generators and motors online, as determined by engine ratings and low loading limits.

3.7.1.2.2. Twin shaft (Port/Stbd) mode with every possible combination of generators and motors online, as determined by engine ratings and low loading limits.

3.7.1.2.3. Triple shaft (Port/Center/Stbd) mode with every possible combination of generators online, as determined by engine ratings and low loading limits.

3.7.1.3. The steady state event results shall be used to establish the control lever schedules for the speed, torque, and power governing modes of operation.

3.7.2. Transient Events

3.7.2.1. At a minimum, the DRA shall simulate and evaluate the following transient events at full load design draft and trim at delivery and end of service life:

3.7.2.1.1. The cutter accelerating ahead in open water from zero cutter speed to maximum ahead cutter speed.

3.7.2.1.2. The cutter crash astern maneuver in open water from maximum ahead cutter speed to maximum astern cutter speed.

3.7.2.1.3. The cutter accelerating astern in open water from zero cutter speed to maximum astern cutter speed.

3.7.2.1.4. The cutter crash ahead maneuver in open water from maximum astern cutter speed to maximum ahead cutter speed.

3.7.2.1.5. The cutter accelerating ahead in level ice six feet thick from zero cutter speed to three knots.

3.7.2.1.6. The cutter accelerating astern in level ice six feet thick from zero cutter speed to three knots.

3.7.2.1.7. The cutter under bollard conditions with cutter speed remaining zero and propeller speed increased from zero to maximum ahead and then repeatedly from maximum ahead to maximum astern to maximum ahead.

3.7.2.1.8. The cutter ramming an ice ridge of a maximum of twenty-one feet thick. The simulation shall be treated as one continuous event, consisting of the four steps identified below:

3.7.2.1.8.1. The cutter is initially at zero speed in a bollard state with the propellers rotating at maximum ahead speeds and generating ahead thrust with the bow against the ice ridge.

3.7.2.1.8.2. An astern acceleration is performed to move the cutter away from the ice ridge a distance of three cutter lengths.

3.7.2.1.8.3. A crash ahead maneuver is then performed to decelerate and then accelerate the cutter ahead to ram the ice ridge at five knots.

3.7.2.1.8.4. Upon impact with the ice ridge, the cutter speed decreases to zero in five seconds as it penetrates the ridge with the propellers rotating at their maximum ahead thrust.

3.7.2.1.9. Cutter moving ahead in level ice and the propellers interacting with ice. Ice milling events shall include operation in ice at full power ahead at three knots with the propeller milling ice at a depth of 50 percent of the propeller radius.

3.7.2.1.10. Cutter moving astern in level ice and the propellers interacting with ice. Ice milling events shall include operation in ice at full power astern at three knots with the propeller milling ice at a depth of 50 percent of the propeller radius.

3.7.2.1.11. Cutter at zero speed in bollard state in ice and the propeller stalled in one revolution from maximum ahead and maximum astern rotation speeds.

3.7.2.1.12. Shaft breakaway. Starting with propulsion motors offline and vessel stopped, transition one motor online to increase shaft speed to 25% of maximum shaft speed.

3.7.2.1.13. Open water full speed hard turns.

3.7.2.1.14. The cutter working in a seaway that a propeller comes out of the water/ becomes unloaded.

3.7.2.2. The transient events shall be simulated for at least the following operational modes, except that the ice ramming maneuver shall only be simulated with the maximum number of Shaft online:

3.7.2.2.1. Single shaft mode with every possible combination of generators and motor online, as determined by engine ratings and low loading limits.

3.7.2.2.2. Twin shaft mode with every possible combination of generators and motors online, as determined by engine ratings and low loading limits.

3.7.2.2.3. Triple shaft mode with every possible combination of generators online, as determined by engine ratings and low loading limits.

3.7.2.3. The simulations of transient performance shall demonstrate the capability of the machinery plant to absorb and control the regenerative power from the propulsion motors.

3.7.2.3.1. Requirements for equipment to absorb and control regenerative power to protect the machinery plant shall be identified.

3.7.2.4. The simulations shall demonstrate the capability of the hull and machinery plant to meet the performance requirements defined for the cutter during open water and icebreaking maneuvers.

3.7.3. Failure Modes

3.7.3.1. The DRA shall simulate and determine the worst case failure modes and the worst case operating and maneuvering conditions for each failure. Failure modes shall be simulated and analyzed in the worst-case conditions. The following failure modes shall be simulated:

3.7.3.1.1. Loss of propulsion drive speed signal.

3.7.3.1.2. Motor regulator failure.

3.7.3.1.3. Generator set failure.

3.7.3.1.4. Complete loss of a Shaft.

3.7.3.1.5. Complete loss of propulsion control.

3.8. Data to be recorded. As a minimum, the DRA output data shall include the following for each steady state and transient simulation:

3.9. Validation.

3.9.1. The Contractor shall verify the control system has no instability issues or operational bands where vital propulsion services are inadequate to maintain continued control and operation.

3.9.2. The Contractor shall validate the DRA steady state and transient open water event output data by measuring and recording cutter and propulsion plant response during Sea Trials, and then comparing the measured responses to the responses predicted by the DRA.

3.9.2.1. The Contractor shall measure and record the same parameters recorded for each steady state and transient open water events.

3.9.3. The Contractor shall adjust the mathematical models and re-run the steady state and transient open water simulations until the computer program results agree with the sea trial measurements to within plus or minus three percent.

3.9.3.1. The Contractor shall then re-run the adjusted DRA for steady state and transient icebreaking events.

3.10. Data delivery.

4.2.3 This report shall identify if the control resides at the CGMCS PLCs or at the PPD Atlas 2 Controllers for each control function.

4.2.4 This report shall include recommended Pitch and RPM schedules for all modes of operation including all shaft combinations.

4.3.1 The Contractor shall provide the final Engineering model, in order for NSWCPD to manipulate input values/plant configuration. This will be a black box model.

4.3.2 The CDRL shall be delivered electronically to NSWCPD with the final delivery.

5.0 SECURITY REQUIREMENTS

Contractor personnel that are verifying the modelling data shall be able to obtain an unclassified security clearance in order to gain access onboard USCGC Polar Star. Access shall be for unclassified machinery control spaces.

6.0 PLACE OF PERFORMANCE

Estimate ninety-five percent (95%) of the work will be completed at the Contractor’s facility; this includes modelling the data and creation of the appropriate documentation.

Estimate five percent (5%) of the work will be completed onboard USCGC Polar Star in order to validate the model data.

7.0 TRAVEL

Travel to USCGC Polar Star will be required in order to validate model data onboard the cutter while it is underway.

Location and length of time will be provided once the underway period has been confirmed.

C-204-H001 USE OF NAVY SUPPORT CONTRACTORS FOR OFFICIAL CONTRACT FILES (NAVSEA)

(a) NAVSEA may use a file room management support contractor, hereinafter referred to as "the support contractor", to manage its file room, in which all official contract files, including the official file supporting this procurement, are retained. These official files may contain information that is considered a trade secret, proprietary, business sensitive or otherwise protected pursuant to law or regulation, hereinafter referred to as “protected information”. File room management services consist of any of the following: secretarial or clerical support; data entry; document reproduction, scanning, imaging, or destruction; operation, management, or maintenance of paper-based or electronic mail rooms, file rooms, or libraries; and supervision in connection with functions listed herein.

(b) The cognizant Contracting Officer will ensure that any NAVSEA contract under which these file room management services are acquired will contain a requirement that:

(1) The support contractor not disclose any information;

(2) Individual employees are to be instructed by the support contractor regarding the sensitivity of the official contract files;

(3) The support contractor performing these services be barred from providing any other supplies and/or services, or competing to do so, to NAVSEA for the period of performance of its contract and for an additional three years thereafter unless otherwise provided by law or regulation; and,

(4) In addition to any other rights the contractor may have, it is a third party beneficiary who has the right of direct action against the support contractor, or any person to whom the support contractor has released or disclosed protected information, for the unauthorized duplication, release, or disclosure of such protected information.

(c) Execution of this contract by the contractor is considered consent to NAVSEA's permitting access to any information, irrespective of restrictive markings or the nature of the information submitted, by its file room management support contractor for the limited purpose of executing its file room support contract responsibilities.

(d) NAVSEA may, without further notice, enter into contracts with other contractors for these services. Contractors should enter into separate non-disclosure agreements with the file room contractor. Contact the Procuring

Contracting Officer for contractor specifics. However, any such agreement will not be considered a prerequisite before information submitted is stored in the file room or otherwise encumber the government.

(a) For other than firm fixed priced contract line item numbers (CLINs), the Contractor agrees to segregate costs incurred under this contract/task order (TO), as applicable, at the lowest level of performance, either at the sub line item number (SLIN) or CLIN level, rather than at the total contract/TO level, and to submit invoices reflecting costs incurred at that level. Supporting documentation in Wide Area Workflow (WAWF) for invoices shall include summaries of work charged during the period covered as well as overall cumulative summaries by individual labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of other direct costs (ODCs), materials, and travel, by technical instruction (TI), SLIN, or CLIN level. For other than firm fixed price subcontracts, subcontractors are also required to provide labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of ODCs, materials, and travel invoiced.
